बर्डफ्लु प्रभावित किसानलाई ५० करोड क्षतिपूर्ति निकासाBird Flu Affected Farmers to Receive Rs 50 Crore Compensation
काठमाडौं। कृषि, वन तथा वातावरण मन्त्रालयले बर्डफ्लुबाट प्रभावित किसानलाई क्षतिपूर्ति वितरण गर्न पशु सेवा विभागलाई ५० करोड रुपैयाँ निकासा गरेको छ।
बर्डफ्लु पुष्टि भएका ११ जिल्लामा नष्ट गरिएका पन्छी, अण्डा तथा दानाको क्षतिपूर्ति वितरणका लागि मन्त्रालयले रकमान्तरमार्फत उक्त रकम उपलब्ध गराएको हो। विभागले प्रभावित किसानलाई राहत उपलब्ध गराउन मन्त्रालयसँग रकम माग गरेको थियो।
पशु सेवा विभागका प्रवक्ता डा. मुकुल उपाध्यायका अनुसार निकासा भएको रकमबाट प्रमाणित क्षतिको ७५ प्रतिशतसम्म क्षतिपूर्ति प्रदान गरिनेछ।
विभागका अनुसार काठमाडौं, ललितपुर, भक्तपुर, काभ्रेपलाञ्चोक, झापा, मोरङ, सुनसरी, महोत्तरी, बारा, चितवन र नवलपरासीमा बर्डफ्लु सङ्क्रमण देखिएपछि करिब सात लाख पन्छी, ११ लाख अण्डा र तीन लाख किलो दाना नष्ट गरिएको थियो। यसबाट करिब ७० करोड रुपैयाँ बराबरको आर्थिक क्षति भएको विभागको अनुमान छ।
बर्डफ्लु रोग नियन्त्रण (चौथो संशोधन) आदेश, २०७४ अनुसार प्रमाणित क्षतिको आधारमा नष्ट गरिएका पन्छी, पन्छीजन्य पदार्थ तथा उत्पादन सामग्रीको मूल्याङ्कन गरी सम्बन्धित धनीलाई ७५ प्रतिशतसम्म क्षतिपूर्ति दिने व्यवस्था छ।
गत चैतदेखि पूर्वी नेपालबाट फैलिन सुरु भएको बर्डफ्लु सङ्क्रमण हाल ११ जिल्लामा फैलिएको छ। भाइरसको स्वरूप परिवर्तन हुन सक्ने जोखिमलाई ध्यानमा राख्दै सम्भावित संक्रमण रोक्न पन्छी, अण्डा तथा दाना नष्ट गरिएको प्रवक्ता उपाध्यायले बताए।
रोग नियन्त्रणका लागि विभागले उपमहानिर्देशकको नेतृत्वमा बर्डफ्लु रोग नियन्त्रण कक्ष स्थापना गरी संघ, प्रदेश र स्थानीय तहसँग समन्वय गरेर नियन्त्रणका प्रयासलाई तीव्र बनाएको जनाएको छ。
The Ministry of Agriculture, Forests and Environment has released Rs 50 crore to the Department of Livestock Services to provide compensation to farmers affected by bird flu.
The ministry has made the amount available for the distribution of compensation for the destruction of birds, eggs, and feed in 11 districts where bird flu has been confirmed. The department had requested the ministry for funds to provide relief to the affected farmers.
According to Dr. Mukul Upadhyaya, spokesperson for the Department of Livestock Services, 75% of the verified loss will be compensated from the released amount.
The department stated that around 700,000 birds, 1.1 million eggs, and 300,000 kilograms of feed were destroyed in Kathmandu, Lalitpur, Bhaktapur, Kavrepalanchok, Jhapa, Morang, Sunsari, Mahottari, Bara, Chitwan, and Nawalparasi after bird flu was detected. The department estimates that the economic loss from this is around Rs 70 crore.
According to the Bird Flu Control (Fourth Amendment) Order, 2074, the affected farmers will receive up to 75% compensation based on the verified loss of birds, bird products, and production materials.
The bird flu outbreak, which started in eastern Nepal from Chait, has now spread to 11 districts. The spokesperson, Upadhyaya, stated that birds, eggs, and feed were destroyed to prevent possible infection, considering the risk of the virus mutating.
The department has established a bird flu control cell under the leadership of the director-general and is working in coordination with the federal, provincial, and local levels to intensify control efforts.
