काठमाडौं । आगामी आर्थिक वर्ष २०८३–८४ को मौद्रिक नीतिलाई पूँजीबजारमैत्री बनाउन शेयर लगानीकर्ता संघले नेपाल राष्ट्र बैंकसमक्ष पाँच बुँदे सुझाव पेस गरेको छ । नेपालको पूँजीबजारलाई थप प्रतिस्पर्धी, गहिरो, तरल तथा लगानीमैत्री बनाउने उद्देश्यले संघले विभिन्न नीतिगत सुधारका प्रस्ताव अघि सारेको हो । संघले बैंक तथा वित्तीय संस्थालाई दोस्रो बजारमा लगानीसम्बन्धी थप नीतिगत स्वतन्त्रता प्रदान गर्न, लकइन सम्बन्धी व्यवस्थाको पुनरावलोकन गर्न तथा पर्याप्त पूँजी, तरलता र जोखिम व्यवस्थापन क्षमता भएका संस्थालाई विवेकपूर्ण रूपमा शेयर बजारमा लगानी गर्न प्रोत्साहन गर्ने व्यवस्था मौद्रिक नीतिमार्फत गर्न आग्रह गरेको छ । यस्तै, लघुवित्त संस्थाको लाभांश वितरणसम्बन्धी व्यवस्था सुधार गर्न, शेयर धितो कर्जालाई जोखिममा आधारित प्रणालीमा रूपान्तरण गर्न तथा गैरआवासीय नेपाली (एनआरएन)लाई नेपाली पूँजीबजारमा सहज रूपमा प्रवेश र लगानी फिर्ताको वातावरण सुनिश्चित गर्नुपर्ने सुझाव पनि संघले दिएको छ । संघले कर्मचारी सञ्चयकोष, सामाजिक सुरक्षा कोष तथा बीमा कम्पनीहरूका दीर्घकालीन कोषलाई स्पष्ट जोखिम व्यवस्थापन मापदण्डका आधारमा पूँजीबजारमा थप सक्रिय रूपमा परिचालन गर्न आवश्यक नीतिगत व्यवस्था गर्न पनि माग गरेको छ । यस्ता संस्थागत लगानीकर्ताको सक्रिय सहभागिताले बजारमा दीर्घकालीन स्थायित्व, तरलता तथा लगानीकर्ताको विश्वास अभिवृद्धि हुने संघको विश्वास छ । संघले पेस गरेका सुझाव कार्यान्वयन भएमा पूँजीबजारको गहिराइ बढ्ने, संस्थागत लगानीकर्ता आकर्षित हुने, लगानीकर्ताको विश्वास बलियो बन्ने तथा समग्र वित्तीय प्रणालीको स्थायित्वमा सकारात्मक योगदान पुग्ने उनको भनाइ छ । संघले पेस गरेका पाँच प्रमुख सुझाव १. बैंक तथा वित्तीय संस्थालाई दोस्रो बजारमा लगानीसम्बन्धी थप नीतिगत लचकता प्रदान गर्ने । २. लघुवित्त संस्थाको लाभांश वितरणसम्बन्धी व्यवस्थामा सुधार गर्ने । ३. शेयर धितो कर्जा व्यवस्थालाई जोखिममा आधारित बनाउने । ४. गैरआवासीय नेपालीका लागि लगानी प्रवेश तथा लगानी फिर्ता प्रक्रिया सहज बनाउने । ५. संस्थागत दीर्घकालीन कोषहरूको सक्रिय परिचालनका लागि नीतिगत सहजीकरण गर्ने ।
The Share Investors' Association has submitted five suggestions to the Nepal Rastra Bank to make the monetary policy of the upcoming fiscal year 2083-84 capital market-friendly. The association has proposed various policy reforms to make Nepal's capital market more competitive, deeper, liquid, and investor-friendly. The association has requested the bank to provide more policy flexibility to banks and financial institutions to invest in the secondary market, review the margin lending system, and encourage institutions with sufficient capital, liquidity, and risk management capabilities to invest in the share market in a prudent manner. The association has also suggested improving the dividend distribution system of microfinance institutions, converting the share margin lending system into a risk-based system, and ensuring an easy environment for non-resident Nepalis (NRNs) to invest in the Nepali capital market. The association has also requested the bank to make necessary policy arrangements to allow institutional long-term funds such as employee provident funds, social security funds, and insurance companies to operate more actively in the capital market based on clear risk management standards. The association believes that the active participation of such institutional investors will bring long-term stability, liquidity, and increased investor confidence in the market. The association has stated that if its suggestions are implemented, the depth of the capital market will increase, institutional investors will be attracted, investor confidence will be strengthened, and the overall financial system will benefit from positive contributions. The five key suggestions submitted by the association are: 1. Providing more policy flexibility to banks and financial institutions to invest in the secondary market. 2. Improving the dividend distribution system of microfinance institutions. 3. Converting the share margin lending system into a risk-based system. 4. Making the investment entry and exit process easier for non-resident Nepalis. 5. Simplifying policies to facilitate the active operation of institutional long-term funds.
