आजदेखि संसद्को बजेट अधिवेशन सुरु : पहिलो दिनमै सरकारको नीति तथा कार्यक्रम प्रस्तुत हुनेFederal Parliament’s Budget Session Begins Today
काठमाडौं । सङ्घीय संसद्को बजेट अधिवेशन आज (सोमबार) देखि सुरु हुँदैछ । अधिवेशनको पहिलो दिनमै सरकारले आगामी आर्थिक वर्षको नीति तथा कार्यक्रम प्रस्तुत गर्ने तयारी गरेको छ ।
संसद् सचिवालयका अनुसार राष्ट्रपति Ram Chandra Paudel ले सङ्घीय संसद्का दुवै सदनको संयुक्त बैठकलाई सम्बोधन गर्दै सरकारको नीति तथा कार्यक्रम प्रस्तुत गर्ने कार्यसूची रहेको छ । संयुक्त बैठक अपराह्न ४ बजे बस्ने तय गरिएको छ ।
संविधानको धारा ९५ अनुसार प्रतिनिधिसभाको निर्वाचनपछिको पहिलो अधिवेशन तथा प्रत्येक वर्षको पहिलो अधिवेशन प्रारम्भ भएपछि राष्ट्रपतिले दुवै सदनको संयुक्त बैठकलाई सम्बोधन गर्नुपर्ने व्यवस्था छ ।
संसद् सचिवालयले प्रतिनिधिसभा र राष्ट्रियसभाका सदस्यलाई संयुक्त बैठकमा अपराह्न ३ः४५ बजेअघि नै उपस्थित हुन अनुरोध गरेको छ । त्यसअघि अपराह्न २ बजे प्रतिनिधिसभा र राष्ट्रियसभाको छुट्टाछुट्टै बैठक बस्ने कार्यसूची रहेको छ ।
प्रतिनिधिसभा बैठकमा राष्ट्रपतिबाट अधिवेशन आह्वानसम्बन्धी पत्रबारे जानकारी गराइनेछ । त्यस्तै मन्त्रिपरिषद् हेरफेरसम्बन्धी सूचना, सभामुखको अनुपस्थितिमा बैठक सञ्चालन गर्ने सदस्यहरूको मनोनयन तथा प्रतिनिधिसभा नियमावलीसम्बन्धी विषय पनि कार्यसूचीमा रहेका छन् ।
यसपटकको अधिवेशनमा सरकारले जारी गरेका विभिन्न आठ वटा अध्यादेश पनि संसद्मा पेस गरिने भएको छ । सार्वजनिक खरिद (दोस्रो संशोधन) अध्यादेश, सार्वजनिक पदाधिकारीको पदमुक्तिसम्बन्धी विशेष व्यवस्था अध्यादेश तथा संवैधानिक परिषद्सम्बन्धी संशोधन अध्यादेशलगायत विषय संसद्मा प्रस्तुत गरिने संसद् सचिवालयले जनाएको छ ।
Kathmandu — The budget session of Nepal’s Federal Parliament is beginning today (Monday). The government is preparing to present its annual policies and programs on the very first day of the session.
According to the Parliament Secretariat, President Ram Chandra Paudel will address the joint meeting of both houses of the Federal Parliament and present the government’s policies and programs. The joint session is scheduled to begin at 4:00 PM.
Article 95 of Nepal’s Constitution requires the President to address the joint sitting of both houses after the first session following parliamentary elections and at the beginning of the first session each year.
The Parliament Secretariat has requested members of both the House of Representatives and the National Assembly to be present before 3:45 PM for the joint session. Before that, separate meetings of both houses are scheduled for 2:00 PM.
According to the tentative agenda, the House of Representatives meeting will first inform members about the letter issued by the President regarding the convening of the parliamentary session. Information related to recent cabinet reshuffles and other parliamentary procedures will also be presented.
The agenda also includes the nomination of members to chair meetings in the Speaker’s absence, discussions related to parliamentary regulations, and the presentation of procedural matters under the House regulations.
The government is also preparing to table eight different ordinances during this session. These include the Public Procurement (Second Amendment) Ordinance 2083, the Special Provision Ordinance related to removal of public officials, and an amendment ordinance related to the Constitutional Council. According to the Parliament Secretariat, these ordinances will be presented in both houses of Parliament.
