मूल्य समायोजनदेखि अनुगमनसम्म कडाइ, मातहतका निकायलाई परिपत्र

चालु आर्थिक वर्षका विकास आयोजना सुस्त गतिमा अघि बढिरहेको भन्दै सरकारले निर्माण क्षेत्रलाई पुनः सक्रिय बनाउन कडाइ सुरु गरेको छ । भौतिक पूर्वाधार तथा यातायात तथा सहरी विकास मन्त्रालयले मातहतका निकायलाई निर्देशन जारी गर्दै निर्माण कार्यमा देखिएको ढिलासुस्ती अन्त्य गर्न र आयोजना कार्यान्वयनलाई तीव्र बनाउन स्पष्ट आग्रह गरेको हो ।

मन्त्रालयले मंगलबार जारी गरेको परिपत्रमार्फत आयोजना कार्यान्वयनमा भइरहेका अवरोध तत्काल पहिचान गरी समाधान गर्न निर्देशन दिएको छ । विभिन्न निकायबीच समन्वय अभावका कारण धेरै आयोजना प्रभावित भइरहेको निष्कर्ष निकाल्दै मन्त्रालयले सम्बन्धित कार्यालयहरूलाई प्रभावकारी सहकार्य गर्न भनेको छ ।

निर्माण कार्यको नियमित अनुगमन र प्रगति प्रतिवेदन अनिवार्य रूपमा पेश गर्नुपर्ने व्यवस्था पनि कडाइका साथ लागू गरिने मन्त्रालयले जनाएको छ । आयोजना स्थलमा कामको अवस्था, खर्च प्रगति र भौतिक उपलब्धिको विवरण नियमित रूपमा अद्यावधिक गर्न निर्देशन दिइएको छ ।

मन्त्रालयले विशेषगरी मूल्य समायोजनको विषयलाई पनि चासोका साथ उठाएको छ । निर्माण सामग्रीको मूल्यवृद्धिका कारण ठेक्का कार्य प्रभावित भइरहेको गुनासो बढिरहेका बेला कन्ट्र्याक्ट डकुमेन्टमा उल्लेख भएको व्यवस्था अनुसार मूल्य समायोजन तत्काल कार्यान्वयन गर्न भनिएको छ । यदि त्यस क्रममा कुनै समस्या देखिए वा मन्त्रालयको सहजीकरण आवश्यक परे तत्काल जानकारी गराउन परिपत्रमा उल्लेख गरिएको छ ।

सरकारले यसपटक जिम्मेवारी निर्धारणलाई पनि स्पष्ट बनाएको छ । कुनै आयोजनाको काम सुचारु नभएमा सम्बन्धित आयोजना प्रमुख र निर्देशकलाई जिम्मेवार बनाइने चेतावनी मन्त्रालयले दिएको छ । त्यस्तै निर्माण स्थलमा उल्लेख्य प्रगति नदेखिए सम्बन्धित कार्यालय प्रमुखले समेत जवाफदेही हुनुपर्ने व्यवस्था मिलाउन निर्देशन दिइएको छ ।

पछिल्लो समय सडक, पुल, सहरी पूर्वाधार र सरकारी भवन निर्माणका धेरै आयोजना निर्धारित समयमै सम्पन्न हुन नसकिरहेको अवस्थामा मन्त्रालयको यो निर्देशनलाई निर्माण क्षेत्रप्रति सरकारको दबाबमूलक हस्तक्षेपका रूपमा हेरिएको छ । विकास आयोजनामा दोहोरिने ढिलासुस्ती, लागत वृद्धि र कमजोर कार्यान्वयनप्रति आलोचना बढिरहेका बेला मन्त्रालयले अब कामको नतिजा देखिनुपर्ने संकेत गरेको छ ।

Ministry Orders Faster Execution, Immediate Problem Solving

Strict Monitoring and Price Adjustment Measures Introduced

The government has stepped up pressure on stalled development projects, directing concerned agencies to accelerate construction works and resolve implementation bottlenecks without delay. The Ministry of Physical Infrastructure and Transport and the Ministry of Urban Development issued a circular on Tuesday instructing subordinate bodies to end the culture of project delays and speed up ongoing works within the current fiscal year.

The ministries have asked all concerned offices to immediately identify obstacles affecting project execution and coordinate effectively with related agencies to resolve them. The government believes weak coordination among implementing bodies has been one of the key reasons behind repeated delays in major infrastructure projects.

Authorities have also made regular monitoring and mandatory submission of progress reports a priority. Project offices have been instructed to frequently update both physical and financial progress details to ensure accountability and improve implementation efficiency.

The issue of price adjustment has also received special attention in the new directive. With contractors increasingly complaining about rising construction material costs, the ministries have instructed agencies to implement price adjustment provisions strictly according to contract documents. If any difficulties arise during implementation, offices have been told to immediately seek facilitation from the ministry.

The government has further warned that project chiefs and directors will be held directly responsible if project activities remain inactive or fail to move forward smoothly. Similarly, office heads may also face accountability if construction sites fail to show meaningful progress.

At a time when several road, bridge, urban infrastructure, and public building projects across the country are struggling to meet deadlines, the latest directive is being viewed as a strong attempt by the government to tighten oversight over the construction sector. With public criticism growing over repeated delays, rising costs, and weak implementation, the ministries have signaled that visible results will now be expected from project authorities.
