सरकारले लामो समयदेखि अवरुद्ध हुँदै आएको विद्युत् खरिद सम्झौता (पीपीए) को गाँठो फुकाउने तयारी थालेको छ। नेपाल विद्युत् प्राधिकरणले पीपीए खुलाउनका लागि आवश्यक नयाँ मापदण्ड र आधार तय गर्न पाँच सदस्यीय एक उपसमिति गठन गरेसँगै यसको औपचारिक प्रक्रिया अघि बढेको हो।
ऊर्जा, जलस्रोत तथा सिँचाइमन्त्री विराजभक्त श्रेष्ठको अध्यक्षतामा बिहीबार साँझ बसेको प्राधिकरण सञ्चालक समितिको बैठकले उक्त निर्णय गरेको हो। प्राधिकरणका सञ्चालक समिति सदस्य अंशुकिरण शाहीको संयोजकत्वमा गठित यस उपसमितिलाई पीपीएको स्पष्ट मापदण्ड बनाएर सञ्चालक समितिमा पेस गर्न सात दिनको समयसीमा तोकिएको छ। उपसमितिमा विद्युत् विकास विभागका उपमहानिर्देशक, मन्त्रालयका प्रमुख उपसचिव (सिडिई) शालिग्राम भण्डारी र विज्ञ सदस्यका रूपमा रिवाज शर्मा रहेका छन् भने प्राधिकरणको व्यापार शाखाका निर्देशकले सदस्य–सचिवको जिम्मेवारी पाएका छन्।
आर्थिक ऐन, २०८३ को व्यवस्थालाई टेकेर विद्युत् उत्पादन अनुमतिपत्र पाइसकेका प्रवर्द्धकहरूसँग गरिने खरिद सम्झौताको नयाँ खाका यस उपसमितिले तयार पार्नेछ। यसअघि कायम रहेका पीपीएका अभ्यास र मन्त्रालयद्वारा गठित पूर्वसमितिहरूका सिफारिसलाई समेत सुक्ष्म रूपमा अध्ययन गरी नयाँ मापदण्ड तय गरिने प्राधिकरणको भनाइ छ।
प्राधिकरणको यो कदमसँगै वर्षौंदेखि पीपीएको पर्खाइमा रहेर आयोजना अघि बढाउन नसकेका जलविद्युत् प्रवर्द्धकहरूलाई ठूलो राहत मिल्ने अपेक्षा गरिएको छ। उपसमितिले प्रतिवेदन बुझाएपछि कुन प्रकृतिका ऊर्जा आयोजनाहरूसँग के–कस्ता सर्त र आधारमा सम्झौता गर्ने भन्ने अन्योल हटेर पीपीएको बाटो पूर्ण रूपमा खुल्नेछ।
The government has initiated formal steps to unblock the long-stalled Power Purchase Agreements (PPAs) for hydropower projects in Nepal. In a decisive move to clear the backlog, the Board of Directors of the Nepal Electricity Authority (NEA) has formed a five-member subcommittee tasked with formulating comprehensive guidelines for future PPA procedures.
The decision was finalized during an NEA board meeting held on Thursday evening, chaired by Minister for Energy, Water Resources, and Irrigation Biraj Bhakta Shrestha. The newly formed subcommittee, coordinated by NEA board member Anshukiran Shahi, has been given a strict seven-day deadline to submit its recommendations. The panel includes the Deputy Director General of the Department of Electricity Development, Ministry CDE Shaligram Bhandari, and expert member Riwaj Sharma, with the Director of NEA's Trading Branch serving as the member-secretary.
Operating in accordance with the provisions outlined in the Economic Act, the subcommittee will review legacy PPA practices as well as recommendations from previously formed ministry committees. Its primary mandate is to establish clear criteria for signing agreements with developers who have already obtained generation licenses, ensuring a transparent and structured approach moving forward.
This development brings a much-needed sigh of relief to private energy promoters who have had their projects hanging in limbo for years while waiting for power purchase deals. Once the subcommittee tables its report and the guidelines are officially adopted, the uncertainties surrounding PPA quotas and modalities are expected to clear, reopening the gateway for private investment in Nepal's hydro sector.
