सम्पत्ति शुद्धीकरण मामिलामा व्यापक सुधार गर्ने उद्देश्यका साथ नेपालले पाँच वर्षे रणनीतिको खाका बनाएको छ। यस रणनीतिअनुसार काम भएमा सम्पत्ति शुद्धीकरणका विषयलाई लिएर नेपाल अन्तर्राष्ट्रिय निगरानीमा पर्ने खतरा टर्ने विश्वास छ।
केही समयअघि मात्र सम्पत्ति शुद्धीकरणसम्बन्धी कानूनहरूमा संशोधन गरेको नेपालले पाँच वर्षे रणनीतिको खाका बनाएर काम अगाडि बढाउने उद्देश्य लिएको भए पनि कार्यान्वयन चुनौतिपूर्ण रहेको विज्ञहरू बताउँछन्। तर, सरकारी अधिकारीहरूले रणनीतिमा समावेश भएका बुँदाहरूलाई प्रभावकारी रूपमा कार्यान्वयनमा लैजाने बताएका छन्।
अर्थमन्त्री वर्षमान पुन अध्यक्ष रहेको सम्पत्ति शुद्धीकरण निर्देशक समितिको बैठकले गत बुधबार परिमार्जनसहित पारित गरेको रणनीतिको मस्यौदा मन्त्रीपरिषद्ले पारित गरेसँगै लागू हुनेछ। रणनीतिमा भ्रष्टाचार, राजस्व छली, हुन्डी, क्रिप्टोकरेन्सी कारोबार लगायतका वित्तीय अपराध न्यूनीकरणका योजना समावेश छन्।
नेपालले आवश्यक कानून संशोधन गरिसकेको भए पनि अझै कयौं मापदण्डहरू पूरा गर्न बाँकी छ। समयमै ती मापदण्डहरू पूरा नगरे निगरानी सूचीमा पर्ने जोखिम रहेको अर्थमन्त्रालयले जनाएको छ। आगामी अक्टोबरमा नेपाललाई अवलोकन गर्नुपर्ने देशको सूचीबाट बाहिर निकाल्न प्रयास भइरहेको छ।
Nepal has formulated a five-year strategic plan aimed at making substantial improvements in money laundering matters. The strategy is expected to prevent Nepal from being placed under international surveillance for money laundering concerns if implemented effectively.
Recently, Nepal amended its laws related to money laundering and now plans to advance its efforts with the new strategic framework. Experts, however, indicate that implementation remains challenging. Government officials have assured that the included strategies will be effectively executed.
The draft of the strategy was approved with modifications last Wednesday by the Anti-Money Laundering Steering Committee, chaired by Finance Minister Yuba Raj Khatiwada. Once approved by the Council of Ministers, it will be implemented. The strategy includes plans to reduce financial crimes such as corruption, tax evasion, hundi transactions, and cryptocurrency dealings.
Although Nepal has amended the necessary laws, several standards remain unmet. The Ministry of Finance has indicated that failure to meet these standards on time could result in Nepal being placed on a watch list. Efforts are ongoing to remove Nepal from the observation list during the upcoming evaluation in October.
