नेपाल राष्ट्र बैंकले डिजिटल वित्तीय सेवालाई सर्वसाधारणको पहुँचमा पुर्याउन र यस क्षेत्रमा स्वस्थ प्रतिस्पर्धा कायम गर्न पाँचवर्षे नयाँ रणनीतिक खाका अघि सारेको छ। केन्द्रीय बैंकको भुक्तानी प्रणाली विभागद्वारा तयार पारिएको ‘फिनटेक रणनीति फर डिजिटल फाइनान्सियल सर्भिसेज’ ले आगामी सन् २०२६/२७ देखि २०३०/३१ सम्मको कार्यदिशा तय गरेको हो। यसको मुख्य लक्ष्य बजारमा नयाँ प्रविधिको प्रवेशलाई प्रोत्साहन गर्दै उपभोक्तालाई कम लागतमा छिटो र भरपर्दो सेवा उपलब्ध गराउनु रहेको छ।
यो रणनीतिलाई मुख्यतया डिजिटल पूर्वाधारको विकास, फिनटेकमैत्री नीति तथा नियमन र नवप्रवर्तनमुखी इकोसिस्टमको निर्माण गरी तीनवटा बलिया आधारस्तम्भमा उभ्याइएको छ। बजारमा एकाधिकार तोडेर फिनटेक कम्पनी, बैंक तथा भुक्तानी सेवा प्रदायकहरूबीच समान प्रतिस्पर्धा (लेभल प्लेइङ फिल्ड) को वातावरण बनाउने केन्द्रीय बैंकको योजना छ। साथै, विभिन्न डिजिटल प्रणालीबीच अन्तरआबद्धता (इन्टरअपरेबिलिटी) बढाएर ग्राहकलाई जुनसुकै नेटवर्कबाट पनि सहजै कारोबार गर्न सक्ने सुविधा दिइनेछ।
सहरी क्षेत्रमा मात्र सीमित हुँदै आएको प्रविधिमा आधारित वित्तीय सेवालाई अब दूरदराजसम्म पुर्याउने रणनीतिको अर्को महत्त्वपूर्ण पाटो हो। साना तथा मझौला व्यवसायी, महिला, युवाका साथै पछिल्लो समय फस्टाउँदै गएको ‘गिग अर्थतन्त्र’ (स्वतन्त्र रूपमा काम गर्ने कामदार) लाई औपचारिक वित्तीय सञ्जालमा जोड्ने लक्ष्य राखिएको छ। तर, पहुँच बढाउँदा बढ्न सक्ने साइबर जोखिम र डिजिटल ठगीलाई नियन्त्रण गर्न देशव्यापी रूपमा डिजिटल वित्तीय साक्षरता अभियान चलाइने राष्ट्र बैंकले जनाएको छ।
नयाँ प्रविधिको प्रयोगसँगै थपिने सुरक्षा चुनौतीलाई मध्यनजर गर्दै केन्द्रीय बैंकले आफ्नो नियमन तथा सुपरिवेक्षण क्षमतालाई पनि आधुनिक बनाउने घोषणा गरेको छ। नवीन वित्तीय उत्पादनहरू (डिजिटल ऋण, नयाँ भुक्तानी विकल्प आदि) को विकासमा जोड दिइएको यो रणनीति प्रभावकारी रूपमा कार्यान्वयन भएमा नेपालको समग्र भुक्तानी प्रणाली थप समावेशी, सस्तो र जोखिमप्रतिरोधी बन्ने अपेक्षा गरिएको छ।
Nepal Rastra Bank (NRB) has rolled out a new five-year strategic framework aimed at expanding public access to digital financial services and fostering fair market competition. Drafted by the central bank's Payment Systems Department, the 'Fintech Strategy for Digital Financial Services' is slated for implementation from the fiscal year 2026/27 to 2030/31. The primary objective is to encourage technological innovation in the banking sector, ensuring consumers receive faster and more reliable services at reduced costs.
The new strategy is anchored on three core pillars: developing robust digital infrastructure, formulating fintech-friendly regulatory policies, and building an innovation-driven ecosystem. NRB plans to break market monopolies and create a level playing field for all stakeholders, including fintech companies, commercial banks, and payment service providers. Furthermore, the central bank is heavily emphasizing system interoperability, which will allow customers to conduct seamless transactions across various digital networks without being restricted to a single platform.
Shifting the focus beyond urban centers, the strategic plan aims to push technology-based financial services deep into remote and unbanked regions. The framework specifically targets small and medium enterprises (SMEs), women, youth, and the rapidly growing 'gig economy,' with the goal of integrating them into the formal financial network. Acknowledging the rising cyber threats and digital fraud that accompany such expansion, the NRB has also announced plans to launch comprehensive nationwide digital financial literacy campaigns.
To tackle the security challenges posed by emerging technologies, the central bank has committed to modernizing its own regulatory and supervisory mechanisms. With a strong focus on facilitating innovative financial products—such as digital lending and new payment alternatives—the successful execution of this strategy is expected to make Nepal's broader digital payment ecosystem more inclusive, affordable, and resilient to risks.
