लगानी सम्मेलन गर्ने उचित समय अहिले होइन ! Now is not the right time to hold an investment conference !
सरकारले लगानी सम्मेलन गर्ने उचित समय होइन । निजी क्षेत्र खुशी छैन । किसानहरु खुशी छैनन् । लघुवित्त,सहकारी, मिटरब्याज पीडित भनिएको छ । किसानहरुले सडकमा दुध फालिएको अवस्था छ । बैंकमा पैसा थुप्रिएको छ । ६ खर्ब बराबरको तरलता छ । बंैकको ब्याजदर १७ प्रतिशतबाट ११ प्रतिशतमा आयो । अबको दुई तीन महिनामा एकल अंकमा आउँछ । ऋण लिन गइरहेका छैनन् । जब मुलुकभित्रका लगानीकर्तालाई विश्वास छैन । विदेशी लगानीकर्ता आएर नेपालका लगानी गर्ने सम्भावना छैन । त्यसमा पनि सरकार समिकरण फेरिएको छ । अन्तर्राष्ट्रिय क्षेत्रमा नेपालको राम्रो सन्देश गएको छैन । केही महिना पहिला उद्योगहरुको विद्युत कटौती भएको छ ।
सरकारले मुख्य गर्नुपर्ने काम निजी क्षेत्रलाई विश्वासमा लिएर,पुराना अनुभवी राजनितिज्ञ,कर्मचारी,प्रध्यापक,कलाकार,साहित्यकारहरु सबैसँग बसेर मुलुकमा अब गर्दा विकास हुन्छ भनेर छलफल गर्नुपर्छ । किसान,श्रमिक,उद्योगीलाई पनि सोध्नुपर्छ । बहुदलिय प्रजातन्त्र आयो त्यो बेलादेखि उपभोगको हक अधिकार गरौँ । उत्पादकको हक अधिकारका कुरै गरेनौं । अब किसान,उद्योगी व्यवसायीहरुका कुरा गर्नुपर्छ । राज्यले संरक्षण गर्नुपर्छ ।
सरकारले गर्ने भनिएको लगानी सम्मेलनको तयारी पुगेको छैन । लगानी सम्मेलनमा सोकेश गर्नको लागि डिपिआर समेत भएका १०० वटा आयोजनाहरु छन् । उनीहरुको प्रतिफल यति छ भनेर लागत,कर्मचारी,यति समय अवधिमा सकिन्छ भनेर बनि बनाउ क्षेत्रगत आयोजनाहरु तयार पारेर देखाउनुपर्छ । जलविद्युत,पर्यटन,कृषि,आईटी, होटल,पूर्वाधारका आयोजनाहरु प्रदर्शन गर्न सक्नुपर्छ । विदेशी लगानीकर्ता आएर नेपालका आयोजनामा इन्जिनियर लगाएर सबै काम गर्न सक्दैन । राज्यले लगानी गरेर आयोजनाको तयारी गर्नुपर्छ ।
एउटा राजनीतिक रुपमा नेपाल स्थिर मुलुक होइन । अन्तर्राष्ट्रिय देशहरुमा सन्देश गएको छ । अहिलेको सत्ता समिकरण पनि चीनले गर्दा भएको भन्ने गलत प्रचार भएको छ । सरकारले आफ्ना कुरा स्पष्ट राख्नसक्ने हुनुपर्छ । निजी क्षेत्रलाई सरकारले सँगै लैजानुपर्छ । अहिले सिमेन्ट,औषधि,जुत्ता लगायतका क्षेत्रमा राम्रो छ । उनीहरुलाई समेत राखेर विदेशी लगानीकर्तालाई केमा आकर्षण गर्न सक्छौं सुझाव दिनुपर्छ ।
नेपाल सरकारले २०७३ सालमा लगानी सम्मेलन गरेका थियो । १४ खर्बको प्रतिवद्धता आयो । २०७६ सालको लगानी सम्मेलनमा ३३ खर्बको प्रतिवद्धता आयो । चिनियाँ राजदुतावास छ । हारालुस गरेर लगिरहेका छन् । हाम्रो सरकारल गर्न सकेन । लगानी सम्मेलनमा भएको प्रतिवद्धताको फलोअप राज्यका निकायहरुले अहिलेसम्म गरेनन् । प्रतिवद्धतालाई राज्य संयन्त्रले सक्रिय हुनुपर्छ । विगतमा भएका लगानी सम्मेलनको प्रतिवद्धतालाई निरन्तरता दिन नसक्ने अनि तमासा देखाउनलाई गरिने लगानी सम्मेलनले देशको बदनाम मात्रै हुन्छ ।
It is not the right time for the government to hold an investment conference. The private sector is not happy. Farmers are not happy. Microfinance, cooperatives, metered interest are said to be victims. Farmers are throwing milk on the road. Money is piled up in the bank. 6 trillion worth of liquidity. The interest rate of the bank came from 17 percent to 11 percent. It will come in single digits in the next two to three months. They are not going to take loans. When investors within the country do not have faith. There is no possibility of foreign investors coming and investing in Nepal. In that too, the government has changed. Nepal's good message has not gone out in the international arena. A few months ago, there was a power cut in industries.
The main task of the government is to take the private sector into confidence, sit down with experienced politicians, employees, teachers, artists, writers and discuss how the country will develop now. Farmers, workers, industrialists should also be asked. Since the multi-party democracy came, let's have the right to enjoy. We did not talk about the rights of producers. Now we have to talk about farmers, industrialists. The state should protect.
The preparations for the investment conference that the government is supposed to hold have not been completed. There are 100 projects with DPR to be discussed at the investment conference. It should be shown that their return is so much, cost, staff, can be done in such a period of time by preparing regional projects. Hydropower, tourism, agriculture, IT, hotel, infrastructure projects should be demonstrated. Foreign investors cannot come and install engineers in Nepal's projects and do all the work. The state should invest and prepare the project. Nepal is not a politically stable country. The message has gone to international countries. It has been falsely propagated that the current balance of power was also caused by China. The government should be able to keep its statements clear. The government should take the private sector along. Now it is good in the fields of cement, medicine, shoes etc. We should suggest what we can do to attract foreign investors by keeping them as well.

An investment conference that can't be honest and shows a spectacle will only bring the country into disrepute.
