लक्ष्यभन्दा २ खर्ब ४१ अर्ब कम, राजस्व संकलनमा उत्साहजनक वृद्धिRs 241 Billion Below Target, Yet Encouraging Revenue Growth
आर्थिक वर्ष २०८१/०८२ मा सरकारको राजस्व संकलन ११ खर्ब ७८ अर्ब रुपैयाँमा पुगेको छ। यो अघिल्लो वर्षको तुलनामा ११.३३ प्रतिशतले वृद्धि भए पनि संशोधित लक्ष्य १२ खर्ब ८६ अर्बभन्दा २ खर्ब ४१ अर्बले कम हो। संशोधित लक्ष्यको आधारमा ९१.६० प्रतिशत मात्र राजस्व संकलन भएको हो। आर्थिक वर्ष २०८०/०८१ मा १० खर्ब ५८ अर्ब संकलन भएको थियो। अर्थ मन्त्रालयले विपद् र अन्तर्राष्ट्रिय चुनौतीबीच यो वृद्धि उत्साहजनक भएको जनाएको छ।
पछिल्ला वर्षहरुमा राजस्व संकलन क्रमशः बढ्दै आएको देखिन्छ। २०७१/०७२ मा ४ खर्ब ५ अर्ब संकलन भएको थियो भने २०७८/०७९ मा १० खर्ब ६६ अर्ब पुगेको थियो। यस्तै, २०७९/०८० मा ९ खर्ब ५७ अर्ब र २०८०/०८१ मा १० खर्ब ५८ अर्ब संकलन भएको हो। चालू आर्थिक वर्ष २०८२/०८३ मा १३ खर्ब १५ अर्ब राजस्व संकलनको लक्ष्य राखिएको छ। अर्थ मन्त्रालयले सो लक्ष्य प्राप्तिका लागि कार्ययोजना तयार गरेको जनाएको छ।
गत आर्थिक वर्ष सरकारको कुल खर्च १५ खर्ब २३ अर्ब रुपैयाँ पुगेको छ। सोही अवधिमा पुँजीगत खर्चका लागि ३ खर्ब ५२ अर्ब लक्ष्य लिइए पनि २ खर्ब २२ अर्ब मात्रै खर्च भयो। यसले कुल पुँजीगत खर्च लक्ष्यको ६३ प्रतिशत मात्र पुगेको देखाउँछ। सरकारले कुल १२ खर्ब १९ अर्ब राजस्व गैरकर र वैदेशिक अनुदानसमेत गरी संकलन गरेको हो। अर्थ मन्त्रालयले चालू वर्षमा खर्च कार्यान्वयन सुधार्ने जनाएको छ।
In FY 2081/82, the Government of Nepal collected Rs 1.178 trillion in revenue. This marks an 11.33% increase from the previous year’s Rs 1.058 trillion, yet falls Rs 241 billion short of the revised target of Rs 1.286 trillion. Based on the revised goal, only 91.60% of the expected revenue was collected. Despite growth, the shortfall remains significant. The Ministry of Finance attributes the challenge to disasters and global conditions.
Historical data shows consistent revenue growth in the past decade. For instance, collections rose from Rs 405 billion in 2071/72 to Rs 1.066 trillion in 2078/79. In FY 2079/80, it dropped to Rs 957 billion, and again rose to Rs 1.058 trillion in 2080/81. The government now targets Rs 1.315 trillion in FY 2082/83. Officials say a fresh strategy has been prepared to meet this goal.
Last fiscal year, total government expenditure reached Rs 1.523 trillion. Of the Rs 352 billion allocated for capital expenditure, only Rs 222 billion (63%) was actually spent. Revenue also included Rs 1.219 trillion with non-tax and foreign aid components. The Ministry of Finance says it is now focusing on better spending implementation this fiscal year.
