Civil Servants to Get About 21% Net Pay Rise, New Salary Scale from Shrawan 1

Kathmandu — Finance Minister Dr. Swarnim Wagle has announced various plans and programmes for the good governance sector through the budget, including a salary increase for civil servants.

Wagle said a law on conflict of interest will be drafted to end policy-level corruption.

The Finance Minister said the recovery, confiscation, acquisition, and management of criminal assets will be made more effective by linking the relevant agencies to an integrated information system.

He said essential equipment will be installed and physical structures built to expand multi-specialty services at the Civil Servants Hospital.

Wagle said the Hello Sarkar mechanism will be developed as a government-citizen dialogue platform, and a digital time card will be implemented in government offices.

The Finance Minister said the national identity card will be used as the basic identity document for public service delivery, while strengthening systems related to citizen services such as land revenue, transport, passports, vital registration, and social security management.

He said that in view of the changing economic diplomacy, the Nepali embassies in Denmark, Brazil, and South Africa, the consulates general in Chengdu and San Francisco, and the embassy branch office in Visakhapatnam will be closed.

Wagle said constitutional bodies will be made resourceful to strengthen their performance.

On salaries, the Finance Minister said he felt the need to review the remuneration of civil servants, as their pay had not increased for the past four years, during which the consumer price index-based inflation reached 17.3 percent, and dignified living required a review. While continuing the dearness allowance that employees currently receive, he has increased the basic-scale salary by 10 percent. To begin a performance-based remuneration system, he has arranged a monthly incentive allowance of 10 percent of the new salary scale.

As a result, the current remuneration will see a net increase of about 21 percent, and the minimum remuneration, including grade, will reach from around Rs 40,000 to over Rs 100,000. The new salary scale will take effect from Shrawan 1, 2083.
