Kathmandu — The government will make it mandatory for both workers and employers to be enrolled in a labour registry, Finance Minister Dr. Swarnim Wagle announced through the budget.
Wagle said that through this, standards will be set for services — such as insurance, accommodation, and digital grievance management — provided by licensed institutions supplying not only security guards and domestic workers but also construction, agriculture, hospitality, transport, and industrial labour.
The Finance Minister said written agreements, minimum wages, insurance, workplace safety standards, and the payment of remuneration through banks will be made mandatory in the labour sector.
He said the mandatory compensation and insurance claim system for workplace accidents will be made more effective.
Wagle said a system will be developed to resolve labour disputes swiftly through a labour tribunal by the end of Poush, and to bring breaches of agreement, wage fraud, and labour exploitation within the legal ambit as economic crimes.
He added that a special campaign will be run to enrol workers in the informal and unorganised sectors into the social security system.
