Hong Kong Short-Term Work & Presentation Policy for Nepal Citizens

Hong Kong maintains one of the most structured immigration systems in Asia, especially concerning foreign visitors and short-term professional activities. For Nepali citizens, the Hong Kong Immigration Department clearly defines what is and isn’t allowed under a Visit Visa / Entry Permit when it comes to work, presentations, and paid activities.

Under general visitor rules, foreigners — including Nepali citizens — are not allowed to take up any employment, start or join a business, or engage in paid work while in Hong Kong. The Visit Visa is meant only for tourism, business meetings, conferences, and short-term events that do not involve payment or long-term commitments. Violation of these conditions can lead to fines up to HKD 50,000 and imprisonment of up to 2 years under Section 41 of the Hong Kong Immigration Ordinance (Cap. 115).

However, to support professional collaboration and international exchange, the Hong Kong Government introduced the “Immigration Facilitation Scheme for Visitors Participating in Short-Term Activities in Designated Sectors (STV Scheme)” effective June 1, 2024. This policy allows qualified visitors to take part in specific short-term work, presentations, or events without requiring a full employment visa, provided strict conditions are met.

Under the STV Scheme, visitors may stay and participate in events for up to 14 consecutive calendar days per entry. During this period, they can deliver speeches, attend workshops, make presentations, or participate in sector-related projects in one or more events. Importantly, participants may be remunerated or paid for their short-term work only if the host organization is authorized by a relevant Hong Kong Government bureau or department.

The STV Scheme covers 12 designated sectors, including arts and culture, innovation and technology, higher education, sports, finance, medical and health, construction, and international events. This policy helps global professionals, including Nepali experts, to share knowledge, attend conferences, and collaborate in Hong Kong’s growing professional ecosystem.

Outside of the STV Scheme, regular Visit Visa rules apply. This means visitors can attend conferences, give unpaid speeches, or participate in meetings for up to 14 days, but cannot receive payment. Only reimbursement for travel, accommodation, and meals is allowed.

For Nepali citizens invited to speak or work temporarily in Hong Kong, it is crucial to check whether their host organization is STV-authorized. If it is not, payment or employment-like activity is strictly prohibited. Visitors should carry a formal invitation letter, hotel booking proof, and a return flight ticket to demonstrate their intent of short-term stay only.
