Japan Visa-Free Transit Rules for Connecting Flights via Japan

For travelers — especially Nepali citizens — connecting through Japan on their way to a third country, it’s essential to understand Japan’s Visa-Free Transit or Transit Without Visa (TWOV) rules. Japan allows passengers from certain countries to transit through its international airports without obtaining a visa, but this facility applies only under very specific and limited conditions. Since Nepal is not a visa-exempt country, most Nepali travelers still require a transit visa, except in rare cases where all TWOV conditions are met.
A Visa-Free Transit applies when a traveler remains within the international transit area (airside) of the same airport and does not pass through immigration. In such cases, passengers can wait for their connecting flight in the designated transit zone without entering Japan officially. To qualify for visa-free transit, the following conditions must be satisfied:
The traveler must have a confirmed onward ticket to a third country, usually departing within 72 hours.
The connecting flight must be from the same airport and terminal, with no need to collect or recheck luggage.
The passenger must have valid entry documents (e.g., a visa for the destination country).
The layover period should be short enough to avoid overnight stays in airports that restrict after-hours access.
Japan’s major international hubs — Narita (NRT), Haneda (HND), and Kansai (KIX) — have designated international transit areas. However, Narita Airport closes its airside transit area between 12:00 AM and 6:00 AM, meaning passengers with overnight connections cannot remain inside without immigration clearance. Similarly, travelers changing airports (for example, from Haneda to Narita or Kansai to Itami) cannot use visa-free transit, as they must exit the immigration area to travel between terminals.
Japan also issues two special types of short-term transit permissions:
Transit Pass (通過上陸許可) — for travelers transferring between nearby ports under specific conditions.
Shore Pass (寄港地上陸許可) — allowing brief entry (up to 72 hours) for rest or transit under tight control.
However, these passes are not guaranteed and are issued only if immigration officials determine the traveler meets strict criteria (flight confirmation, route, and nationality requirements).
If you do not meet all TWOV conditions — for example, if your luggage is not checked through, if your layover exceeds 8–12 hours, or if your flight requires changing airports — you will need to apply for a Japan Transit Visa. Airlines like Japan Airlines (JAL) and ANA frequently require Nepali travelers to show a valid transit visa before boarding from Kathmandu, even for short layovers.
Therefore, travelers should confirm their transit eligibility with the airline before flying. For Nepali citizens, it is generally safer to apply for a Japan Transit Visa through the VFS Japan Visa Application Centre (Chhaya Center, Thamel).
