Even after the completion of the first four months of the current fiscal year, 24 local levels in Madhesh Province have still not presented their annual budget. As per the constitutional provision, all local levels must present their budget by Ashar 10, yet many have failed to meet this mandatory deadline.

Out of 753 local levels across the country, 728 have presented their budgets, while 25 local levels nationwide—including 24 from Madhesh Province—have not yet done so.

In Madhesh Province, among the total 136 local levels, 112 have submitted their budgets, but 24 local units remain pending.

Local Levels That Have Not Presented Their Budget

According to the Ministry of Federal Affairs and General Administration, the following local levels have not submitted the current fiscal year’s budget:

• Rajbiraj Municipality

• Agnisair Krishna Savaran Rural Municipality

• Balan Bihul Rural Municipality

• Kalyanpur Municipality

Siraha

• Dhangadhimai Municipality

• Sukhipur Municipality

Dhanusha

• Kshireshwarnath Municipality

• Nagarain Municipality

• Aurahi Rural Municipality

• Kamala Municipality

• Janaknandini Rural Municipality

• Dhanuji Rural Municipality

Mahottari

• Sonama Rural Municipality

• Malangawa Municipality

Sarlahi

• Hariban Municipality

• Chandranagar Rural Municipality

• Ramanagar Rural Municipality

Rautahat

• Katahariya Municipality

• Devahi Gonahi Municipality

• Fatuwa Bijaypur Municipality

• Yamunamai Rural Municipality

Bara

• Mahagadimai Municipality

• Bishrampur Rural Municipality

Parsa

• Pakaha Mainpur Rural Municipality

Additionally, Shuddhodhan Rural Municipality of Lumbini Province has also not presented its budget yet.

Mandatory Constitutional Timeline

As per Nepal’s constitutional requirement:

• The Federal Government must present the budget on Jestha 15,

• Provincial Governments on Ashar 1,

• Local Governments on Ashar 10.

Despite this clear timetable, several local units have failed to comply even after four months into the fiscal year.

Possible Impact of Budget Delays

The delay in budget presentation can disrupt:

• Implementation of annual development plans

• Social security allowance distribution

• Local service delivery

• Infrastructure projects

• Financial planning and expenditure management

Experts warn that if the local units do not present their budgets soon, the execution of the fiscal year’s programs will face significant challenges.
