नेपालका ४५ सार्वजनिक संस्थानमध्ये २८ नाफामा, १५ घाटामा, २ बन्द – लाभांश संकलनमा गिरावट28 Out of 45 Public Enterprises in Profit, 15 in Loss, 2 Shut Down – Dividend Collection Declines
नेपालमा हाल औद्योगिक, व्यापारिक, सेवा, सामाजिक, जनोपयोगी र वित्तीय क्षेत्रमा गरी ४५ वटा सार्वजनिक संस्थान सञ्चालनमा रहेका छन्। जसमध्ये २० वटा पूर्ण सरकारी स्वामित्वका र २५ वटामा सरकारको बहुमत स्वामित्व रहेको छ।
आर्थिक वर्ष २०८०/८१ को आर्थिक सर्वेक्षणअनुसार, सार्वजनिक संस्थानमा नेपाल सरकारको कुल लगानी ५.८६ प्रतिशतले वृद्धि भई ७ खर्ब ३ अर्ब ९३ करोड रुपैयाँ पुगेको छ। यसमा ३ खर्ब ६४ अर्ब ८६ करोड रुपैयाँ सेयर लगानी र ३ खर्ब ३९ अर्ब ७ करोड रुपैयाँ ऋण लगानी रहेको छ।
गत आर्थिक वर्षमा सार्वजनिक संस्थानहरूको कुल सञ्चालन आय ६ खर्ब ६० अर्ब १५ करोड रुपैयाँ रहेको छ, जुन अघिल्लो वर्षको तुलनामा ०.२२ प्रतिशतले घटेको हो। कूल गार्हस्थ्य उत्पादनमा सञ्चालन आम्दानीको अनुपात ११.५७ प्रतिशत रहेको छ।
नाफा–नोक्सानीको अवस्था
२८ वटा संस्थान नाफामा,
१५ वटा घाटामा,
२ वटा बन्द अवस्थामा रहेका छन्।
सार्वजनिक संस्थानहरूले ४२ अर्ब ६२ करोड रुपैयाँ खुद नाफा कमाएका छन्, जुन अघिल्लो वर्षको तुलनामा १२.८८ प्रतिशतले कमी हो।
नोक्सानीमा रहेका संस्थानको खुद नोक्सानी ३ अर्ब ६३ करोड रुपैयाँ रहेको छ। नाफामा रहेका संस्थानहरूको नाफा ११.५० प्रतिशतले घट्दा, नोक्सानी ८.६५ प्रतिशतले बढेको देखिन्छ।
लाभांश संकलन घट्यो
नेपाल सरकारले आर्थिक वर्ष २०७९/८० मा १३ अर्ब ७५ करोड रुपैयाँ लाभांश संकलन गरेको थियो भने २०८०/८१ मा यो घटेर ८ अर्ब ८३ करोड रुपैयाँ मात्र भएको छ। सेयर लगानीको तुलनामा लाभांश अनुपात २.४ प्रतिशत मा सीमित छ।
लाभांश दिने मुख्य क्षेत्रहरू
जम्मा ७ वटा संस्थानले मात्र लाभांश दिएका छन्।
लाभांश दिनेहरूमा जनोपयोगी, सेवा र वित्तीय क्षेत्र मात्र समावेश छन्।
नेपाल दूरसञ्चार कम्पनी लिमिटेड (NTC) बाट मात्र ७४.५६ प्रतिशत लाभांश प्राप्त भएको छ।
वित्तीय क्षेत्रबाट १ अर्ब ९० करोड ५७ लाख रुपैयाँ,
सेवा क्षेत्रबाट ३४ करोड २२ लाख रुपैयाँ लाभांश प्राप्त भएको छ।
औद्योगिक, सामाजिक तथा व्यापारिक क्षेत्रका संस्थानहरूबाट भने लगातार दोस्रो वर्ष पनि कुनै लाभांश प्राप्त भएको छैन। यसले सार्वजनिक संस्थानको व्यवस्थापन, पारदर्शिता र कार्यदक्षतामाथि पुनर्विचारको आवश्यकता औंल्याएको छ।
As of the current fiscal year, a total of 45 public enterprises are operating across Nepal in various sectors including industrial, commercial, service, social, utility, and financial fields. Of these, 20 are fully government-owned, while 25 have majority government ownership.
According to the Economic Survey for FY 2080/81, the Government of Nepal’s total investment in public enterprises increased by 5.86%, reaching NPR 703.93 billion. This includes NPR 364.86 billion in equity investment and NPR 339.07 billion in loans.
The total operating income of these institutions stood at NPR 660.15 billion, a 0.22% decrease compared to FY 2079/80. Operating income accounted for 11.57% of the country’s GDP.
Profit and Loss Overview
28 enterprises recorded profits
15 were in loss
2 remained non-operational
The net profit from public enterprises reached NPR 42.62 billion, which is a 12.88% decrease compared to the previous review period. Net losses from loss-making institutions stood at NPR 3.63 billion. The net profit of profitable enterprises declined by 11.50%, while losses increased by 8.65%.
Dividend Collection Drops
The Government of Nepal received NPR 13.75 billion in dividends in FY 2079/80, but this dropped to NPR 8.83 billion in FY 2080/81. The dividend-to-equity ratio for FY 2080/81 stood at just 2.4%.
Key Sectors Contributing Dividends
Only 7 public enterprises provided dividends this year.
Dividends were received only from the utility, service, and financial sectors, with no contribution from the industrial, social, or commercial sectors for the second consecutive year.
Among all contributors, Nepal Telecom (NTC) alone accounted for 74.56% of the total dividend.
The financial sector contributed NPR 1.90 billion, while the service sector contributed only NPR 342.2 million.
The trend highlights the growing concern over the efficiency, transparency, and sustainability of Nepal’s public enterprises, particularly in the industrial and commercial sectors.
