पाँच हजार ५०४ राष्ट्रसेवकले सम्पत्ति विवरण नबुझाएको खुलासा, अख्तियारले कारबाही गर्ने 5,504 Government Officials Fail to Submit Property Declarations; Commission Signals Legal Action
आर्थिक वर्ष २०८०/८१ मा संघ, प्रदेश र स्थानीय तहका ५ हजार ५०४ सरकारी कर्मचारी तथा पदाधिकारीले तोकिएको म्यादभित्र सम्पत्ति विवरण नबुझाएको पाइएको छ।
यो तथ्य राष्ट्रिय सतर्कता केन्द्रले सोमबार अख्तियार दुरुपयोग अनुसन्धान आयोगलाई बुझाएको सम्पत्ति विवरण अनुगमन प्रतिवेदनमा उल्लेख गरिएको हो।
प्रतिवेदनअनुसार, सम्पत्ति विवरण बुझाउने कानुनी दायित्व रहेका व्यक्तिको संख्या:
संघ सरकारमा: ४ लाख ८८ हजार २८० जना
प्रदेश सरकारमा: १९ हजार ८३४ जना
स्थानीय तहमा: २ लाख ७३ हजार २३९ जना
यीमध्ये सम्पत्ति विवरण बुझाउने संख्या:
संघमा: ४ लाख ८३ हजार ६८७ जना
प्रदेशमा: १९ हजार ३५५ जना
स्थानीय तहमा: २ लाख ५३ हजार ४५२ जना
कुल मिलाएर ७ लाख ७५ हजार ८४९ जनाले सम्पत्ति विवरण बुझाएका छन्, जुन ९९.३० प्रतिशत हो। ०.७० प्रतिशत अर्थात् ५,५०४ जनाले विवरण नबुझाएको पुष्टि भएको छ।
कार्यक्रममा प्रतिवेदन बुझ्दै आयोगका प्रमुख आयुक्त प्रेमकुमार राईले सतर्कता केन्द्रको प्रयासप्रति धन्यवाद दिँदै सम्पत्ति विवरण संकलनलाई प्रविधिमैत्री र भरपर्दो बनाउने आवश्यकतामा जोड दिए।
राष्ट्रिय सतर्कता केन्द्रका सचिव सुरजकुमार वैद्यले सात भाग र १० अनुसूचीसहित ४०३ पृष्ठ लामो प्रतिवेदन पेस गरेका थिए।
प्रतिवेदनअनुसार, अघिल्ला वर्षहरूको तुलनामा सम्पत्ति विवरण नबुझाउनेको संख्या घट्दो क्रममा छ। तर, तोकिएको म्यादभित्र सम्पत्ति विवरण नबुझाउने राष्ट्रसेवक र पदाधिकारीहरूमाथि भ्रष्टाचार निवारण ऐन, २०५९ को दफा ५० (३) बमोजिम कारबाही प्रक्रिया अघि बढाउने अख्तियारले चेतावनी दिएको छ।
A total of 5,504 government employees and public officials at the federal, provincial, and local levels failed to submit their property declarations for the fiscal year 2080/81, according to a new report.
This was revealed in the Property Declaration Monitoring Report submitted by the National Vigilance Center (NVC) to the Commission for the Investigation of Abuse of Authority (CIAA) on Monday.
Breakdown of Officials Required to Submit Declarations:
Federal level: 488,280 officials
Provincial level: 19,834 officials
Local level: 273,239 officials
Actual Submissions:
Federal: 483,687
Provincial: 19,355
Local: 253,452
Total Submitted: 775,849
Submission Rate: 99.30%
Non-compliant Officials: 5,504 (0.70%)
The report emphasizes that under Section 50(1) of the Prevention of Corruption Act, 2059, public officeholders are legally required to declare their assets within 60 days of assuming office and within 60 days of the end of each fiscal year. Failure to do so invites legal action under Section 50(3) of the same Act.
While accepting the report, CIAA Chief Commissioner Prem Kumar Rai thanked the NVC for its timely submission and stressed the need to digitize and streamline asset declaration processes by integrating records from the Public Service Record Office, Teachers' Record Office, Police, Army Archives, and the NVC.
NVC Secretary Suraj Kumar Vaidya highlighted the key findings of the 403-page report, which includes seven chapters and 10 annexes.
The report notes a declining trend in non-compliance compared to previous years. However, the CIAA has stated that legal steps will be taken against those who failed to submit their property declarations within the stipulated timeframe in accordance with prevailing laws.
