चालु आर्थिक वर्ष २०८०/८१ को अन्त्य नजिकिँदै गर्दा आज राति १२ बजेदेखि सबै सरकारी खाता एक साताका लागि बन्द हुने भएको छ। आर्थिक कार्यविधि तथा वित्तीय उत्तरदायित्व नियमावली, २०७७ अनुसार महालेखा नियन्त्रक कार्यालय, प्रदेश लेखा नियन्त्रक कार्यालय तथा सबै जिल्लास्थित कोष तथा लेखा नियन्त्रक कार्यालयमार्फत सञ्चालन हुने सरकारी खाता आज राति १२ बजेदेखि बन्द गरिने महालेखा नियन्त्रक कार्यालयकी प्रवक्ता सुशीला अर्यालले जानकारी दिइन्।
उनका अनुसार आर्थिक वर्ष सकिनुभन्दा सात दिनअघिसम्म खाता बन्द गरिसक्नुपर्ने प्रावधानअनुसार आज बजेट निकासाको अन्तिम दिन हो। त्यसैले स्थानीय सञ्चित कोष व्यवस्थापन प्रणाली, एकल कोष खाता प्रणाली तथा कम्प्युटरकृत सरकारी लेखा प्रणालीसमेत एक साताका लागि बन्द गरिनेछ।
बन्द अवधिमा 'विनियोजन ऐन' ले फ्रिज नहुने भनी तोकेको शीर्षकहरूबाहेक अन्य शीर्षकमा बजेट खर्च गर्न पाइने छैन। यसले सरकारको खर्च व्यवस्थापनमा पारदर्शिता र उत्तरदायित्व सुनिश्चित गर्ने लक्ष्य राखिएको छ।
महालेखा नियन्त्रक कार्यालयका अनुसार चालु आर्थिक वर्षको अन्तिम दिनको अघिल्लो दिनसम्म (असार २४ गतेसम्म) कुल बजेट खर्च झन्डै ७९ प्रतिशत पुगेको छ। जसमा चालू खर्चतर्फ ८४ प्रतिशत, पूँजीगत खर्चतर्फ ५३ प्रतिशत र वित्तीय व्यवस्थातर्फ ८६ प्रतिशत खर्च भइसकेको जानकारी दिइएको छ।
सरकारी खाताको बन्द हुने यो प्रक्रिया हरेक आर्थिक वर्षको अन्त्यतिर नियमित रूपमा दोहोरिने प्रशासनिक प्रबन्ध हो जसले नयाँ आर्थिक वर्षका लागि आवश्यक लेखा तयारी तथा बैक–बजेट मिलानका कार्यहरू सहज बनाउनेछ।
As the current fiscal year 2080/81 nears its end, all government accounts will be frozen for a week starting midnight tonight. According to the Financial Procedure and Fiscal Accountability Regulations 2077, accounts operated by the Office of the Comptroller General, provincial accounts offices, and district treasury offices will be closed from tonight, confirmed Sushila Aryal, spokesperson for the Office of the Comptroller General.
As per regulations, government accounts must be frozen seven days before the fiscal year ends. Therefore, today marks the final day to disburse any remaining budget obligations created for the current fiscal year. From tonight, the Local Consolidated Fund Management System, Single Treasury Account System, and Computerized Government Accounting System will also be temporarily shut down.
During the freeze, only those budget headings explicitly marked as “non-freezable” in the Appropriation Act will be eligible for disbursement. Payments under all other headings will be restricted.
As of the previous day (Asar 24), government expenditure has reached approximately 79% of the allocated budget. Specifically, 84% of recurrent expenditure, 53% of capital expenditure, and 86% of financial management allocations have been spent, according to data from the Office of the Comptroller General.
This temporary closure of government accounts is a routine administrative measure implemented at the end of every fiscal year to ensure accurate financial reconciliation and smooth transition into the next fiscal year.
