बागमती प्रदेश सरकारको चालु आर्थिक वर्ष २०८१/८२ को आठ महिनाको अवधिमा बजेट खर्च र राजस्व संकलन निराशाजनक देखिएको छ। प्रदेश सरकारले साउनदेखि फागुनसम्मको अवधिमा कुल बजेटको जम्मा २५.६२ प्रतिशत मात्र खर्च गर्न सकेको छ भने राजस्व संकलन पनि लक्ष्यको ३८.१३ प्रतिशतमा सीमित रहेको छ।
प्रदेशको आर्थिक मामिला तथा योजना मन्त्रालयका अनुसार चालु आर्थिक वर्षका लागि विनियोजित ६४ अर्ब ५४ करोड ४ लाख ३१ हजार बजेटमध्ये आठ महिनामा जम्मा १० अर्ब ५० करोड २९ लाख ९ हजार मात्र खर्च भएको छ। यो खर्च चालुतर्फ ३५.२२ प्रतिशत र पुँजीगततर्फ १९.९४ प्रतिशत रहेको छ। मन्त्रालयका अनुसार योजनाहरूको कार्यान्वयनमा ढिलाइ र पुँजीगत खर्च कम हुनुले बजेट खर्चको अवस्था कमजोर बनेको हो। खर्च गर्ने मन्त्रालय र निकायहरूमध्ये प्रदेश मुख्य न्यायाधिवक्ताको कार्यालयले ४७.६९ प्रतिशत र प्रदेशसभा सचिवालयले ३८.२२ प्रतिशत खर्च गरी अग्रस्थानमा रहेका छन्। यता, पर्यटन, उद्योग तथा सहकारी मन्त्रालयले जम्मा ९.७९ प्रतिशत खर्च गरेर सबैभन्दा कमजोर प्रदर्शन गरेको छ।
राजस्व संकलनमा लगातार ओरालो यात्रा
बागमती प्रदेश सरकारको राजस्व संकलनमा पनि सुधार देखिएको छैन। चालु आर्थिक वर्षको आठ महिनामा २४ अर्ब ६० करोड ६६ लाख ४५ हजार राजस्व संकलन भएको छ, जुन लक्ष्यको ३८.१३ प्रतिशत मात्र हो। प्रदेश सरकारले राजस्व बाँडफाँटबाट २९ अर्ब ५५ करोड ८९ लाख संकलन गर्ने लक्ष्य राखेकोमा १३ अर्ब ९० करोड २७ लाख ६८ हजार (४७.०३ प्रतिशत) मात्र उठेको छ। संघीय सरकारबाट प्राप्त हुने १५ अर्ब ५७ करोड ५६ लाख अनुदानमध्ये ८ अर्ब १८ करोड ९९ लाख ६४ हजार (५२.५८ प्रतिशत) प्राप्त भएको छ। त्यस्तै, आन्तरिक स्रोतबाट ४ अर्ब ५३ करोड ८४ लाख ७९ हजार संकलन गर्ने लक्ष्य रहेकोमा २ अर्ब ३७ करोड ८५ लाख ८८ हजार (५२.४१ प्रतिशत) मात्र संकलन भएको छ।
विगतका वर्षहरूको तथ्यांक हेर्दा पनि राजस्व संकलनको अवस्था कमजोर नै देखिन्छ। आर्थिक वर्ष २०८०/८१ मा ४८ अर्ब २५ करोड ४३ लाख ७५ हजार संकलनको लक्ष्य राखिएकोमा ३९ अर्ब २२ करोड १२ लाख ४७ हजार मात्र उठेको थियो। त्यस्तै, आर्थिक वर्ष २०७९/८० मा ५५ अर्ब ३१ करोडको लक्ष्य राखिएकोमा ४५ अर्ब ८८ करोड मात्र संकलन भएको थियो।
प्रदेश सरकारको यो कमजोर आर्थिक प्रदर्शनले विकास निर्माणका कार्यहरूमा ढिलाइ र नागरिक सेवामा असर पर्ने चिन्ता व्यक्त गरिएको छ। विज्ञहरूले बजेट कार्यान्वयनमा प्रभावकारिता बढाउन र राजस्व संकलनका लागि नयाँ रणनीति अपनाउनुपर्ने सुझाव दिएका छन्।
The Bagmati Province Government's budget expenditure and revenue collection for the current fiscal year 2081/82 (2024/25) have been notably disappointing. In the eight months from Shrawan to Falgun (July to February), the provincial government has managed to spend only 25.62 percent of its total budget, while revenue collection has been limited to just 38.13 percent of the target.
According to the Ministry of Economic Affairs and Planning of the province, out of the allocated budget of NPR 64.54 billion (64 billion, 54 crore, 4 lakh, and 31 thousand) for the current fiscal year, only NPR 10.50 billion (10 billion, 50 crore, 29 lakh, and 9 thousand) has been spent in the eight-month period. This expenditure includes 35.22 percent on recurrent expenses and 19.94 percent on capital expenditure. The ministry attributes the sluggish spending to delays in project implementation and low capital expenditure. Among the ministries and entities, the Office of the Provincial Chief Attorney has led with 47.69 percent expenditure, followed by the Provincial Assembly Secretariat with 38.22 percent. Meanwhile, the Ministry of Tourism, Industry, and Cooperatives has recorded the weakest performance, spending only 9.79 percent of its budget.
Continuous Decline in Revenue Collection
The revenue collection of the Bagmati Province Government has also failed to show improvement. In the first eight months of the fiscal year, NPR 24.60 billion (24 billion, 60 crore, 66 lakh, and 45 thousand) has been collected, which is only 38.13 percent of the target. The provincial government had set a goal of collecting NPR 29.55 billion through revenue sharing, but only NPR 13.90 billion (47.03 percent) has been achieved. Similarly, out of an expected NPR 15.57 billion in grants from the federal government, NPR 8.18 billion (52.58 percent) has been received. For internal revenue sources, the target was NPR 4.53 billion, but only NPR 2.37 billion (52.41 percent) has been collected.
Historical data reflects a similar trend of underperformance. In the fiscal year 2080/81 (2023/24), the province aimed to collect NPR 48.25 billion but managed only NPR 39.22 billion. Likewise, in 2079/80 (2022/23), against a target of NPR 55.31 billion, only NPR 45.88 billion was collected.
This weak financial performance of the provincial government has raised concerns about delays in development projects and impacts on public services. Experts have suggested enhancing the effectiveness of budget implementation and adopting new strategies to boost revenue collection.
