वर्षौंदेखि जग्गा, भवन र पूर्वाधार प्रयोग गर्दै आएका उद्योगहरूले भाडा र सेवा शुल्क नतिर्ने प्रवृत्तिविरुद्ध सरकार कडा अवस्थामा उभिएको छ। उद्योग, वाणिज्य तथा आपूर्ति मन्त्रालयले बक्यौता रकम सात दिनभित्र चुक्ता नगर्ने उद्योगहरूमाथि कठोर कारबाही गर्ने चेतावनी दिएको छ।
औद्योगिक क्षेत्र व्यवस्थापन लिमिटेडले सार्वजनिक गरेको विवरणले बालाजु औद्योगिक क्षेत्रभित्र सञ्चालित कतिपय ठूला उद्योग तथा कम्पनीको बक्यौता स्थिति चिन्ताजनक रहेको देखाएको छ। झन् चौंकाउने कुरा के छ भने सूचीमा परेका धेरै नाम नेपालकै परिचित बहुराष्ट्रिय कम्पनी र स्थापित व्यापारिक घरानाका छन्।
सबैभन्दा बढी बक्यौता राख्नेमा गुराँस इन्जिनियर्स प्राइभेट लिमिटेड अग्रस्थानमा छ, जसको ३ करोड ७३ लाख १९ हजार रुपैयाँ थाती छ। कन्टिनेन्टल कम्पोनेन्ट एण्ड सर्भिसेज प्रालिको ३ करोड ६९ लाख १० हजार र बालाजु स्कुल अफ इन्जिनियरिङ एण्ड टेक्नोलोजीको २ करोड ५५ लाख ८६ हजार रुपैयाँ बक्यौता रहेको छ। विश्वव्यापी रूपमा चिनिने पेय पदार्थ कम्पनी कोकाकोलाको नेपाली सहयोगी बोटलर्स नेपाल लिमिटेड पनि यही सूचीमा छ, जसले १ करोड ७५ लाख रुपैयाँ तिर्न बाँकी राखेको छ। बालाजु अटो वर्क्स प्रालिले १ करोड ४५ लाख, नेपाल ग्यास उद्योगले १ करोड ३१ लाख र कन्टिनेन्ट सर्भिसेज प्राइभेट लिमिटेडले करिब १ करोड रुपैयाँ बुझाउन बाँकी राखेका छन्।
उद्योगमन्त्री गौरीकुमारी यादवले यस विषयमा अब थप लचकता नदेखाइने स्पष्ट संकेत दिएकी छन्। मन्त्रालयका अनुसार तोकिएको समयसीमाभित्र भुक्तानी नगर्ने उद्योगहरूको सेवा सुविधा तत्काल कटौती गरिनेछ र आवश्यकता अनुसार कानुनी असुली प्रक्रिया पनि अगाडि बढाइनेछ।
यो असुली अभियानको पृष्ठभूमिमा औद्योगिक क्षेत्र व्यवस्थापन लिमिटेडको बिग्रँदो आर्थिक अवस्था छ। जग्गा बहाल, भवन बहाल, विद्युत् र पानी महशुल नउठ्दा संस्थाको नगद प्रवाह प्रभावित भएको छ। यसले गर्दा नयाँ पूर्वाधार बनाउने त परको कुरा, पुराना संरचनाको सामान्य मर्मतसम्भार गर्न र उद्योगहरूलाई नियमित सेवा दिन समेत कठिनाइ भइरहेको मन्त्रालयले जनाएको छ।
सरकारले पछिल्लो समय सार्वजनिक सम्पत्ति र सरकारी स्वामित्वका संस्थानबाट उठ्नुपर्ने राजस्व असुलीलाई प्राथमिकतामा राख्दै आएको छ। औद्योगिक क्षेत्रभित्रको बक्यौता असुली अभियान पनि त्यसै नीतिको एक हिस्साको रूपमा अघि बढाइएको मन्त्रालयको भनाइ छ।
बक्यौता रकमको विवरण
गुराँस इन्जिनियर्स प्राइभेट लिमिटेडको रु. ३ करोड ७३ लाख १९ हजार, कन्टिनेन्टल कम्पोनेन्ट एण्ड सर्भिसेज प्रालिको रु. ३ करोड ६९ लाख १० हजार, बालाजु स्कुल अफ इन्जिनियरिङ एण्ड टेक्नोलोजीको रु. २ करोड ५५ लाख ८६ हजार, बोटलर्स नेपाल लिमिटेड (कोकाकोला) को रु. १ करोड ७५ लाख, बालाजु अटो वर्क्स प्रालिको रु. १ करोड ४५ लाख, नेपाल ग्यास उद्योगको रु. १ करोड ३१ लाख र कन्टिनेन्ट सर्भिसेज प्राइभेट लिमिटेडको करिब रु. १ करोड बक्यौता रहेको छ।
The government has drawn a firm line against industries that have long been occupying land, buildings, and infrastructure within industrial estates without paying their dues. The Ministry of Industry, Commerce and Supplies has issued a seven-day deadline to clear all outstanding rent and service charges, warning of strict action against those who fail to comply.
Details published by Industrial Estate Management Limited reveal a troubling picture of dues piling up inside the Balaju Industrial Estate. What makes the situation particularly striking is that many of the names on the defaulters' list belong to some of Nepal's most recognisable multinational companies and well-established business houses — not small or struggling enterprises.
Gurans Engineers Private Limited tops the list with the highest outstanding amount of Rs 3.73 million. Continental Components and Services Pvt. Ltd. follows closely with Rs 3.69 million, while Balaju School of Engineering and Technology owes Rs 2.55 million. Perhaps the most eyebrow-raising entry is Bottlers Nepal Limited, the local franchisee of the global beverage giant Coca-Cola, which has Rs 1.75 million in unpaid dues. Balaju Auto Works Pvt. Ltd. owes Rs 1.45 million, Nepal Gas Industries Rs 1.31 million, and Continent Services Private Limited approximately Rs 1 million.
Industry Minister Gaurikumari Yadav has made it clear that the government will no longer extend leniency on this matter. According to the ministry, industries that fail to pay within the stipulated timeframe will face immediate suspension of services and utilities, with legal recovery proceedings to follow if necessary.
Behind this crackdown lies the deteriorating financial health of Industrial Estate Management Limited itself. With land rent, building rent, electricity charges, and water bills going unpaid, the institution's cash flow has taken a serious hit. The ministry noted that the accumulated shortfall has made it difficult not only to build new infrastructure but even to carry out basic maintenance of existing facilities and deliver routine services to the industries operating within the estate.
The move is consistent with the government's broader push in recent times to tighten the collection of revenues and dues owed to public institutions and state-owned entities. The crackdown on industrial estate arrears, the ministry said, is part of that same overarching policy direction.
