तनहुँ जलविद्युत् आयोजनाबाट बेलबास जोखिममा, मुआब्जाको मागBelbas Locals Demand Compensation over Tanahu Hydropower Project Risks
तनहुँ । तनहुँ जलविद्युत् आयोजनाबाट प्रभावित व्यास नगरपालिका–१३ बेलबासका स्थानीयले उचित क्षतिपूर्ति र मुआब्जाको माग गर्दै आवाज उठाएका छन्। आयोजनाका कारण बस्ती नै जोखिममा परेको दाबी गर्दै उनीहरूले तत्काल समाधानको माग गरेका हुन्।
स्थानीयका अनुसार ऋषिङ गाउँपालिका–१ झापुटारमा निर्माणाधीन १४० मेगावाट क्षमताको तनहुँ जलविद्युत् आयोजनाको प्रत्यक्ष असर बेलबास क्षेत्रमा पर्ने देखिएको छ। आयोजना सञ्चालनमा आएपछि बस्ती डुबानको जोखिममा पर्ने भएपछि स्थानीय आन्दोलित बनेका छन्।
सरोकार समितिका सदस्य मेघनाथ आचार्यले आयोजनाका कारण बेलबास डुबानमा पर्ने निश्चित जस्तै भएकाले प्रभावित बासिन्दालाई उचित मुआब्जा उपलब्ध गराउनुपर्ने बताए। उनका अनुसार जोखिम न्यूनीकरणका नाममा गरिएको संरचनाले उल्टै बस्तीलाई थप संकटमा पारेको छ।
एसियाली विकास बैंक (एडीबी) द्वारा तयार गरिएको विस्तृत अध्ययन प्रतिवेदनमा समेत आयोजना सञ्चालनपछि बेलबास डुबानको जोखिममा पर्ने उल्लेख गरिएको छ। आयोजनाको कार्यालय सुरक्षाका लागि निर्माण गरिएको तटबन्धका कारण सेती नदीको धार बेलबासतर्फ मोडिएको स्थानीयको भनाइ छ।
सेती नदीमा भविष्यमा आउने बाढीले बेलबासको बस्ती बगाउने सम्भावना उच्च रहेकाले सम्पूर्ण बस्ती अन्यत्र सार्नुपर्ने अवस्था आएको आचार्यले बताए। त्यसका लागि राज्यले प्रभावित सबैलाई यथोचित मुआब्जा र पुनःस्थापनाको व्यवस्था गर्नुपर्ने उनको माग छ।
केही दिनअघि तनहुँ भ्रमणमा आएका ऊर्जा तथा जलस्रोत मन्त्री कुलमान घिसिङ समक्ष सरोकार समितिका संयोजक यामबहादुर आलेले बेलबास बस्ती जोखिममा परेको विषयमा ध्यानाकर्षण गराएका थिए। आलेका अनुसार आयोजनाबाट करिब १७० घरधुरी प्रत्यक्ष रूपमा प्रभावित हुनेछन्।
Tanahu. Residents of Belbas in Byas Municipality–13 have demanded proper compensation, claiming that their settlement has been put at serious risk by the Tanahu Hydropower Project.
Locals say the 140-megawatt hydropower project under construction at Jhaputar in Rishing Rural Municipality–1 will directly affect Belbas once it comes into operation. Fearing inundation and long-term safety threats, residents have intensified their protests and called for immediate intervention.
Member of the Concern Committee, Meghnath Acharya, said Belbas is certain to face flooding due to the project and that affected residents must be compensated fairly. He argued that structures built in the name of project safety have instead increased the vulnerability of the settlement.
An Asian Development Bank (ADB) Detailed Project Report has also flagged the risk of Belbas being submerged after the project becomes operational. According to locals, the embankment constructed to protect the project office has diverted the flow of the Seti River toward Belbas, significantly raising the level of danger to the community.
Acharya warned that future flooding in the Seti River could wash away the entire Belbas settlement, making relocation inevitable. He stressed that the government must ensure adequate compensation and resettlement for all affected households.
A few days ago, when Energy, Water Resources and Irrigation Minister Kulman Ghising visited Tanahu, Concern Committee coordinator Yam Bahadur Ale drew his attention to the risks facing Belbas. Ale said around 170 households are likely to be affected by the hydropower project.
