उपप्रधानमन्त्री एवं अर्थमन्त्री विष्णुप्रसाद पौडेलले पूँजीगत खर्चको जिम्मेवारी सम्बन्धित मन्त्रालयहरूको भएको बताएका छन्। अर्थ मन्त्रालयमा आयोजित मन्त्रालयस्तरीय विकास समस्या समाधान समितिको बैठकमा उनले भने, “अहिलेसम्म पूँजीगत खर्चको सम्पूर्ण दायित्व अर्थ मन्त्रालयको जस्तो देखिएको छ। तर, अर्थ मन्त्रालयको काम स्रोत व्यवस्थापन र सहजीकरण गर्ने हो। विनियोजित बजेट कार्यान्वयन र खर्चको प्रगति हासिल गर्ने दायित्व सम्बन्धित मन्त्रालयको हो।”
मन्त्री पौडेलले बेरुजु फछर्योट, वैदेशिक लगानी सहजीकरण, पूँजी परिचालन, आधुनिक प्रविधिको प्रयोग र सेवा प्रवाहमा ध्यान दिएर काम गर्न कर्मचारीहरूलाई निर्देशन दिए।
नेपाल राष्ट्र बैंकका कायममुकायम गभर्नर नीलम ढुंगानाले अर्थतन्त्र विस्तारै लयमा आइरहेको बताउँदै वित्तीय स्थायित्वमा जोड दिए। अर्थ सचिव घनश्याम उपाध्यायले नियमन र कारबाहीलाई प्रभावकारी बनाउनुपर्ने धारणा राखे। राजस्व सचिव दिनेशकुमार घिमिरेले आन्तरिक सुशासनलाई प्राथमिकता दिनुपर्ने बताए।
अर्थ मन्त्रालयका प्रवक्ता श्यामप्रसाद भण्डारीले आगामी आर्थिक वर्षको बजेट निर्माण प्रक्रिया कार्यतालिका अनुसार अघि बढिरहेको जानकारी दिए।
Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel has stated that the responsibility for capital expenditure lies with the respective ministries. Speaking at a meeting of the Ministry-Level Development Problem Resolution Committee held at the Ministry of Finance, he said, “So far, the entire burden of capital expenditure has been placed on the Finance Ministry. However, the Finance Ministry’s role is to manage resources and facilitate. The responsibility for implementing the allocated budget and achieving expenditure progress rests with the concerned ministries.”
Minister Paudel directed employees to focus on clearing outstanding dues, facilitating foreign investment, mobilizing capital, adopting modern technology, and improving service delivery.
Acting Governor of Nepal Rastra Bank Neelam Dhungana noted that economic indicators suggest the economy is gradually stabilizing, emphasizing the need for financial stability. Finance Secretary Ghanashyam Upadhyaya stressed the importance of effective regulation and enforcement. Revenue Secretary Dinesh Kumar Ghimire highlighted the need to prioritize internal good governance.
Finance Ministry spokesperson Shyam Prasad Bhandari informed that the budget preparation process for the upcoming fiscal year is progressing as per the schedule.
