राजनीतिक परिवर्तनको छायामा केन्द्रीय बैंकको मौद्रिक नीति Central Bank's Monetary Policy Amidst Political Changes

नेपालको केन्द्रीय बैंक आगामी आर्थिक वर्षको मौद्रिक नीतिको तयारीमा जुटिरहँदा मुलुकको राजनीतिक माहोल परिवर्तन भएको छ। दुई ठूला दलहरू कांग्रेस र एमालेबीच नयाँ गठबन्धन निर्माण गर्ने सहमतिपछि राजनीतिक रूपमा पुष्पकमल दाहाल नेतृत्वको सरकार संकटमा परेको छ। प्रधानमन्त्री प्रचण्डले विश्वासको मत लिने बताएका छन्, जुन संविधान अनुसार ढिलोमा एक महिनाभित्र लिनुपर्ने हुन्छ।

मुख्य बुँदाहरू:

1. राजनीतिक परिवर्तन:

- कांग्रेस र एमालेबीच नयाँ गठबन्धन निर्माण गर्ने सहमति।

- एमालेले सरकारलाई दिएको समर्थन फिर्ता लिएको पत्र संसद् सचिवालयमा बुझाएको छ।

- प्रधानमन्त्री प्रचण्डले विश्वासको मत लिन असार २८ गते संसदमा प्रस्तुति दिनुहुनेछ।

2. मौद्रिक नीतिको तयारी:

- केन्द्रीय बैंकको कार्यविधि अनुसार नयाँ आर्थिक वर्ष सुरु भएको १५ दिनभित्र मौद्रिक नीति सार्वजनिक गर्नुपर्ने हुन्छ।

- अब साउन १५ गतेभित्र मौद्रिक नीति सार्वजनिक गर्नुपर्छ।

- आर्थिक अनुसन्धान विभागका कार्यकारी निर्देशक प्रकाशकुमार श्रेष्ठका अनुसार मौद्रिक नीति तयार हुँदैछ र सरोकारवाला निकायहरूसँग छलफल भइरहेको छ।

- श्रेष्ठले मौद्रिक नीतिको सरकार परिवर्तनसँग कुनै सरोकार नरहने दाबी गरेका छन्।

3. गभर्नरको धारणा:

- गभर्नर अधिकारीले सरकार परिवर्तनको बाटो हेरेर मौद्रिक नीति ल्याउने सम्भावना न्यून रहेको बताएका छन्।

- गभर्नर अधिकारीको कार्यकाल सकिन लाग्दा पुनः ओली नै प्रधानमन्त्री बन्ने भएका छन्, जसले आगामी आर्थिक वर्षको मौद्रिक नीति केही लचिलो आउने अड्कल गरिएको छ।

4. बजेट र मौद्रिक नीतिको अन्तरसम्बन्ध:

- प्रचण्ड सरकारले आगामी आर्थिक वर्षका लागि बजेट सार्वजनिक गरिसकेको छ।

- नयाँ सरकार बनेसँगै बजेटमा केही नीतिगत फेरबदल हुनसक्ने देखिन्छ।

- वरिष्ठ अर्थशास्त्री डा. चन्द्रमणि अधिकारीका अनुसार, नयाँ बन्ने सरकारले बजेटमा खासै परिवर्तन नगर्ला।

5. अर्थतन्त्रको वर्तमान अवस्था:

- कर्जा विस्तारको गति सुस्त छ र बैंकिङ क्षेत्रमा निष्क्रिय कर्जाको दबाब रहेको छ।

- उद्योगी व्यापारीले लगानीको वातावरण बनाउन माग गर्दै आएका छन्।

- अर्थविद्हरुले सरकारी खर्चलाई बढाएर कर्जालाई कृषि, ऊर्जा, र साना तथा मझौला उद्योगी व्यवसायीलाई प्राथमिकतामा राखेर प्रवाह गर्ने खालको नीति ल्याउन जोड दिएका छन्।

यस परिस्थितिमा, आगामी मौद्रिक नीतिले कसरी अर्थतन्त्रलाई सम्हाल्ने र नयाँ सरकारको गठनले यसमा कस्तो प्रभाव पार्ने भन्ने विषयमा चासो बढेको छ।

As Nepal's central bank prepares the monetary policy for the upcoming fiscal year, the country's political landscape has shifted. Following an agreement between the two major parties, Congress and UML, to form a new coalition, the government led by Pushpa Kamal Dahal (Prachanda) faces a crisis. Prime Minister Prachanda has announced that he will seek a vote of confidence, which, according to the constitution, must be taken within a month.

- An agreement has been reached between Congress and UML to form a new coalition.

- UML has submitted a letter to the Parliament Secretariat withdrawing its support for the government.

- Shrestha claims that the monetary policy is unrelated to the government change.

3. Governor's Perspective:

- Governor Adhikari has stated that it is unlikely that the monetary policy will be influenced by the political transition.

- With Governor Adhikari's term ending and the possibility of Oli returning as Prime Minister, it is speculated that the upcoming monetary policy may be somewhat flexible.

4. Relationship Between Budget and Monetary Policy:

- The Prachanda-led government has already published the budget for the upcoming fiscal year.

- Some policy changes in the budget might be expected with the formation of a new government.

- Senior economist Dr. Chandramani Adhikari suggests that the new government may not significantly alter the budget.

5. Current Economic Situation:

- The pace of credit expansion is slow, and there is pressure from non-performing loans in the banking sector.

- Industrialists and traders have been demanding a conducive environment for investment.

- Economists emphasize the need for policies that increase government spending and prioritize loans for agriculture, energy, and small and medium-sized enterprises.

Given these circumstances, there is growing interest in how the upcoming monetary policy will manage the economy and the impact of the new government's formation on it.
