नागरिक बचतपत्र र वैदेशिक रोजगार बचतपत्र दोस्रो बजारमा कारोबार गर्न सकिनेCitizens and Foreign Employment Savings Bonds Can Now Be Traded on the Secondary Market
सार्वजनिक ऋण व्यवस्थापन कार्यालयले आन्तरिक ऋण (निष्कासन तथा व्यवस्थापन) कार्यविधि, २०८१ जारी गर्दै नागरिक बचतपत्र र वैदेशिक रोजगार बचतपत्रको दोस्रो बजारमा कारोबार गर्न सकिने व्यवस्था कार्यान्वयनमा ल्याएको छ। यस नयाँ व्यवस्थाले पुँजीबजारमा हुने शेयर कारोबार जस्तै बचतपत्र पनि खरिदबिक्री गर्न सकिने सुविधा प्रदान गरेको छ।
मुख्य बुँदाहरू:
दोस्रो बजार कारोबार: नागरिक बचतपत्र र वैदेशिक रोजगार बचतपत्रको दोस्रो बजार कारोबार ‘डोम्स’ र ‘इन्भेष्टर पोर्टल’ मार्फत सम्भव हुनेछ।
ट्रेजरी बिल्स: दोस्रो बजारमा कारोबार गर्न सकिने अर्को उपकरण 'ट्रेजरी बिल्स' पनि 'डोम्स' मार्फत कारोबार गर्न सकिनेछ।
विकास ऋणपत्र: नेप्सेमा सूचीकरण पश्चात नेप्सेका ब्रोकर कम्पनीमार्फत कारोबार गर्न सकिनेछ।
बचतपत्रको बिक्री प्रक्रिया: वार्षिक कार्यतालिका अनुसार नागरिक बचतपत्र र वैदेशिक रोजगार बचतपत्रको बिक्री खुला, बन्द तथा निष्कासन गरिनेछ।
गैरआवासीय नेपाली: गैरआवासीय नेपालीले पनि नागरिक बचतपत्र खरिद गर्न सक्नेछन्।
व्याज भुक्तानी: व्याज अर्धवार्षिक रूपमा सोझै खरिदकर्ताको बैंक खातामा जम्मा गरिनेछ।
कारोबार व्यवस्थापन:
बजार निर्माताको भूमिका: नेपाल राष्ट्र बैंकबाट इजाजतप्राप्त वाणिज्य बैंक, विकास बैंक, र वित्त कम्पनीहरूलाई सरकारी ऋणपत्र तथा बचतपत्रको कारोबारका लागि बजार निर्माताका रूपमा इजाजत दिइनेछ।
बिक्री एजेन्ट: रेमिट्यान्स कम्पनी, मनी ट्रान्सफर कम्पनी र इजाजतप्राप्त बैंक तथा वित्तीय संस्थालाई बिक्री एजेन्टका रूपमा इजाजतपत्र दिने व्यवस्था पनि गरिएको छ।
यस कार्यविधिले सार्वजनिक ऋण व्यवस्थापनको पारदर्शिता र दक्षता वृद्धि गर्दै, नेपालका नागरिक र वैदेशिक रोजगारमा रहेका नेपालीका लागि सुरक्षित बचतको अवसर प्रदान गर्नेछ। साथै, पुँजीबजारमा नयाँ प्रकारका वित्तीय उपकरणहरूको कारोबारको सुरुवातले समग्र आर्थिक गतिविधिमा सकारात्मक प्रभाव पार्ने अपेक्षा गरिएको छ।
The Public Debt Management Office has implemented a new procedure under the "Internal Debt (Issuance and Management) Guidelines, 2081," allowing Citizens Savings Bonds and Foreign Employment Savings Bonds to be traded on the secondary market. This new arrangement provides the convenience of buying and selling these savings bonds similar to stock trading in the capital market.
Secondary Market Trading: Citizens Savings Bonds and Foreign Employment Savings Bonds can be traded on the secondary market through 'DOMS' and the 'Investor Portal.'
Treasury Bills: Another instrument that can be traded on the secondary market is 'Treasury Bills,' which will also be tradable through 'DOMS.'
Development Bonds: These bonds can be traded through NEPSE-listed broker companies after being listed on NEPSE.
Savings Bonds Sale Process: According to the annual schedule, the sale, closure, and issuance of Citizens Savings Bonds and Foreign Employment Savings Bonds will be conducted.
Non-Resident Nepalis: Non-Resident Nepalis (NRNs) will also be allowed to purchase Citizens Savings Bonds.
Interest Payment: Interest will be paid semi-annually and directly credited to the purchaser's bank account.
Trading Management:
Role of Market Makers: Commercial banks, development banks, and finance companies licensed by the Nepal Rastra Bank will be authorized as market makers for trading government bonds and savings bonds.
Sales Agents: Remittance companies, money transfer companies, and licensed banks and financial institutions will also be authorized as sales agents.
This guideline aims to enhance transparency and efficiency in public debt management while providing a secure savings opportunity for Nepali citizens and those working abroad. Additionally, the introduction of new types of financial instruments for trading in the capital market is expected to have a positive impact on overall economic activities.
