भन्सार एजेन्ट महासंघले सञ्चालन गर्दै आएको पेन डाउन आन्दोलन फिर्ता लिने घोषणा गरेको छ। पछिल्ला दिनमा महासंघ र भन्सार विभागबीच भएको निरन्तर संवाद सकारात्मक दिशामा अघि बढेपछि महासंघका प्रमुख मागहरू सम्बोधन हुने सहमति बनेको र त्यसअनुसार आन्दोलन स्थगन गर्ने निर्णय गरिएको महासंघले जनाएको छ।
महासंघका पदाधिकारीका अनुसार भन्सार ऐन २०५२ का केही प्रावधानले भन्सार एजेन्टहरूको पेशागत हकहित, कार्यक्षमता र अन्तर्राष्ट्रिय व्यापार सहजतामा नकारात्मक प्रभाव पारिरहेको भन्दै उनीहरूले आन्दोलनको तयारी गरेका थिए। नयाँ कानुनी संरचना लागू भएसँगै एजेन्टहरूको भूमिका कमजोर हुने, जिम्मेवारी अस्पष्ट हुने र व्यावसायिक वातावरण प्रभावित हुने चिन्ता महासंघले अघि सारेको थियो।
मङ्सिर २० गतेबाट लागू भएको भन्सारसम्बन्धी कानुनलाई संशोधन तथा एकीकरण गर्न बनेको ऐन, २०८२ भित्र रहेका केही दफाप्रति विमति जनाउँदै महासंघ आन्दोलित बनेको थियो। त्यसको विरोधस्वरूप महासंघले मङ्सिर २३ गतेदेखि देशभरका सबै भन्सार कार्यालयहरूमा पेन डाउनसहितका कार्यक्रम सञ्चालन गर्ने घोषणा गरेको थियो।
तर मंगलबार भएको छलफलपछि भन्सार विभागले महासंघका उठाइएका मुद्दा र व्यावहारिक चुनौतीहरू सम्बोधन गर्ने प्रतिबद्धता जनाएपछि आन्दोलन फिर्ता लिइएको महासंघका अध्यक्ष प्राचिन कुमार थैबले जानकारी दिए। उनले आन्दोलन सफल बनाउन साथ दिएको उद्योग–व्यवसायिक समुदाय, संघ–संस्था तथा देशभरका भन्सार एजेन्टहरूलाई धन्यवाद व्यक्त गरे।
महासंघले अब विभागसँग सहमति भएको विषयलाई कार्यान्वयन गराउने प्रक्रियामा ध्यान केन्द्रित गर्ने बताएको छ। भन्सार कार्य प्रणालीलाई पारदर्शी, दिगो र सहज बनाउन एजेन्टहरूको योगदान महत्त्वपूर्ण रहेको भन्दै महासंघले आगामी दिनमा पनि नीतीगत संवाद निरन्तर रहने जनाएको छ।
The Federation of Customs Agents has announced that it is withdrawing its nationwide pen-down protest after reaching an agreement with the Department of Customs to address the federation’s key demands. The decision comes following several rounds of dialogue that both sides described as constructive and solution-oriented.
According to the federation, certain provisions in the Customs Act 2052 had long created complications for customs agents, affecting their professional rights, operational convenience, and even broader trade facilitation efforts. Representatives argued that ambiguous responsibilities, procedural hurdles, and the potential sidelining of agents under the new legal framework had compelled them to initiate protest programs.
The dispute escalated after the government implemented the revised and consolidated Customs Act 2082, effective from Mangsir 20. Customs agents expressed dissatisfaction with several provisions in the updated legislation, stating that the changes could disrupt their professional role within Nepal’s import-export chain. As a result, the federation had declared a nationwide pen-down strike at all customs offices starting Mangsir 23.
Federation President Prachin Kumar Thaiba said that the Department of Customs has agreed to address the major concerns raised by the agents, paving the way for the withdrawal of the protest. He expressed gratitude to the customs agents across the country as well as business and industry associations who supported the movement.
With the strike now suspended, the federation said it will focus on ensuring that the agreements reached are implemented effectively. It emphasized that customs agents play a crucial role in trade facilitation, transparency, and smooth customs procedures, and therefore continued policy-level dialogue with the government will remain essential.
