भन्सार विभागले आगामी आर्थिक वर्ष २०८२/८३ को बजेट सार्वजनिक हुने दिन जेठ १५ गते (बिहीबार) सम्पूर्ण भन्सार कार्यालयहरुलाई वस्तु र सेवाको भन्सार जाँचपास कार्य रोक्न निर्देशन दिएको छ।
आर्थिक विधेयक मार्फत करका दरमा हुन सक्ने परिवर्तनलाई ध्यानमा राख्दै विभागले यस्तो निर्णय लिएको हो। संविधान अनुसार अर्थमन्त्री विष्णुप्रसाद पौडेलले जेठ १५ गते संघीय संसद्को संयुक्त बैठकमार्फत वार्षिक आय-व्यय विवरण सार्वजनिक गर्दै छन्। सो बजेटले नयाँ कर दर लागू गर्ने भएकाले त्यस दिन जाँचपास गर्दा भ्रम वा असमानता हुन सक्ने सम्भावनालाई टार्न यस्तो व्यवस्था गरिएको विभागले जनाएको छ।
निर्देशन अनुसार सो दिन यात्रु सम्बन्धी जाँचपासबाहेक अन्य सबै वस्तु र सेवाको जाँचपास प्रक्रिया रोक्न भनिएको छ। बजेटमार्फत तय हुने कर दर जेठ १६ गतेदेखि लागू हुने भएकाले त्यसअनुसार जाँचपास गर्दा ASYCUDA प्रणालीमा दर अद्यावधिक भएको नपाएको पुष्टि गरेर मात्र माल जाँचपास गर्न भनिएको छ।
यद्यपि २०८२ साल जेठ १४ गतेसम्म दर्ता भएका प्रज्ञापनपत्रमार्फत आयात हुने मालवस्तु भने आजै (जेठ १४ गते) भन्सार जाँचपास गर्न सकिनेछ। तर यदि ती प्रज्ञापनपत्रहरु आगामी बजेटमा परिवर्तन हुने कर दरमा पर्ने वस्तु सम्बन्धी छन् भने ती रद्द गरी नयाँ दररेट अनुसार नयाँ प्रज्ञापनपत्र भरी जाँचपास गर्नुपर्नेछ।
यसैगरी, पुराना प्रज्ञापनपत्रबाट घोषणा गरिए तापनि जाँचपास नभएका वस्तुहरूमा महसुल दरमा परिवर्तन भएमा त्यसको आधारमा पुन: महसुल गणना गरी असुली गरेर मात्र वस्तु जाँचपास गर्न भन्सार कार्यालयहरूलाई निर्देशन दिइएको छ।
भन्सार प्रशासनले सम्भावित कर विवाद र गलत जाँचपासबाट हुने राजस्व क्षतिलाई न्यूनीकरण गर्न यस्तो सावधानी अपनाएको बताइएको छ।
The Department of Customs has issued a directive to halt the clearance of goods and services at all customs offices across the country on Thursday, May 29 (Jestha 15), the day the national budget for fiscal year 2082/83 (2025/26) is being presented.
This decision comes in anticipation of potential changes in tax and tariff rates that may be introduced through the new Financial Bill. As per the Constitution, Finance Minister Bishnu Prasad Paudel is scheduled to present the annual revenue and expenditure estimates (budget) before a joint session of the Federal Parliament.
According to the directive, only passenger-related customs procedures will continue on Jestha 15. Clearance of all other goods and services is to be temporarily suspended for the day. The new tax rates, if introduced through the budget, will come into effect from the next day, Jestha 16.
The Customs Department has instructed all offices to ensure that the ASYCUDA system (Automated System for Customs Data) is updated with the new tariff rates before proceeding with any clearance activities after the budget is tabled.
However, the department has allowed clearance today (Jestha 14) for goods backed by import declarations (Pragyapan Patra) registered on or before this date. If any declarations are linked to goods affected by changes in the new tax rates, those declarations must be cancelled and re-issued based on the updated tariff structure.
For goods already declared but not yet cleared as of Jestha 14, if their applicable tariffs have changed in the new Financial Bill, customs offices have been directed to collect the revised duties before clearing them under supplementary declarations.
This move is aimed at preventing revenue discrepancies and ensuring the correct implementation of revised fiscal policies immediately after the budget announcement.
