५० जलविद्युत कम्पनीको सेयर निष्कासनमा ढिलाइ, एक खर्बभन्दा बढी नोक्सानी भएको इप्पानको दाबीDelay in Share Issuance of 50 Hydropower Companies Causes Over Rs. 108 Billion Loss, Claims IPPAN
स्वतन्त्र ऊर्जा उत्पादकहरूको संस्था नेपाल (इप्पान) ले नेपाल धितोपत्र बोर्डले समयमा सेयर निष्कासन नगर्दा ऊर्जा क्षेत्रले एक खर्ब आठ अर्ब ५० करोड रुपैयाँ बराबरको नोक्सानी व्यहोर्नु परेको जनाएको छ।
बुधबार काठमाडौंमा आयोजित पत्रकार सम्मेलनमा इप्पानका अध्यक्ष गणेश कार्कीले ९७५ मेगावाट क्षमताका ४३ कम्पनीको आईपीओ र ७ कम्पनीको राइट सेयर निष्कासन हुन नसकेको जानकारी दिए। उनका अनुसार, समयमै सेयर जारी गर्न नसक्दा २३ अर्ब २७ करोड ८ लाख रुपैयाँ बराबरको धितोपत्र निष्कासन रोकिएको र त्यसकै कारण ऊर्जा क्षेत्रमा ठूलो आर्थिक नोक्सानी भएको हो। इप्पानका अनुसार, २०८० सालको जेठ महिनापछि, अर्थात् पछिल्ला २८ महिनादेखि जलविद्युत कम्पनीहरूको आईपीओ नियमित रूपमा निष्कासन हुन सकेको छैन।
थोरै कम्पनीले मात्रै आईपीओ जारी गर्न पाएको र बाँकी धेरै कम्पनीका प्रस्तावहरू धितोपत्र बोर्डमा अड्किएको संस्थाको भनाइ छ।
इप्पानको अध्ययनअनुसार, समयमै सेयर जारी नभएपछि १२ अर्ब ४० करोड ५४ लाख रुपैयाँ ब्याज रकम बढेको, २४ अर्ब ३० करोड ६७ लाख रुपैयाँ लागत वृद्धि भएको र ७१ अर्ब ७८ करोड ८१ लाख रुपैयाँ राजस्व आम्दानी गुमेको छ।
इप्पानले धितोपत्र बोर्डले ‘रियल नेटवर्थ’ भन्ने कानुनी रूपमा नसमावेश भएको मापदण्ड प्रयोग गरी रिचेत, बेनी, युनिक्यू हाईडेल, याम्बलिङ, लाफिङ बुद्ध र पुवाखोला जलविद्युत कम्पनीलाई आईपीओ आवेदनबाट हटाएको आरोप लगाएको छ।
अध्यक्ष कार्कीका अनुसार, ‘रियल नेटवर्थ ९० प्रतिशतभन्दा माथि हुनुपर्ने’ जस्तो शर्त विश्वमै कतै नदेखिएको र यसले समग्र ऊर्जा विकासमा अवरोध ल्याएको बताए।
The Independent Power Producers’ Association, Nepal (IPPAN) has claimed that delays by the Securities Board of Nepal (SEBON) in approving share issuances have caused the energy sector to incur a loss of more than Rs. 108 billion.
Speaking at a press conference in Kathmandu on Wednesday, IPPAN President Ganesh Karki stated that 43 hydropower companies with a combined capacity of 975 MW have not been able to issue their Initial Public Offerings (IPOs), while 7 companies have been unable to issue their rights shares. According to him, the delay in the timely issuance of securities has prevented the release of Rs. 23.27 billion worth of shares, leading to significant financial loss in the hydropower sector.
According to IPPAN, since Jestha 2080 (May 2023) — a period of over 28 months — hydropower companies have not been able to regularly issue IPOs. Only a few companies have managed to float their shares, while most proposals have been stuck at SEBON, the association said.
IPPAN’s study shows that due to the delays, the sector has faced an additional Rs. 12.40 billion in interest costs, a Rs. 24.30 billion increase in project expenses, and a revenue loss of Rs. 71.78 billion.
