सार्वजनिक सवारीको नयाँ दर्तामा रोक, देशभर कार्यान्वयन गर्न निर्देशनDepartment Suspends New Registration of Public Vehicles Nationwide
यातायात व्यवस्था विभागले देशभर सार्वजनिक सवारीसाधनको नयाँ दर्ता अस्थायी रूपमा रोक्न निर्देशन दिएको छ। विभागले बिहीबार सातै प्रदेश सरकार तथा स्थानीय तहलाई पत्राचार गर्दै अर्को सूचना जारी नभएसम्म सार्वजनिक सवारीको नयाँ दर्ता प्रक्रिया स्थगित गर्न आग्रह गरेको हो।
विभागका अनुसार सार्वजनिक यातायात क्षेत्रको वैज्ञानिक व्यवस्थापन प्रभावकारी हुन नसक्दा सवारी चाप, ट्राफिक जाम तथा वायु प्रदूषणको समस्या बढ्दै गएको छ। ती समस्याले सर्वसाधारणको दैनिक आवागमन प्रभावित हुनुका साथै यातायात व्यवस्थापनमा थप दबाब सिर्जना गरेको विभागको भनाइ छ।
इन्धनको मूल्यवृद्धि र सहर केन्द्रित अत्यधिक सवारी चापका कारण सार्वजनिक यातायात प्रणाली थप चुनौतीपूर्ण बन्दै गएको पनि विभागले जनाएको छ। अहिलेको अवस्थालाई व्यवस्थित बनाउन केही समयका लागि नयाँ दर्ता रोक्नु आवश्यक देखिएको विभागको निष्कर्ष छ।
विभागले ‘सवारी तथा यातायात व्यवस्था ऐन, २०४९’ को दफा २४ उपदफा (३) अनुसार वातावरण प्रदूषण, सडकको अवस्था, सवारी चाप वा सार्वजनिक हितसँग सम्बन्धित कारण देखिएमा सवारी दर्ता रोक्का गर्न सकिने कानुनी व्यवस्था रहेको उल्लेख गरेको छ।
उक्त निर्णयअनुसार अब सार्वजनिक सवारीसाधनसँगै विद्युतीय सार्वजनिक सवारीसाधनको नयाँ दर्ता पनि अस्थायी रूपमा बन्द गरिने भएको छ। विभागले प्रदेश मातहतका यातायात कार्यालय तथा स्थानीय तहलाई नयाँ दर्ता प्रक्रिया तत्काल रोक्न निर्देशन दिएको छ।
विभागका निर्देशक मणिराम भुसालद्वारा हस्ताक्षरित पत्रमा सार्वजनिक यातायातलाई दीर्घकालीन रूपमा व्यवस्थित र वैज्ञानिक बनाउने उद्देश्यसहित यस्तो निर्णय गरिएको उल्लेख गरिएको छ।
Nepal’s Department of Transport Management has directed authorities across the country to temporarily halt the registration of new public vehicles until further notice. The department issued a circular on Thursday to all seven provincial governments and local authorities, requesting immediate implementation of the decision.
According to the department, the lack of scientific management in the public transportation sector has contributed to increasing air pollution, traffic congestion, and growing pressure on urban road networks. Officials said these problems have made public mobility more difficult for commuters and created additional strain on the transportation system.
The department also noted that rising fuel prices and the increasing concentration of vehicles in urban areas have further complicated the operation and management of public transportation services. It stated that temporary restrictions on new registrations were necessary to better organize the sector.
Citing Section 24, Sub-section (3) of the Motor Vehicles and Transport Management Act, 1993, the department said the law allows authorities to suspend vehicle registration if required due to environmental pollution, traffic pressure, road conditions, or broader public interest concerns.
Under the new decision, the registration of both conventional public vehicles and electric public vehicles will remain suspended until another official notice is issued. Provincial transport offices and local governments have been instructed to stop processing new registrations immediately.
In the letter signed by department director Maniram Bhusal, the department stated that the move is intended to establish a more scientific and sustainable management system for Nepal’s public transportation sector.
