नेपाली कांग्रेसका सभापति शेरबहादुर देउवा आज स्वदेश फर्किंदैछन्। वैशाख ७ गते परिवारसहित थाइल्याण्ड गएका देउवा दम्पती शुक्रबार दिउँसो १२ बजे काठमाडौं फर्किने कांग्रेस केन्द्रीय कार्यालयका मुख्य सचिव कृष्णप्रसाद पौडेलले जानकारी दिए।
देउवाको अनुपस्थितिमा सत्तारुढ गठबन्धनभित्र सरकार फेरबदलको चर्चा चुलिएको छ। माओवादी केन्द्रसहित कांग्रेसकै केही नेताले सरकार परिवर्तनको कसरत तीव्र बनाएका छन्। यही बेला देउवाको फिर्तीले राजनीतिक तरंग ल्याउने अनुमान गरिएको छ।
गभर्नर नियुक्तिमा ढिलाइ
नेपाल राष्ट्र बैंकको गभर्नर नियुक्तिको प्रक्रिया पनि देउवाको अनुपस्थितिमा अगाडि बढ्न सकेको थिएन। सरकारले देउवा फर्किएपछि यो प्रक्रिया टुंग्याउने बताएको छ। सरकारका प्रवक्ता एवं सञ्चारमन्त्री पृथ्वी सुब्बा गुरुङले गभर्नर नियुक्तिबारे प्रक्रिया छिट्टै टुंगिने दाबी गरेका छन्।
तर, गभर्नर सिफारिस समितिका एक सदस्य पूर्वगभर्नर डा. विजयनाथ भट्टराईले राजीनामा दिएपछि प्रक्रिया थप जटिल बनेको छ। अर्थमन्त्री विष्णु पौडेल नेतृत्वको समितिमा अब नयाँ सदस्य नियुक्त गरेर प्रक्रिया अगाडि बढ्ने पौडेलले बताए। “विभिन्न कारणले समितिको बैठक बस्न सकेको छैन, अदालतमा मुद्दा पनि छ,” पौडेलले भने।
दुई नेताको अडान र सहमति
प्रधानमन्त्री केपी शर्मा ओलीले कायममुकायम गभर्नर डा. नीलम ढुंगानालाई गभर्नर बनाउन चाहेका थिए भने देउवाले राष्ट्र बैंकका कार्यकारी निर्देशक डा. गुणाकर भट्टको पक्षमा अडान लिएका थिए। अन्ततः दुवै दलबीच भट्टलाई गभर्नर बनाउने सहमति भएको थियो। तर, यो विषय सर्वोच्च अदालतमा पुगेपछि प्रक्रिया रोकिएको छ।
डा. भट्टले गभर्नर बन्न कार्यकारी निर्देशकबाट राजीनामा दिएका थिए। राष्ट्र बैंक ऐनअनुसार गभर्नरमा सिफारिस हुन डेपुटी गभर्नर हुनुपर्ने व्यवस्थाले उनले राजीनामा दिएका हुन्। तर, कायममुकायम गभर्नर ढुंगानाले भट्टको राजीनामा स्वीकृत नगरेर प्रक्रियालाई जटिल बनाएकी छन्। ढुंगानाले डा. प्रकाश कुमार श्रेष्ठको राजीनामा पनि स्वीकृत नगरी विदाको पत्र थमाएकी छन्।
“म कायममुकायम गभर्नर हुँ, सबैले राजीनामा दिएर गभर्नर बन्न खोजे मैले के गर्ने ?” ढुंगानाले भनिन्।
ऐनको उल्लंघन र स्वायत्ततामाथि प्रश्न
राष्ट्र बैंक ऐन २०५८ अनुसार गभर्नरको पद रिक्त हुनुअघि एक महिनाअगावै नयाँ नियुक्ति गर्नुपर्छ। तर, सरकारले यो व्यवस्थालाई बेवास्ता गर्दै १८औं गभर्नर नियुक्तिमा ढिलाइ गरेको छ। पूर्वगभर्नर महाप्रसाद अधिकारीको कार्यकाल चैत २५ मा सकिएपछि ढुंगाना कायममुकायम गभर्नर बनेकी छन्।
राष्ट्र बैंक एक स्वायत्त निकाय भए पनि सरकारको ढिलासुस्तीले यसको स्वतन्त्रतामाथि प्रश्न उठेको छ।
सर्वोच्चमा सुनुवाइ आइतबार
गभर्नर नियुक्तिसम्बन्धी विवाद सर्वोच्च अदालतमा पुगेको छ। डा. गुणाकर भट्टको योग्यतामाथि प्रश्न उठाउँदै अधिवक्ताद्वय प्रतिभा उप्रेती र विशाल थापाले रिट दायर गरेका छन्। चार दिनसम्म ‘हेर्न नभ्याइने’ सूचीमा परेको यो मुद्दाको सुनुवाइ आइतबार हुने भएको छ।
राजनीतिक जोखिम
देउवाको फिर्तीसँगै गभर्नर नियुक्तिको प्रक्रिया अगाडि बढ्ने अपेक्षा गरिएको छ। तर, सत्तारुढ गठबन्धनभित्रको तनाव र सरकार फेरबदलको चर्चाले राजनीतिक अस्थिरता निम्त्याउन सक्ने विश्लेषकहरूको चेतावनी छ। देउवा र ओलीबीच गभर्नर नियुक्तिमा सहमति भए पनि सत्ता समीकरणको खेलले यो प्रक्रियालाई प्रभावित पार्न सक्ने देखिन्छ।
अब देउवाको फिर्तीले गभर्नर नियुक्तिलाई गति दिन्छ कि सरकार नै ढल्ने जोखिम बढ्छ, त्यो आगामी दिनमा प्रष्ट हुनेछ।
Nepali Congress President Sher Bahadur Deuba is returning to Nepal today. Deuba, who traveled to Thailand with his family on April 7, is scheduled to arrive in Kathmandu at 12 PM, according to Krishna Prasad Paudel, Chief Secretary of the Congress Central Office.
Amid intensifying discussions about a government reshuffle within the ruling coalition, including by the Maoist Centre and some Congress leaders, Deuba’s return is expected to stir political waves.
Delay in Governor Appointment
The appointment process for the Nepal Rastra Bank (NRB) governor has been stalled in Deuba’s absence. The government has stated that the process will proceed once Deuba returns. Government spokesperson and Minister for Communications and Information Technology, Prithvi Subba Gurung, has assured that the governor appointment will be finalized soon.
However, the process has been further complicated by the resignation of Dr. Bijayanath Bhattarai, a member of the governor recommendation committee led by Finance Minister Bishnu Paudel. Paudel stated that a new member will be appointed to the existing committee to move forward. “The committee hasn’t met due to various reasons, including a case in court,” he added.
Tug-of-War Between Leaders
Prime Minister and CPN-UML Chairman KP Sharma Oli has been pushing for acting governor Dr. Neelam Dhungana to be appointed as governor, while Deuba has firmly backed NRB Executive Director Dr. Gunakar Bhatt. Eventually, a consensus was reached between the two parties to appoint Bhatt. However, the issue has landed in the Supreme Court, halting progress.
Dr. Bhatt resigned from his executive director post to meet the legal requirement for governor eligibility, as the NRB Act 2002 allows only deputy governors to be recommended. Yet, acting governor Dhungana has not approved Bhatt’s resignation, complicating the process. She has also withheld approval of another resignation by Executive Director Dr. Prakash Kumar Shrestha, instead granting him leave.
“I’m only the acting governor. If everyone starts resigning to become governor, what am I supposed to do?” Dhungana remarked.
Violation of the NRB Act
The NRB Act 2002 mandates that a new governor be appointed a month before the incumbent’s term ends. However, the government has ignored this provision, delaying the appointment of the 18th governor. After former governor Mahaprasad Adhikari’s five-year term ended on April 8, Dhungana was appointed acting governor.
The government’s delay has raised questions about the autonomy of the NRB, a self-governing institution.
Supreme Court Hearing on Sunday
The governor appointment dispute is currently under review in the Supreme Court. Advocates Pratibha Upreti and Bishal Thapa filed a writ questioning Dr. Bhatt’s eligibility. After being listed as “not heard” for four consecutive days, the case is now scheduled for a hearing on Sunday.
Political Risks
With Deuba’s return, there is hope that the governor appointment process will gain momentum. However, tensions within the ruling coalition and talks of a government change could lead to political instability, analysts warn. While Deuba and Oli have agreed on Bhatt’s appointment, the broader power dynamics may impact the process.
Whether Deuba’s return will expedite the governor appointment or escalate the risk of a government collapse remains to be seen in the coming days.
