विद्युतीय सवारी आयातमा ४५.९० प्रतिशतको वृद्धि, चीनबाट मात्रै ८२ प्रतिशतElectric Vehicle Imports Surge by 45.90% in Nepal, China Accounts for Over 82%
चालु आर्थिक वर्षको पहिलो १० महिनामा नेपालमा विद्युतीय सवारी (ईभी) को आयात उल्लेखनीय रूपमा बढेको छ। भन्सार विभागले सार्वजनिक गरेको तथ्यांकअनुसार साउनदेखि वैशाखसम्म ४२ हजार १ सय २ ओटा ईभी गाडी नेपाल भित्रिएका छन्, जुन अघिल्लो वर्षको सोही अवधिको तुलनामा ४५.९० प्रतिशतले बढी हो।
गत वर्ष सोही अवधिमा २८ हजार ८ सय ५६ ओटा ईभी मात्र आयात भएका थिए। यस वर्ष १३ हजार २ सय ४६ ओटा विद्युतीय सवारी थप भित्रिएपछि वातावरणमैत्री सवारीप्रतिको आकर्षण बढ्दै गएको प्रष्ट हुन्छ।
यसवर्ष ईभी आयातमा कुल ३३ अर्ब ३२ करोड २१ लाख ६६ हजार रुपैयाँ खर्च भएको छ, जुन अघिल्लो वर्षको तुलनामा २७.९२ प्रतिशतले बढी हो। अघिल्लो आर्थिक वर्षको वैशाखसम्म ईभी आयातमा २६ अर्ब ४ करोड रुपैयाँ खर्च गरिएको थियो।
यससँगै सरकारलाई ईभीको भन्सार राजस्वबाट पनि उल्लेख्य आम्दानी भएको छ। चालु आर्थिक वर्षमा मात्रै १७ अर्ब ४७ करोड २० लाख रुपैयाँ भन्सार राजस्व संकलन भएको छ, जुन अघिल्लो वर्षको तुलनामा ५९.९० प्रतिशत अर्थात् ६ अर्ब ५४ करोड रुपैयाँले बढी हो।
सरकारले वातावरणमैत्री प्रविधिलाई प्रोत्साहन गर्न ईभीमाथि अन्य सवारीजस्तै उच्च भन्सार दर लगाएको छैन। तर, आगामी आर्थिक वर्षको बजेट तयारी भइरहेका बेला सरकारले ईभीको भन्सार दर बढाउने हो कि भन्ने आशंका व्यवसायीहरूमा देखिएको छ। यही आशंकाले गर्दा पनि यो आर्थिक वर्षको विद्युतीय सवारीको आयात बढेको हुनसक्ने अनुमान गरिएको छ।
सामान्यतया सरकारले बजेटको समय धूमपान, मध्यपान र विलासिताका वस्तुहरूमा कर बढाउने प्रवृत्ति देखिएकाले बजेट आउनु अघिसम्म ती वस्तुहरूको आयात उच्च हुने गरेको व्यवसायीहरू बताउँछन्।
विद्युतीय सवारी चीन, भारत, जापान, कोरिया, अमेरिका, थाइल्यान्ड, जर्मनजस्ता १० भन्दा बढी मुलुकबाट आयात भएका छन्। सबैभन्दा धेरै चीनबाट आयात भएको छ। हालसम्म चीनबाट ३४ हजार ७ सय ५५ वटा ईभी आयात भएका छन्, जुन कुल आयातको ८२.५५ प्रतिशत हो।
त्यसैगरी, भारतबाट ७ हजार १ सय ५० ओटा ईभी आयात भएका छन्, जसको हिस्सा कुल आयातको १६.९८ प्रतिशत हो।
ईभीको आयात वृद्धिले नेपालमा विद्युतीय सवारीप्रतिको चेतना र बजार माग दुवै बढ्दै गएको देखिन्छ। यद्यपि, आगामी बजेटले यस प्रवृत्तिमा सकारात्मक या नकारात्मक प्रभाव पार्ने सम्भावना उच्च छ।
Nepal has witnessed a significant rise in the import of electric vehicles (EVs) during the first ten months of the current fiscal year. According to data released by the Department of Customs, a total of 42,102 EVs were imported between mid-July and mid-May, marking a 45.90% increase compared to the same period last fiscal year, when only 28,856 EVs were brought in.
This surge translates into an additional 13,246 EVs entering the country this year, reflecting Nepal’s growing shift towards environment-friendly transportation alternatives.
The total spending on EV imports this fiscal year has reached Rs. 33.32 billion, which is 27.92% higher than the Rs. 26.04 billion spent during the same period last year.
Likewise, customs revenue from EVs has also seen a sharp rise. The government collected Rs. 17.47 billion in EV-related customs duties this fiscal year, compared to Rs. 10.92 billion last year. This marks a 59.90% increase in revenue, amounting to an additional Rs. 6.54 billion.
The Nepali government has been promoting EVs as part of its eco-friendly policy and has kept customs duties relatively lower compared to traditional fuel-based vehicles. However, with preparations underway for the upcoming fiscal year’s budget, EV importers are concerned that the government might raise duties on EVs, leading to speculation that this year’s surge in imports could be due to anticipation of future tax hikes.
This pattern aligns with past trends where goods such as tobacco, alcohol, and luxury items see spikes in imports just before the budget announcement, as traders try to beat expected duty increases.
Country-wise Breakdown: China Leads with 82% Share
EVs have been imported from over ten countries, including China, India, Japan, South Korea, Indonesia, the USA, Thailand, Germany, Malaysia, Qatar, Singapore, Taiwan, and Hong Kong.
However, China overwhelmingly dominates Nepal’s EV import market, supplying 34,755 units, which accounts for 82.55% of total EV imports. India follows with 7,150 EVs, making up 16.98% of the total.
The imports range from two-wheelers (scooters) to four-wheelers such as cars, jeeps, vans, and electric buses.
What This Means
The sharp rise in EV imports — both in quantity and monetary value — signals a growing demand for clean energy vehicles in Nepal. However, the upcoming budget will play a crucial role in either supporting or stifling this momentum. If the government decides to increase duties, it could slow down the adoption of EVs and affect future import trends.
For now, Nepal’s EV market is booming — driven by policy incentives, increasing environmental awareness, and fears of potential tax hikes.
