विद्युत् नियमन आयोगले साफिरको सदस्यता पाउने, क्षेत्रीय स्तरमा नियामकीय सहकार्यका नयाँ अवसर खुल्दैElectricity Regulatory Commission to Join SAFIR, Expanding Nepal’s Role in Regional Energy Regulation
नेपालको ऊर्जा क्षेत्रको प्रमुख नियमनकारी निकाय—विद्युत् नियमन आयोग—दक्षिण एसियाली पूर्वाधार नियमन मञ्च (साउथ एसिया फोरम फर इन्फ्रास्टक्चर रेगुलेशन–साफिर) को सदस्यता प्राप्त गर्ने भएको छ। आयोगले केही वर्षयता निरन्तर अघि बढ़ाइरहेको प्रक्रियालाई सरकारले औपचारिक स्वीकृति दिएको हो। मंसिर ८ गते बसेको मन्त्रिपरिषद् बैठकले आयोगलाई साफिरको सदस्य बन्न अनुमति प्रदान गरेको सरकारका स्रोतले जनाएको छ।
साफिर सदस्यता प्राप्तिले नेपालका लागि क्षेत्रीय तथा अन्तर्राष्ट्रिय नियमनकारी निकायहरूसँग सहकार्य विस्तार गर्ने महत्वपूर्ण ढोका खोलिएको आयोगको मूल्यांकन छ। यसले ऊर्जा नियमनका क्षेत्रहरूमा भइरहेको नवीन अभ्यास, प्रभावकारी मोडेल र नीतिगत सुधारका विषयमा सदस्य राष्ट्रहरूसँग अनुभव आदानप्रदान गर्न सहज बनाउनेछ।
आयोगका अनुसार साफिरको सदस्यता प्राप्त भएपछि नियामकीय दक्षता, सीप विकास र नीति निर्माण क्षमतामा थप मजबुती आउने अपेक्षा गरिएको छ। विशेषगरी विद्युत् क्षेत्रको सुधार तथा आधुनिकीकरणका लागि आवश्यक हुने विविध नियामकीय प्रक्रियाबारे प्रत्यक्ष जानकारी हासिल गर्न आयोगले लाभ उठाउने बताइएको छ।
यस्तै, दक्षिण एसियाली मुलुकहरूको नियमनकारी संस्था तथा संघ–संस्थासँग ज्ञान, प्रविधि र अनुसन्धान आदानप्रदान गर्ने वातावरण विस्तार हुने आयोगको भनाइ छ। ऊर्जा क्षेत्रका चुनौती, अवसर र नवप्रवर्तन–सम्बन्धी साझा छलफल तथा अध्ययन गर्न पनि साफिरको सदस्यता प्रभावकारी प्लाटफर्मका रूपमा उपयोगी हुने अपेक्षा गरिएको छ।
आयोगले यो सदस्यतालाई ऊर्जा नियमन क्षेत्रको क्षमता अभिवृद्धि तथा क्षेत्रीय एकीकृत पहलकदमीमा नेपाललाई सक्रिय सहभागी बनाउने महत्वपूर्ण उपलब्धि भनेर व्याख्या गरेको छ।
Nepal’s Electricity Regulatory Commission (ERC), the national regulatory authority for the power sector, is set to obtain membership in the South Asia Forum for Infrastructure Regulation (SAFIR). The Cabinet meeting held on Mangsir 8 granted formal approval for the commission to join the regional platform, marking a significant milestone for Nepal’s energy governance.
The ERC had been actively pursuing membership for several years, recognizing SAFIR as a key regional network that brings together infrastructure regulators from South Asian countries. With the government’s approval now in place, Nepal is poised to strengthen its engagement in regional regulatory cooperation.
According to the commission, joining SAFIR will help Nepal gain exposure to global and regional best practices in utility regulation, policy reform, and institutional governance. The platform facilitates exchange of regulatory experience, adoption of effective frameworks, and capacity-building among member nations—areas the commission believes will directly support Nepal’s ongoing efforts to modernize its power sector.
The ERC expects the membership to enhance its regulatory competence, particularly in designing transparent, efficient, and market-friendly policies. It will also enable Nepal to participate in collaborative research, technical discussions, and knowledge-sharing initiatives within the region’s regulatory community.
Officials say the membership will create new opportunities for cooperation with regulatory bodies across South Asia, promoting joint learning, innovation, and coordinated approaches in addressing cross-border energy challenges. The ERC has described the approval as an important achievement that will help Nepal play a more active role in regional energy regulation and long-term sectoral development.
