विद्युत महसुल समयको आधारमा फरक, ऊर्जा क्षेत्रमा निजी लगानी र अनुसन्धानलाई प्राथमिकताElectricity Tariffs to Vary Based on Consumption Time; Government Prioritizes Private Investment, Research, and Green Energy

काठमाडौं, जेठ १५ – सरकारले विद्युत उपभोगको समयका आधारमा ग्राहकले तिर्ने महसुल फरक–फरक बनाउने नीति ल्याउने घोषणा गरेको छ।

आगामी आर्थिक वर्ष २०८२/०८३ को बजेट संसदको संयुक्त बैठकमा प्रस्तुत गर्दै अर्थमन्त्री विष्णुप्रसाद पौडेलले, “औद्योगिक र गृहस्थ्य ग्राहकका लागि ऊर्जा माग, खपत र समयको आधारमा विद्युत महसुल फरक बनाइनेछ” भनी जानकारी दिए।

ऊर्जा मन्त्रालयका लागि ८६ अर्ब १ करोड बजेट

सरकारले ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्रालयका लागि ८६ अर्ब १ करोड रुपैयाँ बजेट विनियोजन गरेको छ।
बजेट अनुसार:

  • ऊर्जा क्षेत्रको अनुसन्धान र विकासलाई प्राथमिकता

  • भूमिगत जलस्रोतको डिजिटल प्रविधिबाट उपयोग

  • ऊर्जा सुरक्षाका लागि उत्पादन विविधिकरण

  • जलाशययुक्त आयोजना प्राथमिकतामा

निजी क्षेत्र र निर्यातमा जोड

  • विद्युत उत्पादन, वितरण र प्रसारणमा निजी लगानीलाई प्रोत्साहन

  • विद्युत निर्यात बढाउन कूटनीतिक पहल गरिने

हरित ऊर्जा र जलविद्युत परियोजनाको प्रगति

  • ग्रीन हाइड्रोजनका लागि अध्ययन सुरु गरिने

  • सौर्य र वायु ऊर्जालाई राष्ट्रिय प्रसारण लाइनमा जोड्दा जलाशय बराबरको दरमा विद्युत खरिद गरिने

प्रमुख आयोजना र पूर्वाधार

  • अपर अरुण, सुनकोसी–३, कर्णाली चिसापानी आयोजनाको लगानी ढाँचा बनाइने

  • इन्जिनियरिङ डिजाइन तयार गरिने

  • प्रसारण लाइन निर्माण आयोजनासँगै सम्पन्न हुने गरी समन्वय गरिने

  • रन अफ द रिभर आयोजना (RoR) मा टेक एन्ड पेको (take-and-pay) नीति लागू गरिने

उद्योग र प्रसारण सुविधा

  • उद्योगहरूले प्रसारण लाइन आफैं बनाएको खण्डमा ह्विलिङ चार्ज निर्धारण गर्ने व्यवस्था

अन्तरदेशीय र आन्तरिक प्रसारण

  • अन्तरदेशीय प्रसारण लाइन निर्माण अघि बढाइने

  • कोहलपुर–सुर्खेत १३२ केभी प्रसारण लाइन यसै वर्ष सम्पन्न गरिने

खाना पकाउने प्रणालीमा विद्युतीय विकल्प

  • एलपी ग्यासको सट्टा विद्युतीय चुलो प्रवर्द्धन गरिने

आम्दानी राष्ट्रिय सञ्चित कोषमा

  • रानी–जनकपुर, कुलरिया, र सुनकोसी–मरिन डाइभर्सन आयोजनाबाट हुने आम्दानी संघीय सञ्चित कोषमा जम्मा गरिने

सरकारको यो नीति ऊर्जा आत्मनिर्भरता, आयात प्रतिस्थापन, निर्यात प्रवर्द्धन र हरित ऊर्जा विकासमा केन्द्रित रहेको देखिन्छ।

Kathmandu, May 29 – The Government of Nepal has announced that electricity tariffs will now vary based on the time of consumption, particularly for industrial and residential users.

Presenting the budget for the fiscal year 2082/83 in a joint session of the Federal Parliament, Finance Minister Bishnu Prasad Paudel stated:

“Electricity tariffs will be structured differently based on energy demand, consumption, and time of use for both industrial and household consumers.”

NPR 86.01 Billion Allocated for Energy, Water Resources, and Irrigation Ministry

The government has allocated NPR 86.01 billion to the Ministry of Energy, Water Resources, and Irrigation for the upcoming year. Key priorities include:

  • Promotion of research and development in the energy sector

  • Digitization of underground water resource utilization

  • Energy security through diversified production

  • Priority for reservoir-based hydropower projects

Private Sector Involvement and Export Emphasis

  • Private investment in electricity generation, transmission, and distribution will be encouraged

  • Diplomatic efforts will be made to increase electricity exports

Support for Green Energy and Major Projects

  • Study on green hydrogen will be initiated

  • Solar and wind energy connected to the national grid will receive purchase rates equivalent to reservoir-based hydropower

Key Infrastructure Initiatives

  • Investment structures will be prepared for projects like Upper Arun, Sunkoshi-3, and Karnali Chisapani

  • Engineering designs will be completed

  • Transmission lines will be built in sync with project completion

  • Take-and-pay model will be introduced for run-of-the-river (RoR) hydropower projects

Industry and Transmission Provisions

  • Industries building their own transmission lines will be allowed to set wheeling charges

Cross-Border and Domestic Transmission Expansion

  • Cross-border transmission lines will be developed

  • Kohalpur–Surkhet 132 kV transmission line to be completed within this fiscal year

Shift to Electric Cooking

  • Promotion of electric stoves as a replacement for LPG gas

Revenue to Be Deposited in Federal Reserve Fund

  • Income generated from projects like Rani–Janakpur, Kulharya, and Sunkoshi–Marin Diversion will be deposited into the federal reserve fund.

This policy package reflects the government’s focus on energy independence, import substitution, export promotion, and the development of sustainable and green energy infrastructure.
