नेपाल जग्गा तथा आवास विकास संघको १८औँ वार्षिक साधारणसभा तथा निर्वाचनबाट सिडी डेपलपर्स प्रालिका प्रबन्ध निर्देशक इञ्जिनियर दीपक कुँवर संघको नयाँ अध्यक्षमा निर्वाचित भएका छन्। संघमा नयाँ १५ सदस्यीय कार्यसमिति समेत चयन गरिएको छ।

संघको अन्य पदाधिकारीमा प्रथम उपाध्यक्षमा पुरुषोत्तम पौडेल, द्वितीय उपाध्यक्षमा सुमितकुमार अग्रवाल, र तृतीय उपाध्यक्षमा रोशन भोयद्यो निर्वाचित भएका छन्। त्यस्तै महासचिवमा तुलसीप्रसाद अधिकारी, सचिवमा वरुणकुमार आचार्य, र कोषाध्यक्षमा निश्चलबहादुर श्रेष्ठ चयन भएका छन्।
सदस्यहरूमा डेकेन्द्रकुमार श्रेष्ठ, मनोजबहादुर श्रेष्ठ, हरिभक्त श्रेष्ठ, सन्दिप श्रेष्ठ, प्रसित भोयद्यो, सिद्धान्तविक्रम धमला, आभास कुँवर र अरनिको सिंह रहेका छन्।

नवनिर्वाचित अध्यक्ष कुँवरले घरजग्गा व्यवसाय थलिँदा मुलुकको समग्र अर्थतन्त्रमा गम्भीर असर परेको भन्दै यसलाई चलायमान बनाउन राज्यले समयसापेक्ष कानुनी सुधार गर्नुपर्ने आवश्यकता औंल्याए। उनले घरजग्गा व्यवसायलाई "उद्योग" को मान्यता दिनुपर्ने माग समेत राखे।

कुँवरले जग्गाको हदबन्दीका कारण खर्बौं रुपैयाँ बराबरको सम्पत्ति रोक्का हुँदा व्यवसायी समस्यामा परेको बताउँदै यसले सिमेन्ट, रड, डन्डी जस्ता निर्माण सामग्री उद्योगहरूमा समेत प्रतिकूल असर पारेको बताए।

कार्यक्रममा सहरी विकास मन्त्रालयका सचिव गोपालप्रसाद सिग्देलले हालै मन्त्रिपरिषद्ले सहरी विकास नीति, २०८१ स्वीकृत गरिसकेको जानकारी दिए। साथै सहरी विकास विधेयकको मस्यौदा भूमि व्यवस्था मन्त्रालयमा सुझावका लागि पठाइएको बताए।

सचिव सिग्देलले संयुक्त आवास ऐन र भवन ऐनलाई संशोधन गर्ने कार्य भइरहेको र व्यवस्थित जग्गा वर्गीकरण तथा व्यवस्थित सहरको अवधारणा अगाडि बढाइने बताए।

त्यस्तै, भूमि व्यवस्था, सहकारी तथा गरिबी निवारण मन्त्रालयका सहसचिव गणेशप्रसाद भट्टले घरजग्गा व्यवसायलाई व्यवस्थित र सहज बनाउन मन्त्रालयबाट आवश्यक सहजीकरण गरिने स्पष्ट गरे।

कार्यक्रममा नेपाल जग्गा तथा आवास विकास महासंघका अध्यक्ष ष्णुप्रसाद घिमिरे, नेपाल उद्योग वाणिज्य महासंघका अध्यक्ष चन्द्रप्रसाद ढकाल, र नेपाल चेम्बर अफ कमर्शका कार्यवाहक अध्यक्ष दीपक मलहोत्रालगायतले भूमिसम्बन्धी अध्यादेश संसद्बाट चाँडै पास गर्न सरकारलाई आग्रह गरेका थिए।

यस निर्वाचनले घरजग्गा व्यवसायमा देखिएको अनिश्चितता अन्त्य गर्ने अपेक्षा गरिएको छ भने संघले अबको कार्यकालमा नीति सुधार र व्यवसायिक समृद्धिको दिशामा कदम चाल्ने विश्वास व्यक्त गरिएको छ।

Engineer Deepak Kunwar, Managing Director of CD Developers Pvt. Ltd., has been elected as the new President of the Nepal Land and Housing Development Association. The election was held during the association’s 18th Annual General Meeting and election program held last night, where a new 15-member executive committee was elected under his leadership.

The newly elected office bearers include:

  • First Vice President: Purushottam Poudel

  • Second Vice President: Sumit Kumar Agrawal

  • Third Vice President: Roshan Bhoyadyo

  • General Secretary: Tulsi Prasad Adhikari

  • Secretary: Varun Kumar Acharya

  • Treasurer: Nishchal Bahadur Shrestha

The elected members are:
Dekendra Kumar Shrestha, Manoj Bahadur Shrestha, Haribhakta Shrestha, Sandeep Shrestha, Prasit Bhoyadyo, Siddhant Vikram Dhamala, Abhas Kunwar, and Arniko Singh.

In his speech, newly elected President Kunwar emphasized that the stagnation of the real estate sector has had a serious impact on the national economy. He called on the government to introduce timely legal reforms and to officially recognize the real estate business as an "industry".

He also highlighted the issue of land ceiling restrictions, stating that billions of rupees worth of land remain frozen, causing significant hardship for developers. According to him, this stagnation has also negatively affected related industries like cement, rod, and steel manufacturing.

Gopal Prasad Sigdel, Secretary of the Ministry of Urban Development, informed that the Urban Development Policy 2081 has already been approved by the Council of Ministers. He added that a draft of the Urban Development Bill has been sent to the Ministry of Land Management for suggestions.

Sigdel stated that the ministry is working on amending the Joint Housing Act and the Building Act to reflect current needs and emphasized the importance of planned land categorization to advance the vision of organized cities.

Ganesh Prasad Bhatt, Joint Secretary at the Ministry of Land Management, Cooperatives, and Poverty Alleviation, said that the ministry would facilitate the process of making the real estate sector more structured and streamlined.

Leaders including Shnuprasad Ghimire (President of Nepal Land and Housing Development Federation), Chandra Prasad Dhakal (President of FNCCI), and Dipak Malhotra (Acting President of Nepal Chamber of Commerce) urged the government to promptly pass the land-related ordinance through Parliament.

The newly elected committee is expected to bring fresh momentum to the real estate sector and advocate for critical policy reforms to revive and expand the industry.
