उपप्रधान तथा अर्थमन्त्री विष्णु पौडेलले सरकारद्वारा प्रस्तुत आगामी आर्थिक वर्ष २०८२/८३ को बजेट ६ प्रतिशतको आर्थिक वृद्धिदर हासिल गर्ने लक्ष्यसहित निर्माण गरिएको बताएका छन्। शनिवार नेपाल आर्थिक पत्रकार संघले आयोजना गरेको पोष्ट बजेट छलफल कार्यक्रममा बोल्दै उनले बजेट सकारात्मक ढंगले आएको भन्दै यसको कार्यान्वयन पनि सकारात्मक हुने विश्वास व्यक्त गरे।

अर्थमन्त्री पौडेलले विगतमा ७.५ प्रतिशतको आर्थिक वृद्धिदर हासिल गरिसकेको अनुभवका आधारमा हालको ६ प्रतिशतको लक्ष्य प्राप्ति सम्भव रहेको बताए। "बजेट निर्माणका सिद्धान्तलाई अनुसरण गरेर, सीमा पालना गरेर र स्रोत व्यवस्थापन गरेर बजेट निर्माण गरिएको हो," उनले भने।

राजस्व संकलनको लक्ष्य प्राप्त गर्नका लागि थोरै मेहनत आवश्यक रहेको उल्लेख गर्दै उनले भने, "काम नगरेर लक्ष्य हासिल हुँदैन। काम गरे लक्ष्य प्राप्त हुन्छ।"

पौडेलले सार्वजनिक ऋणको विषयमा अनावश्यक चिन्ता नगर्न पनि आग्रह गरे। "ऋण साँवा ब्याज तिर्न सक्ने हिसाबले लिइएको हो, त्यसकारण स्रोतको विषयमा डराउनु पर्दैन," उनले स्पष्ट पारे।

छलफलका क्रममा उनले साना योजनामा बजेटको अत्यधिक लोड भएर समस्याहरु आएको उल्लेख गर्दै यो बजेटले त्यस समस्याको समाधान गर्ने व्यवस्था गरेको बताए। बजेटमा खुद्रा योजनालाई होसियारपूर्वक समेटिएको दाबी गर्दै स्रोतको दुरुपयोग हुन नदिने प्रतिबद्धता जनाए।

उनले बजेटले निजी क्षेत्रलाई स्पष्ट सन्देश दिएको बताए—सरकार सबै काम गर्ने होइन, निजी क्षेत्रसँग सहकार्यमा अघि बढ्नुपर्ने अवस्था छ। विशेषगरी युवा उद्यमीका लागि सशक्त पहल गरिएको र निर्माण क्षेत्रका समस्याहरु समाधान गर्न सरकार सक्रिय रहेको उनको भनाइ थियो।

डिजिटल बैंकिङ प्रणालीको पूर्वाधार निर्माणका लागि सरकार तथा राष्ट्र बैंक समन्वयमा काम गर्दै गएको जानकारी दिँदै उनले ट्रान्समिसन लाइन तथा आयोजनाहरु निर्धारण गरिएको समयमा सम्पन्न गर्नु सरकारको मुख्य उद्देश्य भएको बताए।

खनिज पदार्थको प्रयोग वातावरणमा असर नपर्ने गरी गर्नु पर्ने आवश्यकता औंल्याउँदै उनले बजेटले त्यसमा विशेष ध्यान दिएको बताए। बजेट कार्यान्वयनमा सबैको सहयोग आवश्यक रहेको भन्दै उनले साझा प्रयासमार्फत आर्थिक लक्ष्य पुरा गर्न सकिने विश्वास व्यक्त गरे।

Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel has stated that the upcoming Fiscal Year 2082/83 budget has been formulated with the target of achieving 6% economic growth. Speaking at a post-budget discussion organized by the Nepal Economic Journalists Association on Saturday, Minister Paudel expressed confidence that the budget, being positive and realistic, would also be implemented effectively.

Highlighting that Nepal had achieved 7.5% growth in the past, he noted that a 6% growth target is achievable under the current circumstances. “The budget has been developed by following sound fiscal principles, maintaining fiscal discipline, and ensuring resource management,” Paudel said.

He emphasized that achieving the projected revenue target will require consistent effort. “Without work, targets cannot be achieved. But if we work, we can definitely meet our goals,” he added.

Addressing concerns about public debt, the minister clarified that the government has planned to borrow only as much as needed to meet debt servicing requirements. “There’s no need to worry unnecessarily about resources,” he reassured.

Minister Paudel further pointed out that the government had addressed issues of excessive budget allocations to minor projects by introducing more prudent budget allocations. He asserted that the misuse of resources would not be tolerated and that careful attention had been paid to controlling expenditures on fragmented projects.

The budget, according to him, sends a strong message to the private sector that the government is not here to do everything alone but to work collaboratively. He claimed that the government has actively worked in favor of all sectors, especially young entrepreneurs, and has taken initiatives to resolve issues in the construction sector as well.

Paudel stated that the government is ready to facilitate legal reforms and ensure that infrastructure projects are completed within stipulated timelines. He mentioned that digital banking infrastructure will be developed in coordination with Nepal Rastra Bank, and the government intends to move forward transmission line projects in parallel with other development projects.

Regarding environmental concerns, Paudel stressed the importance of using mineral resources in an environmentally responsible manner and assured that the budget has incorporated those concerns.

Finally, he called for collective support from all stakeholders to ensure effective budget implementation, emphasizing that national development goals can only be achieved through coordinated effort.
