अर्थ मन्त्रालयले चालु आर्थिक वर्ष २०८२/८३ अन्तर्गत प्रतिनिधि सभा तथा राष्ट्रिय सभा सदस्य निर्वाचनको व्यवस्थापनका लागि कुल १९ अर्ब १५ करोड रुपैयाँ बराबरको स्रोत सहमति प्रदान गरेको छ। मन्त्रालयका अनुसार सो रकममध्ये हालसम्म ६ अर्ब ३१ करोड रुपैयाँ निकासा भइसकेको छ।
मन्त्रालयले निर्वाचन तयारीलाई समयमै, व्यवस्थित र पारदर्शी बनाउने उद्देश्यले चरणबद्ध रूपमा स्रोत सहमति र निकासा प्रक्रिया अघि बढाएको जनाएको छ। निर्वाचनसँग सम्बन्धित विभिन्न निकायलाई आवश्यकताअनुसार बजेट उपलब्ध गराइएको मन्त्रालयको भनाइ छ।
निर्वाचन आयोगलाई निर्वाचन व्यवस्थापनका लागि सबैभन्दा बढी स्रोत सहमति दिइएको छ। मन्त्रालयका अनुसार आयोगलाई १८ कात्तिकमा ४ अर्ब ९६ करोड रुपैयाँ र २० पुसमा १ अर्ब ७७ करोड ९० हजार रुपैयाँ स्रोत सहमति प्रदान गरिएको थियो। यी दुवै किस्ता गरी हालसम्म आयोगलाई कुल ६ अर्ब ३१ करोड रुपैयाँ निकासा भइसकेको छ।
निर्वाचन सुरक्षालाई ध्यानमा राख्दै राष्ट्रिय अनुसन्धान विभागलाई १३ कात्तिकमा २ करोड ८० लाख रुपैयाँ स्रोत सहमति प्रदान गरिएको छ। यस्तै, नेपाली सेनालाई निर्वाचनसम्बन्धी उपकरण खरिदका लागि २८ मंसिरमा ४ करोड ४२ लाख ५० हजार रुपैयाँ र निर्वाचन खर्च व्यवस्थापनका लागि २० पुसमा १ अर्ब ९४ करोड रुपैयाँ निकासा गरिएको मन्त्रालयले जनाएको छ।
गृह मन्त्रालय तथा मातहतका निकायलाई प्रतिनिधि सभा निर्वाचन व्यवस्थापनका लागि सबैभन्दा ठूलो रकम उपलब्ध गराइएको छ। मन्त्रालयका अनुसार गृह मन्त्रालयतर्फ प्रतिनिधि सभा निर्वाचन खर्चका लागि १० अर्ब ३९ करोड ३४ लाख ८० हजार रुपैयाँ बराबरको स्रोत सहमति प्रदान गरिएको छ।
त्यसैगरी, राष्ट्रिय सभा सदस्य निर्वाचन व्यवस्थापनका लागि निर्वाचन आयोगलाई ४ करोड ३१ लाख ७९ हजार रुपैयाँ स्रोत सहमति प्रदान गरिएको मन्त्रालयले जानकारी दिएको छ।
अर्थ मन्त्रालयका अनुसार स्रोत सहमति र निकासाको यो प्रक्रिया निर्वाचन तयारीलाई प्रभावकारी बनाउने मात्र नभई सार्वजनिक खर्चको पारदर्शिता र जवाफदेहिता सुनिश्चित गर्न पनि महत्वपूर्ण हुनेछ। आगामी दिनमा निर्वाचनको प्रगति अनुसार थप निकासा आवश्यक परेमा प्रक्रिया अघि बढाइने मन्त्रालयले जनाएको छ।
The Ministry of Finance has approved budgetary allocations totaling Rs 19.15 billion for the management of elections to the House of Representatives and the National Assembly under the current fiscal year 2082/83. According to the ministry, Rs 6.31 billion of the approved amount has already been released to concerned agencies for election preparations.
The ministry stated that the allocation and release of funds are being carried out in phases to ensure timely preparation, operational efficiency, and transparency in election-related spending. Funds have been provided to various institutions based on their respective roles and responsibilities in the election process.
The Election Commission has received the largest share of the released funds so far. The ministry approved Rs 4.96 billion on November 18 and an additional Rs 1.77 billion on December 20 for election management. With these two disbursements combined, the commission has received a total of Rs 6.31 billion to date.
To strengthen election security and intelligence coordination, the National Investigation Department was provided Rs 280 million on November 13. The allocation is intended to support surveillance, information gathering, and security preparedness during the election period.
The Nepali Army has also received funding for election-related responsibilities. The ministry released Rs 44.25 million on December 28 for the purchase of security equipment. In addition, Rs 1.94 billion was allocated on December 20 to cover operational and logistical expenses related to election security and support.
The Ministry of Home Affairs and its subordinate agencies have been allocated the largest portion of the election budget. According to the finance ministry, Rs 10.39 billion has been approved for managing House of Representatives election-related expenses, including security deployment, logistics, and administrative operations.
For the management of the National Assembly member election, the Election Commission has been provided an additional Rs 43.18 million. The ministry said this allocation is aimed at ensuring smooth conduct of the upper house election alongside preparations for the House of Representatives polls.
The Ministry of Finance emphasized that the phased approval and release of funds play a crucial role in ensuring transparency, accountability, and efficiency in election preparation. The ministry added that further disbursements will be made as needed, depending on the progress and requirements of the election process.
