प्रतिनिधिसभा निर्वाचन तयारी तीव्र, अर्थ मन्त्रालयद्वारा १९ अर्ब २१ करोड रुपैयाँ निकासाFinance Ministry Releases Rs19.21 Billion to Accelerate Election Preparations
काठमाडौं — आगामी फागुन २१ गते हुने प्रतिनिधिसभा निर्वाचनको तयारीलाई तीव्र बनाउन अर्थ मन्त्रालयले १९ अर्ब २१ करोड रुपैयाँ निकासा गरेको छ। निर्वाचन आयोग, गृह मन्त्रालय, रक्षा मन्त्रालय तथा अन्य सुरक्षा निकायका लागि आवश्यक खर्च व्यवस्थापन गर्न उक्त रकम छुट्याइएको हो।
अर्थ मन्त्रालयका प्रवक्ता टंकप्रसाद पाण्डेयका अनुसार हालसम्म गृह मन्त्रालयलाई १० अर्ब ३९ करोड, रक्षा मन्त्रालयलाई १ अर्ब ९९ करोड र निर्वाचन आयोगलाई ६ अर्ब ७२ करोड रुपैयाँ निकासा भइसकेको छ। निर्वाचन आयोगले यसपटकको प्रतिनिधिसभा निर्वाचनमा करीब २७ अर्ब रुपैयाँ खर्च हुने अनुमान गरेको छ, जसमध्ये हालसम्म ७० प्रतिशतभन्दा बढी रकम निकासा भइसकेको मन्त्रालयले जनाएको छ।
यसअघि गृह र रक्षा मन्त्रालयले निर्वाचन सुरक्षाका लागि साढे २० अर्ब रुपैयाँ आवश्यक पर्ने प्रस्ताव अर्थ मन्त्रालयमा पेस गरेका थिए। नेपाली सेना, नेपाल प्रहरी, सशस्त्र प्रहरी बल, राष्ट्रिय अनुसन्धान विभाग तथा निर्वाचन प्रहरीका लागि आवश्यक जनशक्ति, भत्ता, उपकरण र व्यवस्थापन खर्चका आधारमा उक्त प्रस्ताव तयार गरिएको थियो।
१ लाख ४७ हजार निर्वाचन प्रहरी तैनाथ हुने
केन्द्रीय सुरक्षा समिति बैठकले निर्वाचन सुरक्षाका लागि १ लाख ४७ हजार निर्वाचन प्रहरी तैनाथ गर्ने निर्णय गरेको छ। निर्वाचन प्रहरीका लागि ४० दिनको अवधि तोकिएको छ। यसका लागि पारिश्रमिक, पोसाक, रासन भत्ता, खाजाभत्ता, यातायात खर्चलगायत शीर्षकमा ९ अर्ब १५ करोड रुपैयाँ विनियोजन गरिएको छ।
त्यसैगरी, नेपाल प्रहरीका लागि ४ अर्ब २ करोड, नेपाली सेनाका लागि ३ अर्ब ४४ करोड, सशस्त्र प्रहरी बलका लागि ३ अर्ब ३३ करोड, ७७ जिल्ला प्रशासन कार्यालयका लागि ३१ करोड ४६ लाख, गृह मन्त्रालयका लागि ३१ करोड तथा राष्ट्रिय अनुसन्धान विभागका लागि ६ करोड ९० लाख रुपैयाँ बजेट विनियोजन गरिएको छ।
निर्वाचन सुरक्षामा नेपाली सेनाका ७९ हजार ७ सय २७, नेपाल प्रहरीका ७१ हजार ६ सय २०, सशस्त्र प्रहरी बलका ३५ हजार १ सय १६ र राष्ट्रिय अनुसन्धान विभागका १ हजार ९ सय जनशक्ति तैनाथ हुने तयारी गरिएको छ।
अघिल्ला निर्वाचनको खर्च अवस्था
२०७९ सालमा सम्पन्न प्रतिनिधिसभा तथा प्रदेशसभा निर्वाचनका लागि अर्थ मन्त्रालयले १८ अर्ब ५ करोड रुपैयाँ निकासा गरेको थियो। त्यतिबेला निर्वाचन आयोगले ८ अर्ब ३५ करोड, गृह मन्त्रालयले ८ अर्ब ७२ करोड र रक्षा मन्त्रालयले ९७ करोड रुपैयाँ प्राप्त गरेका थिए। तीमध्ये करिब १६ अर्ब ५० करोड रुपैयाँ मात्र खर्च भएको सरकारी तथ्याङ्क छ।
खर्च प्रतिशतका आधारमा निर्वाचन आयोगले ८१.५९ प्रतिशत, गृह मन्त्रालयले ९९.७७ प्रतिशत र रक्षा मन्त्रालयले १०० प्रतिशत रकम खर्च गरेको देखिन्छ।
त्यसैगरी, आर्थिक वर्ष २०७८/७९ मा सम्पन्न स्थानीय तह निर्वाचनका लागि सरकारले १३ अर्ब ३१ करोड रुपैयाँ बजेट निकासा गरेको थियो, जसमध्ये ९० प्रतिशतभन्दा बढी रकम खर्च भएको थियो।
अर्थ मन्त्रालयका अनुसार हरेक निर्वाचनमा सुरक्षित, शान्तिपूर्ण र व्यवस्थित निर्वाचन सुनिश्चित गर्न बजेट समयमै निकासा गर्ने, खर्च पारदर्शी बनाउने र आवश्यक स्रोत व्यवस्थापनमा ध्यान दिने अभ्यास निरन्तर जारी रहेको छ। यसले निर्वाचन प्रक्रियाको विश्वसनीयता र प्रभावकारीता अभिवृद्धि गर्ने लक्ष्य राखिएको मन्त्रालयले जनाएको छ।
Kathmandu — The government has stepped up preparations for the upcoming House of Representatives election by releasing Rs19.21 billion to cover election-related and security expenses. The funds were released by the Ministry of Finance ahead of the election scheduled for Falgun 21.
According to Finance Ministry spokesperson Tank Prasad Pandey, the released amount includes Rs10.39 billion for the Ministry of Home Affairs, Rs1.99 billion for the Ministry of Defence, and Rs6.72 billion for the Election Commission of Nepal. The Election Commission has estimated that the total cost of conducting the election will be around Rs27 billion, and more than 70 percent of the required funds have already been released.
Heavy Spending on Election Security
Earlier, the Ministry of Home Affairs and the Ministry of Defence had submitted a proposal seeking over Rs20 billion for election security arrangements. The proposal was prepared after estimating expenses for the Nepali Army, Nepal Police, Armed Police Force, National Investigation Department, and election police.
The Central Security Committee has decided to deploy 147,000 election police personnel for election security, with a 40-day deployment period. For allowances including remuneration, uniforms, rations, meal allowances, and transportation, Rs9.15 billion has been allocated.
In addition, budget allocations include:
Rs4.02 billion for Nepal Police
Rs3.44 billion for the Nepali Army
Rs3.33 billion for the Armed Police Force
Rs314.6 million for the 77 District Administration Offices
Rs310 million for the Ministry of Home Affairs
Rs69 million for the National Investigation Department
In terms of manpower deployment, 79,727 personnel from the Nepali Army, 71,620 from Nepal Police, 35,116 from the Armed Police Force, and 1,900 from the National Investigation Department are expected to be mobilized to ensure election security.
Comparison With Previous Elections
For the 2079 House of Representatives and Provincial Assembly elections, the Finance Ministry had released Rs18.05 billion. At that time, the Election Commission received Rs8.35 billion, the Ministry of Home Affairs Rs8.72 billion, and the Ministry of Defence Rs970 million. Of the total amount released, approximately Rs16.5 billion was actually spent, according to official records.
In terms of spending efficiency, the Election Commission utilized 81.59 percent of its allocation, the Ministry of Home Affairs 99.77 percent, and the Ministry of Defence 100 percent.
Similarly, during the local level elections in fiscal year 2078/79, the government released Rs13.31 billion, of which more than 90 percent was spent.
Interpretation: Focus on Timely Funding and Transparency
Finance Ministry officials say the government has continued its practice of releasing election-related budgets on time to ensure security, transparency, and effective management of elections. Analysts note that the higher allocation this year reflects both expanded security deployment and rising operational costs, while timely fund release is expected to help avoid last-minute logistical challenges.
As election day approaches, the scale of funding and security mobilization underscores the government’s emphasis on conducting a safe, orderly, and credible election, even as public scrutiny remains high over efficient use of public funds.
