काठमाडौं । पूर्व गृहमन्त्री रमेश लेखक पक्राउ परेका छन्। काठमाडौं उपत्यका अपराध अनुसन्धान कार्यालयका एक अधिकृतले उनलाई नियन्त्रणमा लिइएको पुष्टि गरेका छन्। प्रहरीले उनलाई भक्तपुरको कटुन्जेस्थित निजी निवासबाट शुक्रबार बिहान पक्राउ गरेको हो।नयाँ सरकार गठनसँगै बसेको मन्त्रिपरिषद् बैठकले गौरीबहादुर कार्की नेतृत्वको जाँचबुझ आयोगको प्रतिवेदन कार्यान्वयन गर्ने निर्णय गरेपछि यो प्रक्रिया अघि बढाइएको हो। सोही निर्णयलगत्तै गृहमन्त्री सुधन गुरुङले सुरक्षा निकायका प्रमुखहरूसँग निरन्तर छलफल गर्दै कानुनी प्रक्रिया अगाडि बढाएका थिए।स्रोतका अनुसार प्रहरीले प्रारम्भमा सरकारसँग औपचारिक लिखित आदेश माग गरेको थियो। त्यसपछि मध्यरातसम्म चलेको उच्चस्तरीय छलफलपछि कानुन मन्त्रालयका सचिव पाराश्वर ढुंगानालाई नक्सालस्थित प्रहरी मुख्यालय बोलाइएको थियो। उनले आवश्यक कानुनी प्रक्रिया पूरा गर्दै लिखित आदेश तयार पारेपछि प्रहरीले जरुरी पक्राउ पुर्जी जारी गरेको हो।यो कारबाही गत भदौ २३ र २४ गते भएको जेनजी आन्दोलनको दमन प्रकरणसँग सम्बन्धित रहेको बताइएको छ। उक्त घटनाको छानबिन गर्न गठित आयोगले आफ्नो प्रतिवेदनमा तत्कालीन प्रधानमन्त्री केपी शर्मा ओली, तत्कालीन गृहमन्त्री रमेश लेखक तथा तत्कालीन प्रहरी प्रमुख चन्द्रकुवेर खापुङविरुद्ध फौजदारी अनुसन्धान अघि बढाउन सिफारिस गरेको थियो।यद्यपि सरकारले प्रतिवेदन औपचारिक रूपमा सार्वजनिक नगरे पनि यसको अंश विभिन्न सञ्चारमाध्यममार्फत बाहिर आएको छ। आयोगले मुलुकी फौजदारी संहिताको दफा १८१ र १८२ अन्तर्गत लापरबाहीपूर्ण तथा हेलचेक्र्याइँका कारण ज्यान गएको कसुरमा कारबाही गर्न सिफारिस गरेको छ।यसैबीच, तत्कालीन प्रधानमन्त्री केपी शर्मा ओलीविरुद्ध पनि पक्राउ पुर्जी जारी भइसकेको बताइएको छ। नयाँ सरकारको पहिलो बैठकले आयोगको सिफारिस तत्काल कार्यान्वयन गर्ने निर्णय गरेसँगै राजनीतिक तथा सुरक्षा क्षेत्रमा तरंग उत्पन्न भएको छ।सरकारको पछिल्लो कदमले जेनजी आन्दोलन दमन प्रकरणमा न्यायिक प्रक्रिया अघि बढेको संकेत दिएको छ भने यसले आगामी दिनमा थप राजनीतिक तथा कानुनी बहसलाई समेत तीव्र बनाउने देखिएको छ।
Kathmandu — Former Home Minister Ramesh Lekhak has been arrested, officials from the Kathmandu Valley Crime Investigation Office confirmed. He was taken into custody from his residence in Katunje, Bhaktapur earlier today.The arrest follows a decision by the newly formed government to implement the report prepared by a probe commission led by Gauri Bahadur Karki. Soon after the Cabinet meeting, Home Minister Sudhan Gurung held continuous discussions with heads of security agencies to initiate legal action.According to sources, police initially sought formal written authorization from the government. After high-level consultations that continued past midnight, Law Ministry Secretary Parashwar Dhungana was summoned to the police headquarters in Naxal. Following this, an official written order was issued, and an arrest warrant was executed.The case is linked to the crackdown on protests held on Bhadra 23 and 24 (Nepali calendar), often referred to as the “Gen-Z movement.” The investigation commission had recommended criminal proceedings against then Prime Minister K P Sharma Oli, former Home Minister Ramesh Lekhak, and then Police Chief Chandrakuber Khapung.Although the government has not officially published the full report, portions of it have already surfaced in the media. The commission recommended action under Sections 181 and 182 of the Muluki Criminal Code, which relate to causing death through negligence or recklessness.Meanwhile, an arrest warrant has also reportedly been issued against former Prime Minister K.P. Sharma Oli. The Cabinet’s decision to immediately enforce the commission’s recommendations has triggered significant political and legal developments.The government’s move signals the beginning of formal judicial proceedings in the Gen-Z protest crackdown case, potentially intensifying political debate and legal scrutiny in the days ahead.
