नेप्से पुनर्संरचनाको घोषणा, संस्थागत लगानी विस्तार गर्ने सरकारको योजनाGovernment Announces NEPSE Restructuring, Plans to Expand Institutional Investment in Stock Market
सरकारले आगामी आर्थिक वर्षको नीति तथा कार्यक्रममा पूँजी बजार सुधारलाई प्राथमिकतामा राख्दै नेपाल स्टक एक्सचेञ्ज (नेप्से) को पुनर्संरचना गर्ने घोषणा गरेको छ। सोमबार संघीय संसद्को प्रतिनिधि सभा र राष्ट्रिय सभाको संयुक्त बैठकमा राष्ट्रपति Ram Chandra Paudel ले सरकारको नीति तथा कार्यक्रम प्रस्तुत गर्दै यस्तो घोषणा गरेका हुन्।
सरकारले पूँजी बजारलाई थप व्यवस्थित, पारदर्शी र प्रतिस्पर्धी बनाउन नेप्सेको संरचनागत सुधार आवश्यक रहेको निष्कर्ष निकालेको देखिएको छ। नीति तथा कार्यक्रममा नेप्सेको पुनर्संरचनासँगै सेयर बजारमा संस्थागत लगानीकर्ताको भूमिका बढाइने उल्लेख गरिएको छ।
राष्ट्रपति पौडेलले प्रस्तुत गरेको कार्यक्रमअनुसार आगामी दिनमा पेन्सन कोष, बीमा कम्पनी, म्युचुअल फण्ड तथा गैरआवासीय नेपाली (एनआरएन) को पूँजी बजारमा सहभागिता विस्तार गरिनेछ। सरकारले दीर्घकालीन लगानी आकर्षित गर्दै बजारलाई स्थायित्व दिन संस्थागत लगानीकर्ताको उपस्थिति बढाउन खोजेको विश्लेषण गरिएको छ।
पछिल्ला वर्षहरूमा नेपाली सेयर बजार मुख्यतः व्यक्तिगत लगानीकर्तामा निर्भर रहँदै आएको छ। बजारमा अत्यधिक उतारचढाव देखिने, अल्पकालीन कारोबार हावी हुने तथा संस्थागत लगानी न्यून रहेको गुनासो भइरहेका बेला सरकारले नीतिगत रूपमा पुनर्संरचना र सहभागिता विस्तारको एजेण्डा अघि सारेको हो।
विश्लेषकहरूका अनुसार यदि नीति कार्यान्वयनमा गयो भने बजारमा तरलता, विश्वास र दीर्घकालीन स्थायित्व बढ्न सक्ने अपेक्षा गरिएको छ। विशेष गरी पेन्सन फण्ड, बीमा क्षेत्र र गैरआवासीय नेपालीको प्रवेशले बजारको आकार र कारोबार दुवै विस्तार हुन सक्ने अनुमान गरिएको छ।
The government has announced plans to restructure the Nepal Stock Exchange (NEPSE) as part of its policy and programme for the upcoming fiscal year, placing capital market reform among its key priorities. President Ram Chandra Paudel presented the policy and programme on Monday during a joint session of the House of Representatives and the National Assembly.
According to the policy document, the government aims to reform NEPSE’s structure in order to make the capital market more systematic, transparent, and competitive. The programme also highlights plans to increase the participation of institutional investors in the stock market.
While presenting the policy and programme, President Paudel stated that the government would encourage greater involvement of pension funds, insurance companies, mutual funds, and Non-Resident Nepalis (NRNs) in the share market. The move is seen as an effort to attract long-term investment and strengthen market stability.
Nepal’s stock market has long been dominated by retail investors, with analysts frequently pointing to high volatility and limited institutional participation as major structural weaknesses. The government’s latest announcement signals an attempt to address those concerns through policy-level reforms and broader investor diversification.
Market analysts believe that if the proposed reforms are implemented effectively, they could help improve market confidence, increase liquidity, and bring greater long-term stability to the capital market. In particular, the entry of pension funds, insurance institutions, and NRN investors is expected to expand both the size and depth of the market.
