सरकारले अब निजीक्षेत्रका परियोजनाहरूमा जलवायु वित्त परिचालन गर्न नीतिगत व्यवस्था गरेको छ। अर्थ मन्त्रालयले आज जलवायु वित्त परिचालन कार्यविधि, २०८२ जारी गरेको छ, जसअनुसार निजीक्षेत्रले अन्तर्राष्ट्रिय अनुदान र सहुलियतपूर्ण ऋणमार्फत हरित प्रविधि, नवीकरणीय ऊर्जा र जलवायु अनुकूलन परियोजनामा वित्तीय स्रोत प्राप्त गर्न सक्नेछन्।
नयाँ कार्यविधिअनुसार, निजीक्षेत्रका परियोजनाहरूलाई जलवायु कोषबाट छुट्याइएको रकम प्रयोग गरेर कार्यान्वयन गर्न सकिने व्यवस्था गरिएको छ। यसले जलवायु परिवर्तनका असरलाई सम्बोधन गर्न निजीक्षेत्रको सक्रिय सहभागिता सुनिश्चित गर्नको लागि नयाँ मार्ग प्रशस्त गरेको छ। परियोजना छनोट गर्दा सार्वजनिक सूचना जारी गरी सबै इच्छुक निजीक्षेत्रलाई समान अवसर दिने व्यवस्था गरिएको छ।
निजीक्षेत्रको परियोजना छनोट प्रक्रिया
निजीक्षेत्रको परियोजना छनोटका लागि अर्थसचिवको संयोजकत्वमा रहेको निर्देशक समिति र अन्तर्राष्ट्रिय आर्थिक सम्बन्ध महाशाखाको प्राविधिक समिति परियोजनाको मूल्यांकन र मार्गदर्शन गर्ने जिम्मेवारी पाउनेछन्। यस कार्यविधिमा अनुदानको अधिकतम २० प्रतिशत मात्र प्रशासनिक खर्चका लागि प्रयोग गर्न सकिने प्रावधान राखिएको छ।
यसबाहेक, एउटै परियोजनामा धेरै निकायको प्राविधिक सहायता लागू नगर्ने प्रावधानसमेत कार्यविधिमा समावेश गरिएको छ। निजीक्षेत्रको परियोजना भन्नाले यदि कुल लागतको ५० प्रतिशतभन्दा बढी लगानी निजीक्षेत्रकै हो भने मात्र परियोजना समावेश हुने छ।
जलवायु वित्तमा पारदर्शिता र प्राथमिकता
जलवायु वित्त परिचालन कार्यविधिले प्राथमिकताका क्षेत्रहरू पनि तोकेको छ। यस अनुसार, कोषको रकम जलवायु अनुकूलन, हरितगृह ग्यास उत्सर्जन न्यूनीकरण र कार्बन व्यापार जस्ता क्षेत्रमा खर्च गरिनेछ। परियोजनाको प्रभाव, दिगोपना, प्रादेशिक र भौगोलिक सन्तुलन, रोजगारी सिर्जना र वातावरणीय प्रतिफललाई मूल्याङ्कनका आधारमा प्राथमिकता दिने व्यवस्था गरिएको छ।
साथै, कार्यविधिमा डिजिटल प्लेटफर्म मार्फत परियोजनाको प्रगति र अवस्था ट्रयाक गर्न र पारदर्शिता सुनिश्चित गर्न व्यवस्था गरिएको छ। यसले जलवायु वित्त परिचालनमा पारदर्शिता र प्रभावकारिता वृद्धि गर्ने विश्वास व्यक्त गरिएको छ।
निजीक्षेत्रको लागि नयाँ अवसर
नयाँ कार्यविधिले निजीक्षेत्रलाई जलवायु समाधानका लागि सहभागी गराउने नयाँ अवसर खोल्ने उद्देश्य राखेको छ। अर्थ मन्त्रालयका अधिकारीहरूले भनेका छन्, यो पहिलो पटक हो जब निजीक्षेत्रका परियोजनामा जलवायु वित्त परिचालनको स्पष्ट व्यवस्था ल्याइएको छ। यसले नेपालको जलवायु वित्त परिचालनलाई सरल, व्यवस्थित र पारदर्शी बनाउने विश्वास व्यक्त गरिएको छ।
सरकारको यो कदमले निजीक्षेत्रको उत्साहजनक सहभागिता र जलवायु परिवर्तनका असरलाई सामना गर्न दीगो र हरित विकासको दिशा बलियो बनाउन मद्दत पुर्याउने अपेक्षा गरिएको छ।
The government has introduced a policy framework for mobilizing climate finance in private sector projects. The Ministry of Finance has issued the "Climate Finance Mobilization Guidelines, 2022," which allows the private sector to access financial resources through international grants and concessional loans for green technologies, renewable energy, and climate adaptation projects.
According to the new guidelines, the private sector can implement projects using funds allocated from the climate fund or resources that the private sector can contribute. This framework aims to ensure active participation from the private sector in addressing the impacts of climate change. Public announcements will be made for project selection, ensuring that all interested private sector entities have equal opportunities.
Private Sector Project Selection Process
A Director's Committee, led by the Secretary of the Ministry of Finance, along with a technical committee from the International Economic Relations Division, will evaluate and guide the project selection process. The guidelines specify that a maximum of 20% of the grant amount can be used for administrative expenses. Additionally, the guidelines prohibit the application of technical assistance from multiple entities in a single project.
A private sector project is defined as one in which more than 50% of the total cost is financed by the private sector.
Transparency and Prioritization in Climate Finance
The guidelines also set priorities for how the climate fund should be spent. According to these priorities, funds will be allocated to areas such as climate adaptation, greenhouse gas emission reduction, and carbon trading. The assessment of projects will be based on their impact, sustainability, regional and geographical balance, employment generation, and environmental returns.
Furthermore, a digital platform has been established under the guidelines to track the progress and status of projects, ensuring transparency. This system will help maximize the effectiveness and transparency of the climate finance mobilization process.
New Opportunities for the Private Sector
The new guidelines open up new opportunities for the private sector to participate in climate solutions. According to officials from the Ministry of Finance, this is the first time clear provisions for climate finance mobilization in private sector projects have been introduced. This move is expected to simplify, streamline, and make climate finance mobilization more transparent in Nepal.
The government believes that this step will encourage significant participation from the private sector and help strengthen sustainable and green development to tackle the impacts of climate change.
