सरकारले निजी क्षेत्रलाई विद्युत् उत्पादनसँगै विद्युत् व्यापार गर्न पनि खुला गर्ने तयारी गरेको छ। ऊर्जा, जलस्रोत तथा सिँचाइ मन्त्रालयले निजी क्षेत्रलाई विद्युत् व्यापारको लाइसेन्स दिन आवश्यक नीति तथा कानुन निर्माण प्रक्रिया अघि बढाएको जनाएको छ । ऊर्जा, जलस्रोत तथा सिँचाइमन्त्री विराजभक्त श्रेष्ठ का अनुसार हाल नियमावलीका आधारमा लाइसेन्स दिँदा भविष्यमा कानुनी जटिलता आउन सक्ने भएकाले ऐनमै स्पष्ट व्यवस्था गरेर लाइसेन्स वितरण गरिनेछ। उनले निजी क्षेत्रका ऊर्जा उद्यमीको मनोबल बढाउन र ऊर्जा क्षेत्रमा निजी लगानी तथा सहभागिता विस्तार गर्न सरकारले विद्युत् व्यापार खुला गर्न लागेको बताए । हाल विद्युत् विधेयक २०८२ संसदमा पेश भइसकेको छ र संसदबाट पारित भएपछि मात्र ऐन कार्यान्वयनमा आउनेछ। निजी क्षेत्रले लामो समयदेखि विद्युत् उत्पादन, वितरण र व्यापारमा सहभागिताको माग गर्दै आएको थियो, जसअनुसार सरकारले नयाँ कानुनी व्यवस्था अघि बढाएको हो ।
The government is preparing to allow the private sector to engage in electricity trading along with power generation. The Ministry of Energy, Water Resources and Irrigation has stated that it is working on the necessary policies and legal framework to issue electricity trading licenses to private companies. According to Energy Minister Biraj Bhakta Shrestha, granting licenses solely through regulations could create legal complications in the future, so the government plans to establish clear provisions through an Act before issuing licenses. He said the move is aimed at boosting the confidence of private energy entrepreneurs and increasing private sector participation in the energy market. The Electricity Bill 2082 has already been tabled in Parliament, and it will come into effect only after parliamentary approval. Private energy developers have long demanded participation in electricity generation, distribution, and trading, and the government is now moving forward with a legal framework to address those demands.
