सरकारले ३१ निकाय खारेज गर्‍यो, १८ को पुनर्संरचना र ६ गाभ्यो : २० अर्ब बचत हुने अपेक्षाGovernment Scraps 31 State Bodies, Restructures 18 and Merges 6, Expecting Rs 20 Billion in Savings

काठमाडौँ — सरकारले अनावश्यक र कार्यबोझ थपिएका ३१ वटा सरकारी निकाय खारेज गरेको छ । त्यस्तै १८ वटा निकायको पुनर्संरचना र ६ वटालाई गाभेको (मर्जर) छ । यी सबै व्यवस्था आगामी आर्थिक वर्ष २०८३/८४ को बजेटमार्फत गरिएको हो ।

दोहोरो कार्यक्षेत्र भएका, अनुत्पादक र अनावश्यक वित्तीय भार बोकेका विकास समिति, बोर्ड, कोष र प्राधिकरणजस्ता निकायलाई कामको प्रकृतिका आधारमा खारेज, गाभ्ने र पुनर्संरचना गरिएको प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयले जनाएको छ । विशेष ऐन, गठन आदेश वा छुट्टै कानुन तथा मन्त्रिपरिषद् र मन्त्रीस्तरीय निर्णयबाट सिर्जना भएका यस्ता निकायमध्ये केहीलाई कार्यप्रकृतिअनुसार सम्बन्धित प्रदेश र स्थानीय तहमा हस्तान्तरण गरिएको छ । यसरी अनावश्यक कार्यबोझका निकाय खारेज हुँदा राज्यलाई करिब २० अर्ब रुपैयाँ बचत हुने सरकारको अपेक्षा छ ।

खारेजीमा परेका निकायमा आदिवासी जनजाति उत्थान राष्ट्रिय प्रतिष्ठान, रेलवे बोर्ड नेपाल, सहरी क्षेत्र सार्वजनिक यातायात प्राधिकरण र व्यापार तथा निकासी प्रवर्द्धन केन्द्र छन् । त्यस्तै राष्ट्रिय प्राणी उद्यान (सूर्यविनायक, भक्तपुर), भानुभक्त प्राणी उद्यान (तनहुँ), वन पैदावर विकास समितिअन्तर्गतका आयोजना, बौद्ध दर्शन तथा गुम्बा विकास समिति, राष्ट्रिय दुग्ध विकास बोर्ड र युवा तथा साना व्यावसायिक स्वरोजगार कोष पनि खारेज भएका छन् । औद्योगिक विकास व्यवसाय प्रतिष्ठान काठमाडौं, उपत्यका विकास प्राधिकरण, अधिकारसम्पन्न बागमती सभ्यता एकीकृत विकास समिति, फाप्ला अन्तर्राष्ट्रिय क्रिकेट खेलमैदान तथा खेलग्राम पूर्वाधार निर्माण समिति, जग्गा विकास चक्र कोष र नगर विकास समितिलगायत खारेजीको सूचीमा छन् ।

अनावश्यक कार्यालय खारेज हुँदा राज्यको ठूलो लगानी बचत भई वित्तीय सुशासन कायम हुने अपेक्षा सरकारले गरेको प्रधानमन्त्री तथा मन्त्रिपरिषद् कार्यालयका सहसचिव डा. भीष्मकुमार भुसालले बताए ।

यो निर्णय सरकारले हालै जारी गरेको शासकीय सुधारसम्बन्धी एक सय कार्यसूचीसँग जोडिएको छ । उक्त कार्यसूचीमा 'सङ्घ, प्रदेश तथा स्थानीय तहको सङ्गठन तथा व्यवस्थापन सर्वेक्षणको राष्ट्रिय मापदण्ड १५ दिनभित्र तर्जुमा गरी स्वीकृत गर्ने' उल्लेख छ । समान प्रकृतिका तथा एउटै काममा दोहोरो-तेहोरोपना भएका कार्यालय गाभ्ने नीतिसहित सुशासनको मार्गचित्र तयार गरिएको थियो । प्रतिफल नदिने र कर्मचारीको तलब, सवारीसाधन तथा कार्यालयलगायतमा निरन्तर आर्थिक भार थप्ने संस्थान खारेज गर्ने घोषणा अघिल्लो सरकारले पटक-पटक गरे पनि त्यो कार्यान्वयनमा आउन सकेको थिएन ।

गाभिएका कार्यालय

कानुन किताब व्यवस्था समिति मुद्रण विभागमा र किटजन्य रोग अनुसन्धान तथा तालिम केन्द्र विकास समिति स्वास्थ्य मन्त्रालयको इपिडिमियोलोजी महाशाखामा गाभिएको छ । राष्ट्रिय चिया तथा कफी विकास बोर्ड सम्बन्धित प्रदेशमा हस्तान्तरण गरिएको छ । काठमाडौं उपत्यका खानेपानी व्यवस्थापन बोर्ड, काठमाडौं उपत्यका खानेपानी लिमिटेड, खानेपानी संस्थान केन्द्रीय कार्यालय र खानेपानी महसुल निर्धारण आयोगलाई आपसमा गाभिएको प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयले जनाएको छ । त्यस्तै नेपाल इन्टरमोडल यातायात विकास समिति नेपाल पारवहन तथा गोदाम लिमिटेडमा र नेपाल पर्वतीय प्रतिष्ठान नेपाल पर्यटन तथा होटल व्यवस्थापनमा गाभिएका छन् ।

यसअघि बनेका विभिन्न आयोगले अनावश्यक कार्यालय खारेज गर्न सिफारिस गर्दै आए पनि अहिलेसम्म खारेज नहुँदा राज्यलाई अनावश्यक आर्थिक दायित्व बढिरहेको प्रशासन तथा कानुनविद् काशीराज दाहालले बताए ।

पुनर्संरचना गरिएका

चिकित्सा विज्ञान राष्ट्रिय प्रतिष्ठान, बीपी कोइराला स्वास्थ्य विज्ञान प्रतिष्ठान, पाटन स्वास्थ्य विज्ञान प्रतिष्ठानसहित कर्णाली, पोखरा र राप्ती स्वास्थ्य विज्ञान प्रतिष्ठानलाई पुनर्संरचना गरी छाता ऐनमार्फत व्यवस्थापन सुदृढ गरिने भएको छ । राष्ट्रिय कृषि आधुनिकीकरण कार्यक्रमका जिल्लास्तरीय कार्यालय हटाएर सात प्रदेशमा राखिने भएको छ । कालीमाटी फलफूल तथा तरकारी बजार विकास समितिलाई भने सम्बन्धित स्थानीय तहमा हस्तान्तरण गर्ने वा लिजमा दिने भन्नेबारे थप अध्ययन गर्नुपर्ने प्रतिवेदनमा औंल्याइएको छ ।

KATHMANDU — The government has scrapped 31 government bodies deemed unnecessary and overburdened, restructured 18 others and merged six. All of these arrangements have been made through the budget for the coming fiscal year 2083/84.

Bodies with overlapping mandates, unproductive functions and an unnecessary financial burden — development committees, boards, funds and authorities — have been scrapped, merged or restructured on the basis of the nature of their work, according to the Office of the Prime Minister and Council of Ministers. Among these bodies, created through special acts, formation orders, separate laws and cabinet or ministerial decisions, some have been transferred to the relevant province and local levels in line with the nature of their functions. By scrapping bodies carrying an unnecessary workload, the government expects to save around Rs 20 billion for the state.

The scrapped bodies include the Indigenous Nationalities Upliftment National Foundation, Railway Board Nepal, the Urban Area Public Transport Authority and the Trade and Export Promotion Centre. Also abolished are the National Zoo (Suryabinayak, Bhaktapur), the Bhanubhakta Zoo (Tanahun), projects under the Forest Products Development Committee, the Buddhist Philosophy and Gumba Development Committee, the National Dairy Development Board and the Youth and Small Business Self-employment Fund. The Industrial Development Business Foundation Kathmandu, the Valley Development Authority, the Empowered Bagmati Civilization Integrated Development Committee, the Fapla International Cricket Stadium and Sports Village Infrastructure Construction Committee, the Land Development Revolving Fund and the Town Development Committee are also among those on the chopping block.

The government expects that scrapping unnecessary offices will save a large amount of state investment and uphold financial good governance, said Dr. Bhishma Kumar Bhusal, joint secretary at the Office of the Prime Minister and Council of Ministers.

The decision is tied to the 100-point governance reform agenda the government recently issued. That agenda states that a national standard for the organization and management survey of the federal, province and local levels is to be formulated and approved within 15 days. A good-governance roadmap had been prepared with a policy of merging offices of a similar nature and those involving duplication and triplication of the same work. The previous government had repeatedly announced that it would scrap institutions that delivered no returns and kept adding financial burdens through staff salaries, vehicles and offices — but that decision was never implemented.

Merged Offices

The Law Book Management Committee has been merged into the Printing Department, and the Insect-borne Disease Research and Training Centre Development Committee into the Epidemiology Division of the Ministry of Health. The National Tea and Coffee Development Board has been transferred to the relevant province. The Kathmandu Valley Water Supply Management Board, Kathmandu Valley Water Supply Limited, the central office of the Water Supply Corporation and the Water Tariff Fixation Commission have been merged together, the Office of the Prime Minister and Council of Ministers said. Likewise, the Nepal Intermodal Transport Development Committee has been merged into Nepal Transit and Warehouse Limited, and the Nepal Mountain Foundation into Nepal Tourism and Hotel Management.

Administration and legal expert Kashiraj Dahal said that although various commissions formed earlier had recommended scrapping unnecessary offices, their failure to be abolished until now has kept piling unnecessary financial liability on the state.

Restructured Bodies

The National Academy of Medical Sciences, the BP Koirala Institute of Health Sciences and the Patan Academy of Health Sciences, along with the Karnali, Pokhara and Rapti health science academies, are to be restructured and their management strengthened through an umbrella act. The district-level offices of the National Agriculture Modernization Program are to be removed and the program retained across the seven provinces. As for the Kalimati Fruits and Vegetable Market Development Committee, the report notes that further study is needed on whether to transfer it to the relevant local level or lease it out.
