सरकारले १० महिनामा खर्च गर्यो ५८.७५ प्रतिशत बजेट, पुँजीगत खर्च कमजोरGovernment Spends 58.75% of Budget in 10 Months, Capital Expenditure Remains Weak

काठमाडौं । चालु आर्थिक वर्ष २०८२/८३ को १० महिना पूरा हुन लाग्दा सरकारले कुल ११ खर्ब ५३ अर्ब रुपैयाँ बजेट खर्च गरेको छ । महालेखा नियन्त्रक कार्यालयका अनुसार १९ खर्ब ६४ अर्ब रुपैयाँको कुल बजेटमध्ये हालसम्म ५८.७५ प्रतिशत खर्च भएको हो। सरकारले चालु शीर्षकमा विनियोजन गरेको ११ खर्ब ८० अर्बमध्ये ८ खर्ब ९ अर्ब रुपैयाँ खर्च भएको छ, जुन चालुतर्फको कुल बजेटको ६८.०४ प्रतिशत हो। चालु खर्चमा सरकारी तलब, प्रशासनिक तथा नियमित सञ्चालन खर्च समावेश हुने गर्दछ ।

यस्तै, सरकारले पुँजीगततर्फ ४ खर्ब ७ अर्ब रुपैयाँ बजेट विनियोजन गरे पनि हालसम्म १ खर्ब ९ अर्ब रुपैयाँ मात्रै खर्च भएको छ, जुन २६.८७ प्रतिशत हो। दीर्घकालीन पूर्वाधार निर्माणसँग सम्बन्धित पुँजीगत खर्च अपेक्षाकृत कमजोर देखिएको छ। मध्यपूर्वमा बढ्दो तनावका कारण निर्माण क्षेत्रमा आवश्यक बिटुमिन इन्धनको अभाव हुँदा पुँजीगत खर्च प्रभावित भएको बताइएको छ। वित्तीय व्यवस्थातर्फ सरकारले छुट्टाएको ३ खर्ब ७५ अर्बमध्ये २ खर्ब ४० अर्ब रुपैयाँ अर्थात् ६४.१६ प्रतिशत खर्च भएको छ, जुन मुख्य रूपमा सावाँ तथा ब्याज भुक्तानीमा प्रयोग गरिएको हो । उता सरकारले चालु वर्षमा १४ खर्ब ८० अर्ब रुपैयाँ राजस्व उठाउने लक्ष्य राखेकामा हालसम्म ९ खर्ब ७० अर्ब रुपैयाँ मात्रै संकलन गरेको छ ।

Kathmandu: As the first 10 months of the fiscal year 2025/26 (2082/83 BS) near completion, the government has spent Rs. 11.53 trillion, according to the Office of the Comptroller General. This accounts for 58.75 percent of the total Rs. 19.64 trillion budget allocated for the current fiscal year. Out of the Rs. 11.80 trillion allocated under recurrent expenditure, the government has spent Rs. 8.09 trillion, which is 68.04 percent of the allocated amount. Recurrent expenditure mainly covers salaries, administrative operations, and regular government expenses.

Meanwhile, the government allocated Rs. 4.07 trillion for capital expenditure but managed to spend only Rs. 1.09 trillion, or 26.87 percent, so far. Capital spending, which mainly relates to long-term infrastructure development, has remained weak. Officials say the shortage of bitumen fuel caused by rising tensions in the Middle East has also affected construction activities and slowed capital expenditure. Under financial management, the government allocated Rs. 3.75 trillion and spent Rs. 2.40 trillion, equivalent to 64.16 percent, mainly for repayment of loan principal and interest. On the revenue side, the government had targeted to collect Rs. 14.80 trillion in revenue this fiscal year but has so far managed to collect only Rs. 9.70 trillion.
