भदौ मसान्तसम्म सरकारको बजेट खर्च ९.१७ प्रतिशतGovernment Spends 9.17% of Budget by End of Bhadra
काठमाडौं । चालु आर्थिक वर्ष २०८२/८३ को पहिलो दुई महिनामा सरकारको बजेट खर्च ९ दशमलव १७ प्रतिशत पुगेको छ। महालेखा नियन्त्रक कार्यालयका अनुसार भदौ मसान्तसम्म कुल १९ खर्ब ६४ अर्ब ११ करोड विनियोजन गरिएको बजेटमध्ये १ खर्ब ८० अर्ब १७ करोड ४ लाख खर्च भएको हो।
खर्च संरचना हेर्दा, चालुतर्फ ११ खर्ब ८० अर्ब ९८ करोड विनियोजन गरिएकोमध्ये १ खर्ब १४ अर्ब १८ करोड ७२ लाख खर्च भएको छ, जुन ९ दशमलव ६७ प्रतिशत हो। त्यस्तै, पुँजीगततर्फ ४ खर्ब ७ अर्ब ८८ करोड विनियोजन भए पनि अहिलेसम्म ६ अर्ब ३५ करोड ३३ लाख मात्र खर्च भएको छ, जसको प्रतिशत १ दशमलव ५६ पर्छ। वित्तीय व्यवस्थातर्फ भने ३ खर्ब ७५ अर्ब २४ करोड विनियोजन भएकोमा ५९ अर्ब ६२ करोड ९९ लाख खर्च भइसकेको छ, जुन १५ दशमलव ८९ प्रतिशत हो।
राजस्व संकलनतर्फ भने लक्ष्यअनुसार प्रगति भएको देखिँदैन। सरकारले चालु आर्थिक वर्षका लागि कुल १५ खर्ब ३३ अर्ब ४४ करोड ६९ लाख राजस्व संकलन गर्ने लक्ष्य राखेकोमा भदौ मसान्तसम्म १ खर्ब ५९ अर्ब ९८ करोड ५३ लाख मात्र उठाएको छ, जुन वार्षिक लक्ष्यको १० दशमलव ४३ प्रतिशत हो।
यसमा कर राजस्वतर्फ १३ खर्ब २५ अर्ब ५८ करोड ३९ लाख लक्ष्य राखिएकोमा १ खर्ब ५० अर्ब ४० करोड १३ लाख संकलन भएको छ। यो लक्ष्यको ११ दशमलव ३५ प्रतिशत मात्र हो। गैरकर राजस्वतर्फ १ खर्ब ५४ अर्ब ४१ करोड ६१ लाख लक्ष्यमध्ये ७ अर्ब १३ करोड २१ लाख संकलन भएको छ, जुन ४ दशमलव ६२ प्रतिशत हो।
त्यस्तै, चालु आर्थिक वर्षका लागि ५३ अर्ब ४४ करोड ६९ लाख बराबरको वैदेशिक अनुदान लिने लक्ष्य राखिएकोमा हालसम्म १ अर्ब २७ करोड ३७ लाख मात्र प्राप्त भएको छ। यो वार्षिक लक्ष्यको २ दशमलव ३८ प्रतिशत मात्र हो, जसले अनुदान संकलनमा पनि प्रगति सुस्त देखाएको छ।
Kathmandu – In the first two months of the current fiscal year 2082/83, the government’s budget expenditure has reached 9.17 percent. According to the Office of the Financial Comptroller General, out of the total budget of NPR 1.964 trillion, the government has spent NPR 180.17 billion by the end of Bhadra.
Looking at the breakdown, the current expenditure stands at NPR 114.18 billion out of the allocated NPR 1.180 trillion, which is 9.67 percent. The capital expenditure, however, remains very low with only NPR 6.35 billion spent out of NPR 407.88 billion, equivalent to just 1.56 percent. On the other hand, under financial management, NPR 59.62 billion has been spent out of the NPR 375.24 billion allocation, accounting for 15.89 percent.
Revenue collection has also remained below expectations. The government had set an annual target of NPR 1.533 trillion, but by the end of Bhadra only NPR 159.98 billion has been collected, which is 10.43 percent of the target.
Within this, tax revenue collection stands at NPR 150.40 billion, meeting just 11.35 percent of the annual target of NPR 1.325 trillion. Meanwhile, non-tax revenue has reached only NPR 7.13 billion, which is 4.62 percent of the annual target of NPR 154.41 billion.
Foreign aid collection has also been sluggish. Out of the government’s annual target of NPR 53.44 billion in foreign grants, only NPR 1.27 billion (2.38 percent) has been received so far, reflecting slow progress in external support as well.
