बीमित बिरामीलाई सेवा नदिए कारबाही हुने स्वास्थ्य बीमा बोर्डको चेतावनीHealth Insurance Board Warns Hospitals Against Denying Services to Insured Patients
काठमाडौं — विभिन्न अस्पताल तथा स्वास्थ्य संस्थाले स्वास्थ्य बीमा अन्तर्गतका सेवामा आनाकानी गरेको तथा बीमित बिरामीलाई आवश्यक सुविधा नदिएको गुनासो बढेपछि स्वास्थ्य बीमा बोर्डले कडा चेतावनी दिएको छ। बोर्डले कानुनविपरीतका गतिविधि देखिएमा कारबाही गर्ने स्पष्ट संकेत गरेको हो।स्वास्थ्य बीमा कार्यक्रम अन्तर्गत सेवा प्रवाहका क्रममा केही सेवा प्रदायक संस्थाहरूले बीमित सेवाग्राहीलाई दुःख दिएको, समयमै उपचार नदिएको तथा आवश्यक सुविधा उपलब्ध नगराएको पाइएपछि बोर्डले यसप्रति गम्भीर ध्यानाकर्षण भएको जनाएको छ। बोर्डका अनुसार यस्ता व्यवहारले स्वास्थ्य बीमा कार्यक्रमको उद्देश्य नै कमजोर बनाउने खतरा रहेको छ।विशेषगरी, अस्पतालहरूले बीमा सेवा लिन अग्रिम समय लिनुपर्ने व्यवस्था लागू गर्दै बिरामीलाई अनावश्यक झन्झटमा पार्ने, बीमित र नगद तिर्ने बिरामीबीच भेदभावपूर्ण व्यवहार गर्ने तथा आवश्यक औषधि र सेवा नदिने जस्ता समस्या देखिएको बोर्डले उल्लेख गरेको छ। यसले सर्वसाधारणमा असन्तुष्टि बढ्दै गएको पनि बताइएको छ।बोर्डले स्वास्थ्य बीमा ऐन, २०७४ र स्वास्थ्य बीमा नियमावली, २०७५ अनुसार सबै सेवा प्रदायक संस्थाले बीमित बिरामीलाई सहज, समान र गुणस्तरीय सेवा उपलब्ध गराउनुपर्ने स्पष्ट पारेको छ। साथै, प्रचलित कानुन विपरीतका कुनै पनि गतिविधि नगर्न र नगराउन कडा निर्देशन दिएको छ।स्वास्थ्य बीमा बोर्डले अबको दिनमा यस्ता गुनासो दोहोरिएमा सम्बन्धित स्वास्थ्य संस्थामाथि कानुनी कारबाही प्रक्रिया अघि बढाइने जनाएको छ। साथै, बीमित सेवाग्राहीलाई बिना झन्झट सेवा उपलब्ध गराउन सबै अस्पताल तथा स्वास्थ्य संस्थालाई आग्रह गरिएको छ।
Kathmandu — The Health Insurance Board has issued a strong warning to hospitals and healthcare institutions after reports emerged that insured patients were being denied services or not provided with necessary medical facilities. The Board stated that legal action will be taken against institutions found violating existing laws.According to the Board, some service provider institutions under the health insurance program have been creating difficulties for insured patients, delaying treatment, or refusing to provide services altogether. Such practices, officials say, undermine the core objective of the national health insurance scheme and raise serious concerns about service delivery standards.The Board also highlighted specific issues, including hospitals requiring patients to take advance appointments for insurance services, discriminatory treatment between insured and cash-paying patients, and failure to provide essential medicines and healthcare services. These practices have led to growing dissatisfaction among the public.Reiterating legal provisions, the Board emphasized that all healthcare institutions must comply with the Health Insurance Act, 2017 (2074 BS) and Health Insurance Regulations, 2018 (2075 BS). It instructed service providers to ensure accessible, fair, and quality healthcare services to all insured individuals without discrimination.The Board further warned that any activities found in violation of the law will lead to strict legal action. It has also urged hospitals and healthcare institutions to streamline their services and ensure that insured patients receive treatment without unnecessary hurdles.
