जेन–जी आन्दोलनसँग सरकारको ऐतिहासिक सहमति: सुशासन, न्याय, समावेशिता र संरचनागत सुधारका ठोस प्रतिबद्धताHistoric Agreement Between Nepal Government and Gen-Z Representatives: Major Reforms on Governance, Justice, Elections, and Constitutional Amendments
नेपाल सरकार र जेन–जी जनआन्दोलनका प्रतिनिधिबीच देशभर उठेका मूलभूत मुद्दा – सुशासन, भ्रष्टाचार नियन्त्रण, दण्डहीनता अन्त्य, जनअधिकारको संरक्षण र संरचनागत असमानता समाधानको मार्गचित्र तय गर्दै एक ऐतिहासिक सहमति भएको छ। प्रधानमन्त्री तथा मन्त्रिपरिषद्को कार्यालयमा सम्पन्न यो सहमतिले भदौ २३ र २४ मा भएको जनआन्दोलनको कारण, परिणाम र त्यसले देखाएको राज्य सुधारका आवश्यकताहरूलाई औपचारिक रूपमा स्वीकार गरेको छ।
सहमतिको प्रस्तावनामा भ्रष्टाचार, कुशासन, दण्डहीनता, भेदभाव र असमानताबाट सिर्जित असन्तोषलाई समयमै सम्बोधन नगर्दा राष्ट्रिय स्तरको राजनीतिक–सामाजिक आन्दोलन उत्पन्न भएको वास्तविकतालाई स्पष्ट रूपमा उल्लेख गरिएको छ। साथै, जनआन्दोलनका क्रममा भएका मानवअधिकार उल्लङ्घनहरूको स्वतन्त्र छानबिन गरि सत्य, न्याय, परिपूरण र दीर्घकालीन संस्थागत सुधारका उपाय अपनाइने प्रतिवद्धता जनाइएको छ।
शहीद घोषणादेखि राहत तथा क्षतिपूर्तिसम्म ठोस व्यवस्था
जनआन्दोलनमा सहादत प्राप्त व्यक्तिहरूलाई औपचारिक रूपमा शहीद घोषणा गरिनेछ।
शहीद परिवार तथा घाइतेहरूको तत्कालीन र दीर्घकालीन आवश्यकताका लागि उच्चस्तरीय कार्यदल गठन गरी
अन्तरिम राहत,
क्षतिपूर्ति,
निःशुल्क स्वास्थ्य उपचार,
शिक्षा, रोजगारी,
मनोसामाजिक सहायता
जस्ता परिपूरक उपाय लागू गरिनेछ।
सदाचार र सुशासन प्रवर्द्धनका लागि भ्रष्टाचार निवारण र दण्डहीनता अन्त्य गर्ने स्थायी आयोग गठन गरिने उल्लेख पनि महत्वपूर्ण छ।
भदौ २३–२४ का घटनाको छानबिन र सुरक्षासम्बन्धी सुधार
जाँचबुझ आयोगको कार्यादेश विस्तार गर्दै गैरन्यायिक हत्या, अत्यधिक बल प्रयोग, मानवअधिकार उल्लङ्घनका सबै घटनाको निष्पक्ष छानबिन गरिनेछ।
आन्दोलनकै कारण पक्राउ वा मुद्दा चलाइएका व्यक्तिहरूको १५ दिनभित्र स्क्रिनिङ गरी गैरगम्भीर मुद्दा फिर्ता लिने प्रक्रिया अघि बढाइनेछ।
राजनीतिक–नीतिगत भ्रष्टाचार अन्त्यका लागि कडा कदम
सहमतिले सार्वजनिक संस्थामा भएको दलीयकरण, भागबण्डा, अवैध सम्पत्ति र गैरकानुनी नियुक्ति जस्ता समस्याको गहिरो छानबिनका लागि उच्चस्तरीय आयोग गठन गर्नेछ।
राजनीतिक दल तथा नेताहरूले चलाएका कोष, ट्रस्ट, प्रतिष्ठानमार्फत गरिएको गैरकानुनी गतिविधिबारे छानबिन गरी अनियमित सम्पत्ति राष्ट्रियकरण गर्ने बाटो बनाउन कानुनी व्यवस्था सुदृढ गरिनेछ।
निर्वाचन प्रणालीमा ऐतिहासिक सुधार
सहमतिको अनुसार आगामी निर्वाचनहरूलाई पूर्ण रूपमा स्वतन्त्र, निष्पक्ष र भयरहित बनाउन व्यापक सुधार गरिनेछ।
महत्त्वपूर्ण बुँदाहरूः
बेजिल्ला बसोबास गर्ने वा विदेशमा रहेका नेपालीलाई मतदानको व्यवस्था

स्वतन्त्र विज्ञ, जेन–जी तथा युवाको सहभागितामा संविधान संशोधन सुझाव आयोग गठन हुनेछ, जसले
संविधान कार्यान्वयनको समीक्षा
सुशासन, समावेशिता, न्याय र प्रतिनिधित्व सुधार
कार्यकारी प्रमुख, राष्ट्रप्रमुख तथा मन्त्रीहरूको कार्यकाल २ कार्यकाल (१० वर्ष) मा सीमित गर्ने
उम्मेदवार हुन न्यूनतम उमेर २१ वर्ष राख्ने
विषयमा सुझाव पेस गर्नेछ।
समावेशीता, प्रतिनिधित्व र युवाको भूमिकामा जोड
राज्य संयन्त्रमा महिला, दलित, आदिवासी जनजाति, मधेसी, थारू, मुस्लिम, सीमान्तकृत समुदाय, अपाङ्गता भएका व्यक्ति तथा विपन्न वर्गको अर्थपूर्ण प्रतिनिधित्व सुनिश्चित गर्ने व्यवस्था अघि बढाइनेछ।
पारदर्शिता र डिजिटल स्वतन्त्रता
सरकारका सबै निर्णय, खर्च र प्रक्रियामा अधिकतम पारदर्शिता अपनाइनेछ।
डिजिटल अभिव्यक्ति स्वतन्त्रतामा कुनै प्रकारको गैरकानुनी वा मनमोहोतापूर्ण नियमन नहुनेछ।
नागरिकको डिजिटल डेटा सुरक्षाका लागि कानून र प्राविधिक पूर्वाधार कडा बनाइनेछ।
‘जेन–जी परिषद्’ गठन
सरकारलाई दिगो विकास, सुशासन, पारदर्शिता र जनसहभागितामा सुझाव दिने जेन–जी परिषद् गठन गरिनेछ।
यो सहमति नेपालमा दीर्घकालीन संरचनागत सुधार, सुशासन, पारदर्शिता र जनअधिकारको संस्थागत संरक्षणतर्फ उठाइएको सबैभन्दा महत्वपूर्ण कदमका रूपमा विश्लेषण भइरहेको छ।
सहमतिले राजनीतिक दल, राज्य संयन्त्र, सुरक्षा निकाय, निर्वाचन प्रणाली, संविधानदेखि सामाजिक न्यायसम्मका धेरै क्षेत्र समेटेको छ, जसले नेपाललाई एउटा उत्तरदायी, समावेशी र न्यायपूर्ण राज्य निर्माणतर्फ अघि बढाउने अपेक्षा गरिएको छ।
The Government of Nepal and representatives of the Gen-Z (GenJ) movement have reached a historic agreement addressing the key demands raised during the recent nationwide protests. The agreement, signed at the Office of the Prime Minister and Council of Ministers, formally recognizes the structural issues—corruption, misgovernance, impunity, discrimination, exclusion, and socio-economic inequality—that culminated in the mass uprising of Bhadra 23 and 24.
The preamble of the agreement acknowledges that the failure to address these systemic issues on time triggered political and social unrest, leading to widespread dissatisfaction among the youth. It also commits to independent investigations into human-rights violations during the protests and ensures truth, justice, reparations, and institutional reforms to end the culture of impunity.
The document also recognizes the rise of digital platforms as legitimate mediums of civic expression and validates the new cultural symbols and creative forms used during the Gen-Z movement.
🔹 Strong Commitments for Justice, Recognition, and Support to Victims
The agreement ensures that individuals who lost their lives during the protests will be formally declared martyrs.
A high-level task force will be formed to provide comprehensive support to victims and families, including:
Interim relief and compensation
Free medical and psychosocial care
Education and employment opportunities
Social security
Meaningful memorialization
The government has also committed to forming a permanent independent commission aimed at promoting good governance, preventing corruption, and ending impunity.
🔹 Investigation of Bhadra 23–24 Incidents & Institutional Reforms
The mandate of the existing investigation commission will be expanded to:
Conduct impartial investigations into excessive force, unlawful killings, and rights violations
Distinguish between protest-related incidents and criminal acts
Screen cases within 15 days and withdraw charges filed solely for political participation
Recommend institutional reforms in security agencies to prevent future misuse of force
A separate mechanism will study past security-related abuses and propose long-term structural reforms.
🔹 Ending Political Corruption and Party-Based Appointments
A high-level commission will investigate political and policy-level corruption, party-based appointments, and misuse of public offices.
Its mandate includes:
Investigating unexplained wealth and lifestyle of public officials
Ending political capture and partisan distribution of public institutions
Investigating foundations, trusts, and funds run by political actors, and nationalizing illegal assets
Reforming public administration to ensure transparency, efficiency, and service delivery
🔹 Clean, Fear-Free, and Inclusive Elections: Historic Reforms Ahead
The agreement outlines major electoral reforms to ensure independent and credible elections:
Voting rights for out-of-district residents, overseas workers, professionals, and students
Mandatory asset disclosure by candidates at nomination
Financial transparency of all political parties
Nationalization of unexplained assets
Introduction of NOTA (None of the Above) on ballots
Mandatory Primary Elections within political parties
Limiting party presidents/chairpersons to two terms
Ensuring inclusive representation even under the first-past-the-post system
These reforms are expected to transform Nepal’s electoral landscape.
🔹 High-Level Constitutional Amendment Recommendation Commission
A special commission—including experts, Gen-Z leaders, and youth representatives—will study and recommend:
Review of 10 years of constitution implementation
Measures to strengthen governance, prevent corruption, and reduce abuse of power
Constitutional amendments reflecting evolving national aspirations
Limiting the terms of the head of state, provincial and local executives, and ministers to two full terms (maximum 10 years)
Reducing candidacy age to 21 years
Enhancing the autonomy and independence of judiciary and constitutional bodies
Ensuring representation of women, Dalits, Indigenous groups, Madhesi, Tharu, Muslims, LGBTQIA+, disabled persons, workers, farmers, and marginalized communities
🔹 Ensuring Inclusion and Representation
Gen-Z Council will oversee and advise on ensuring meaningful representation of marginalized groups within all state mechanisms and committees formed under this agreement.
🔹 Full Transparency in Government Operations
The government commits to:
Making all decisions, expenditures, and policies transparent
Making investigation reports public
Ensuring fair and non-discriminatory recruitment for public positions
Improving systems, digital governance, and complaint mechanisms
🔹 Freedom of Expression & Digital Rights Protected
The government will safeguard:
Unrestricted freedom of speech on the internet
Protection of citizens’ digital data from unlawful surveillance and misuse
Free flow of information in digital spaces
🔹 Formation of the Gen-Z Council
A dedicated Gen-Z Council will be formed to advise the government on good governance, sustainable development, and public accountability. The council will act as a watchdog and partner in long-term national reforms.
