प्रतिनिधि सभा बैठक भिजिट भिसा प्रकरणले अवरुद्ध, आर्थिक सर्वेक्षण स्थगितHouse Session Disrupted by Visa Scandal; Economic Survey Postponed
त्रिभुवन अन्तर्राष्ट्रिय विमानस्थलमा भिजिट भिसा दुरुपयोगमार्फत अर्बौंको मानव तस्करी भएको आरोपसँगै गृहमन्त्री रमेश लेखकविरुद्ध संसदमा प्रतिपक्षी दलले आक्रोश पोखेपछि मंगलबारको प्रतिनिधि सभा बैठक अवरुद्ध भएको छ।
प्रतिपक्षी दलहरुले गृहमन्त्रीको तत्काल राजीनामा माग गर्दै निष्पक्ष छानबिनका लागि उच्चस्तरीय आयोग गठन गर्नुपर्ने माग गरेपछि संसदमा विरोध चर्किएको हो। सभामुख देवराज घिमिरेले बैठक मिलाएर अघि बढाउन प्रयास गरे पनि विपक्षी दलहरुको नाराबाजीका कारण बैठक अघि बढ्न सकेन।
उक्त बैठकमा आर्थिक वर्ष २०८१/८२ को आर्थिक सर्वेक्षण सार्वजनिक गर्ने कार्यक्रम तय गरिएको थियो। तर, बैठक सुरु हुनेबित्तिकै प्रतिपक्षीको विरोधका कारण आधा घण्टाको लागि बैठक स्थगित गरिएको थियो। सहमति नजुटेपछि बैठक पूर्ण रूपमा स्थगित गर्दै अर्को बैठक बुधबार बिहान ११ बजे बस्ने गरी तय गरिएको प्रतिनिधि सभा सचिवालयले जानकारी दिएको छ।
यद्यपि, प्रतिपक्षीको अडान कायमै रहेको अवस्थामा बुधबारको बैठक समेत प्रभावित हुन सक्ने संकेत देखिएको छ। गृहमन्त्रीको राजीनामा नभएसम्म संसद सञ्चालन हुन नसक्ने चेतावनी प्रतिपक्षीले दिइसकेका छन्।
बजेट आउन अब दुई दिन मात्र बाँकी रहेको अवस्थामा संसद पुनः अवरुद्ध हुने हो भने सरकारले आर्थिक सर्वेक्षण संसद बाहिरैबाट सार्वजनिक गर्नुपर्ने बाध्यता आउनसक्ने देखिन्छ। संविधानअनुसार आर्थिक वर्ष २०८२/८३ को बजेट अनिवार्य रूपमा जेठ १५ गते संसदमार्फत प्रस्तुत गर्नुपर्नेछ।
The House of Representatives session scheduled for Tuesday was disrupted following a heated protest by opposition parties over the alleged misuse of visit visas at Tribhuvan International Airport. The opposition accused the involvement of Home Minister Ramesh Lekhak in a large-scale human trafficking operation carried out through an organized setting within the Immigration Department.
The opposition demanded the immediate resignation of the Home Minister and called for the formation of a high-level independent investigation commission. The session, originally called to unveil the Economic Survey for the fiscal year 2081/82, could not proceed as planned due to the uproar.
Speaker Dev Raj Ghimire attempted to continue the session, but the ongoing chants and protests from opposition lawmakers forced the house to adjourn. Despite a temporary suspension for 30 minutes, no political consensus was reached, and the session was ultimately postponed.
The Parliament Secretariat issued an official notice announcing that the next House session is now scheduled for Wednesday, May 28 (Jestha 14), at 11:00 AM. However, doubts remain over whether that session will proceed smoothly, as the opposition remains firm on their demand for the Home Minister’s resignation before allowing any parliamentary business to move forward.
If consensus is not reached in time, the government may be forced to release the Economic Survey outside the parliament. Constitutionally, the national budget for the fiscal year 2082/83 must be presented in Parliament on Jestha 15 .
