जलविद्युत् पीपीए अन्योलमै: १२ हजार मेगावाट आयोजना प्रतीक्षामा, नेपाल विद्युत् प्राधिकरण मौनHydropower PPAs Remain in Limbo: 12,000 MW Projects Await Approval as Nepal Electricity Authority Stays Silent
नेपाल विद्युत् प्राधिकरणका कार्यकारी निर्देशक हितेन्द्रदेव शाक्य जलविद्युत् आयोजनाको विद्युत् खरिद सम्झौता (पीपीए) खुलाउने विषयमा अझै ठोस निर्णय लिन नसकेका छन्। नेपाल विद्युत् प्राधिकरण मा पुनर्बहाली भएको झन्डै साढे दुई महिना बितिसक्दा पनि शाक्यले पीपीए प्रक्रिया अघि बढाउन प्रभावकारी पहल नगरेको देखिएको छ।
हाल प्राधिकरणमा करिब १२ हजार मेगावाट क्षमताका जलविद्युत् आयोजनाहरूले पीपीएका लागि निवेदन दिएका छन्। तर लामो समय बितिसक्दा पनि ती आयोजनाहरूले अनुमति पाउन सकेका छैनन्। चालु आर्थिक वर्ष २०८२/०८३ को बजेटमा ‘टेक एण्ड पे’ प्रावधान समावेश भएपछि उत्पन्न विवाद अझै समाधान हुन सकेको छैन, जसका कारण निजी क्षेत्रका प्रवर्द्धकहरू उत्साहित देखिएका छैनन्।
यसअघि तत्कालीन प्रधानमन्त्री केपी शर्मा ओली नेतृत्वको सरकारले ‘टेक एण्ड पे’ लाई सच्याएर ‘टेक अर पे’ बनाउने निर्णय गरेको थियो। तर सरकार परिवर्तनपछि उक्त निर्णय कार्यान्वयन हुन सकेन। त्यसपछि तत्कालीन ऊर्जामन्त्री कुलमान घिसिङ तथा कार्यकारी निर्देशक मनोज सिलवाल को पालामा पनि केही प्रयास भए, तर ठोस नतिजा आएन।
जलविद्युत् क्षेत्रमा पीपीए रोकिँदा निजी क्षेत्र असन्तुष्ट बनेको छ। स्वतन्त्र ऊर्जा उत्पादकहरूको संस्था, नेपाल (इप्पान) का अध्यक्ष गणेश कार्की का अनुसार लामो समयसम्म पीपीए नखुल्दा लगानी जोखिममा परेको छ। अन्तरिम सरकार भएकाले दीर्घकालीन निर्णय गर्न नसकिने अवस्था रहेको भन्दै प्राधिकरण स्रोतले अब आम निर्वाचनपछि बन्ने सरकारले नै यस विषयमा निर्णय गर्ने संकेत गरेको छ।
Executive Director of the Nepal Electricity Authority, Hitendra Dev Shakya, has failed to take concrete steps to reopen Power Purchase Agreements (PPAs) for hydropower projects. Even after nearly two and a half months since his reinstatement by the Supreme Court of Nepal, no significant progress has been made.
Around 12,000 megawatts of hydropower projects are currently awaiting PPA approval. However, many projects have not received permission despite submitting applications long ago. The dispute over the “Take and Pay” provision introduced in the FY 2082/83 budget remains unresolved, discouraging private investors and financial institutions.
Previously, the government led by former Prime Minister KP Sharma Oli decided to revise the provision to “Take or Pay.” However, the decision was not implemented following political changes. Later, efforts were also made during the tenure of former Energy Minister Kulman Ghising and former executive director Manoj Silwal, but without concrete results.
The prolonged delay in PPA approvals has angered the private sector. According to Independent Power Producers’ Association, Nepal President Ganesh Karki, investment in hydropower projects has become increasingly risky. Officials state that due to the interim nature of the current government, major policy decisions are being postponed, and the matter is likely to be addressed by the next elected government.
