नेपालका लागि आईएमएफको विस्तारित कर्जा सुविधा (ECF) चार महिना थप, अन्तिम समीक्षा सम्पन्न गर्न थपिएको समयIMF Extends Nepal’s ECF Program by Four Months to Allow Completion of Final Review
अन्तर्राष्ट्रिय मुद्राकोष (आईएमएफ)ले नेपालमा सञ्चालन भइरहेको विस्तारित कर्जा सुविधा (Extended Credit Facility–ECF) कार्यक्रमको अवधि चार महिना थप गर्ने निर्णय गरेको छ। अब यो कार्यक्रम २०२६ मे ११ सम्म रहनेछ।
१ डिसेम्बर (मंसिर १५) मा बसेको आईएमएफको कार्यकारी बोर्ड बैठकले नेपाल सरकारको अनुरोध स्वीकृत गर्दै कार्यक्रमको म्याद चार महिना लम्ब्याउने निर्णय गरेको हो। आईएमएफले जारी गरेको विज्ञप्तिमा भनिएको छ कि ईसीएफको सातौँ र अन्तिम समीक्षा पूरा गर्न पर्याप्त समय उपलब्ध गराउन कार्यक्रमको अवधि थपिएको हो।
नेपालले सन् २०२२ जनवरी १२ मा आईएमएफबाट ३८ महिनाको ECF कार्यक्रम स्वीकृत गराएको थियो। उक्त कार्यक्रमअन्तर्गत नेपालले २८ करोड २४ लाख एसडीआर (करिब ३९ करोड ५९ लाख अमेरिकी डलर, हालको विनिमयदरअनुसार करिब ५७ अर्ब रुपैयाँ) बराबरको ऋण पाउने व्यवस्था भएको थियो। हालसम्मको ऋणमध्ये अन्तिम किस्ता अझै प्राप्त हुन बाँकी छ।
यसअघि १ मे २०२३ मा आईएमएफ कार्यकारी बोर्डले कार्यक्रमलाई २०२६ जनवरी ११ सम्म लम्ब्याउने निर्णय गरेको थियो। कोभिड–१९ महामारीपछि नेपालको अर्थतन्त्रमा पर्न गएको गम्भीर असर, वित्तीय स्थिरता सुनिश्चित गर्ने आवश्यकता र गरिब तथा जोखिममा रहेका जनताको सुरक्षामा सहयोग पुर्याउने उद्देश्यले यो कार्यक्रम निरन्तरता दिइएको थियो।
कार्यक्रम अन्तिम चरणमा पुगेसँगै हालै आईएमएफका एसिया तथा प्रशान्त विभागका निर्देशक डा. कृष्ण श्रीनिवासनको नेतृत्वमा उच्चस्तरीय टोली नेपाल भ्रमणमा आएको थियो। भ्रमणका क्रममा टोलीले नेपालका आर्थिक सूचक, सुधारको अवस्था तथा आगामी कार्ययोजनाबारे विस्तृत छलफल गरेको बताइएको छ।
The International Monetary Fund (IMF) has approved a four-month extension of Nepal’s ongoing Extended Credit Facility (ECF) program, giving the country additional time to complete the final review of the multi-year reform and financial-support arrangement. With this decision, the program will now run until May 11, 2026.
According to a statement issued after the IMF Executive Board meeting held on December 1 (Mangsir 15), Nepal had formally requested an extension, citing the need for adequate time to fulfill the requirements required for the seventh and final review. The Board endorsed the request, ensuring that the program winds down smoothly and that pending assessments can be completed without haste.
Nepal’s ECF arrangement began on January 12, 2022, after the IMF approved a 38-month support package aimed at helping stabilize the economy in the aftermath of COVID-19. Under the facility, Nepal was allocated SDR 282.4 million—equivalent to USD 395.9 million or roughly NPR 57 billion at current exchange rates. The final tranche under this loan arrangement is still awaiting disbursement.
This is not the first time the program has been extended. On May 1, 2023, the IMF had already prolonged the ECF until January 11, 2026, acknowledging Nepal’s economic challenges that deepened after the pandemic. The program’s objectives included supporting macroeconomic stability, safeguarding financial resilience, and protecting vulnerable populations facing heightened economic risks.
As the program approached its concluding stages, a high-level IMF delegation led by Dr. Krishna Srinivasan, Director of the IMF’s Asia and Pacific Department, visited Nepal recently. The mission held discussions with senior government officials, assessing the progress of economic reforms and evaluating policy priorities required for the forthcoming review.
With the extension now in place, Nepal has a clearer pathway to complete its remaining commitments under the ECF, paving the way for the final tranche and concluding the program with full compliance.
