नेपाल धितोपत्र बोर्ड स्वतन्त्र कर्मचारी संगठनका अध्यक्ष नारायण पौडेलले आज सम्पन्न ३३ औं वार्षिकोत्सव कार्यक्रमलाई सम्बोधन गर्दै बोर्डको भौतिक संरचना, संस्थागत सुशासन र कार्यसंस्कृतिमा व्यापक सुधारको खाँचो औंल्याएका छन्।

पौडेलले संस्थागत कमजोर संरचना र प्रभावकारी नेतृत्वको अभावले गर्दा कर्मचारीहरूमा निराशा बढेको उल्लेख गर्दै अब दीर्घकालीन सुधारका लागि उच्च तहबाट ठोस कदम चालिनुपर्नेमा जोड दिए। उनले पारदर्शिता, निष्पक्षता, समान व्यवहार, र सहकार्यमा आधारित वातावरण स्थापना नगरेसम्म संस्थाको विश्वसनीयता कायम हुन नसक्ने बताएका छन्।

उनको भनाइमा, “नेतृत्वले अब समस्याको गहिरो विश्लेषण गर्नुपर्छ। केवल निर्देशन होइन, समाधानतर्फको सक्रिय मार्गचित्र आवश्यक छ। हामी सबैले व्यावसायिक, जिम्मेवार र परिवर्तनमुखी सोचका साथ अघि बढ्नुपर्छ।”

अध्यक्ष पौडेलले ट्रेड युनियनको भूमिका केवल माग राख्ने नभई, कार्यस्थलमा सुधार र पारदर्शिता ल्याउन पनि सक्रिय हुनुपर्ने बताए। “हामी व्यवहारिक सुझाव र ठोस संरचनात्मक दृष्टिकोण ल्याउन चाहन्छौं। यदि नेतृत्वले बुझ्न सक्दैन भने त्यसको दोष नेतृत्वकै हो,” उनले स्पष्ट पारे।

उनले बोर्डसँग सम्बन्धित ऐन, नियम, र कार्यविधिहरूलाई अद्यावधिक गर्दै विभिन्न समस्या समाधानका लागि मन्त्रालय र अन्य सरोकारवालासँग समन्वय गरिनुपर्ने धारणा राखे। साथै, कर्मचारीहरूको सुझावलाई संस्थागत सुधारमा प्रत्यक्ष रूपमा समावेश गर्नुपर्ने बताए।

पौडेलले संस्थागत सुधार र सहकार्यको वातावरणले कर्मचारीहरूमा आत्मबल र प्रेरणा थप्ने बताए। उनले भने, “आजको प्रतिस्पर्धात्मक युगमा कर्मचारीको कार्यक्षमता, नेतृत्व विकास, नवीन कार्यपद्धति र दीर्घकालीन सोच आवश्यक छ।”

उनले नेपालले आर्थिक उदारीकरणको यात्रा सुरु गरेको सन् १९९३ देखि पूँजीबजारको विकास, नियमन र विस्तारमा बोर्डले खेलेको भूमिकाको स्मरण गर्दै अब गुणात्मक सुधार र नवप्रवर्तनमार्फत बोर्डको पुनः उचाइमा पुर्याउनु पर्ने आवश्यकता औंल्याए।

अध्यक्ष पौडेलले सबै कर्मचारीलाई एकताबद्ध भएर पेशागत ईमानदारीका साथ काम गर्न आह्वान गर्दै शुभकामना व्यक्त गरे। “संविधान, ऐन र संस्थागत जिम्मेवारीप्रति गहिरो समझदारीका साथ हामी अघि बढ्नुपर्छ,” उनले भने।

Narayan Paudel, President of the Nepal Securities Board Independent Employees’ Organization, emphasized the urgent need for structural reform, transparency, and responsible leadership in the board during his address at the 33th annual anniversary celebration held today.

Highlighting the challenges caused by weak physical infrastructure and poor institutional governance, Paudel said that only bold and visionary leadership can bring long-term solutions. He stressed that the board must ensure transparency, fairness, equality, and collaboration to build institutional credibility and restore staff morale.

“The leadership must now deeply analyze the problems. It’s not just about issuing directions—it’s time to lay out an actionable roadmap. All of us need to move forward with professionalism, accountability, and a change-driven mindset,” he said.

Paudel underscored the evolving role of trade unions, stating that their job is not just to make demands but also to ensure workplace reforms and transparency. “We are here to offer practical and structural suggestions. If the leadership fails to listen, the fault lies with them,” he asserted.

He called for immediate revision and update of acts, regulations, and policies related to the board. Paudel advocated for improved coordination with ministries and stakeholders to address policy-level issues and push for institutional reforms based on employee feedback.

He emphasized that a reform-focused and collaborative environment can boost employee morale and bring renewed energy into the institution. “In today's competitive era, we must focus on enhancing employee capabilities, leadership development, modern work methods, and long-term vision,” he said.

Recalling the board’s establishment in the early 1990s during Nepal’s economic liberalization, Paudel highlighted its historic contributions to capital market growth and regulation. He pointed out that further qualitative improvements and innovation are necessary to take the board to new heights.

In conclusion, Paudel called upon all employees to unite under a common vision and work with integrity and commitment. “We must move forward with a deep understanding of constitutional duty, legal responsibility, and institutional accountability,” he stated.
