काठमाडौं, जेठ – सन् २०६४ मा लागू गरिएको श्रम ऐनको कार्यान्वयनको नाममा व्यापक अनियमितता भएको भन्दै विपक्षी दलहरुले हालसम्म गृहमन्त्री बनेका नेताहरूको भूमिकामाथि उच्चस्तरीय छानबिन समिति गठनको माग गरेका छन्। पछिल्लो समय चर्चामा रहेको "भिजिट भिसा" काण्डले राजनीतिक तहमा हल्ला मच्चाइरहेको छ, जसमा हजारौं नेपालीलाई भ्रममा पारेर गैरकानुनी रूपमा विदेश पठाइएको आरोप लाग्दै आएको छ।
विपक्षी दलहरुको आरोप अनुसार, श्रम ऐन २०६४ लागू भएपछि १८ वर्षको अवधिमा १४ जना गृहमन्त्रीले पालो-पालो जिम्मेवारी सम्हाल्दा पनि न श्रम ऐनको प्रभावकारी कार्यान्वयन भयो, न त गैरकानुनी आप्रवासन नियन्त्रण गर्न सकियो। अहिलेको विवादमा विशेषगरी विभिन्न गृहमन्त्रीहरूको पालामा ‘भिजिट भिसा’ दुरुपयोग गरेर विदेशी रोजगारका नाममा मानव तस्करी बढेको आशंका गरिँदै छ।

हालै गृहमन्त्रीबाट बर्खास्त भएका खगराज अधिकारीको पालामा भिजिट भिसा दुरुपयोगको घटना सार्वजनिक भएपछि, पुराना गृहमन्त्रीहरू सबैको कार्यकालमाथि प्रश्न उठेको हो। जनतामाझ यस्तो धारणा बनिरहेको छ कि गृहमन्त्रीहरूले नियमन गर्नुपर्ने विदेशी रोजगार प्रणालीमा लापरबाही मात्र हैन, सम्भवतः माफियासँगको साँठगाँठका कारण भ्रष्टाचारलाई मौन समर्थन दिएको हुन सक्छ।
विपक्षी दलले संसदमा उच्चस्तरीय छानबिन समिति गठनको माग राखेको छ जसले ती सबै गृहमन्त्रीहरूको कार्यकाल, निर्णय, नीतिगत पहल, र प्रशासनिक दस्तावेजको समीक्षा गर्नेछ। धेरै विश्लेषकहरूको अनुमान छ कि छानबिनले श्रम आप्रवासनमा गहिरो जरा गाडेर बसेको राजनीतिक संरक्षित सञ्जाललाई पर्दाफास गर्न सक्छ।
नेपालजस्तो वैदेशिक रोजगारीमा ठूलो निर्भरता रहेको मुलुकमा यस्तो किसिमको मानव तस्करीको घटना हुनु गम्भीर समस्या हो। राष्ट्र बैंकका तथ्यांक अनुसार, वैदेशिक रोजगारबाट प्राप्त हुने रेमिट्यान्स नेपालको अर्थतन्त्रको मुख्य आधार हो। यस्तो अवस्थामा सरकारी बेवास्ता र भिसा दुरुपयोगको घटनाले राष्ट्रिय प्रतिष्ठामाथि नै प्रश्न खडा गरेको छ।
अब मुख्य प्रश्न उठेको छ — के साँच्चै निष्पक्ष छानबिन हुनेछ? के १४ जना गृहमन्त्रीहरूको पालामा भएका निर्णयको जवाफदेही हुनेछ? वा यो पनि अरूजस्तै राजनीतिक नौटंकीमा सीमित हुनेछ?
अब जनता, संसद, र कानूनी निकायहरूको आँखा यिनै प्रश्नको जवाफतर्फ लागिरहेको छ।

The focus is on determining the role and responsibility of home ministers who held office during this period. The scandal, which has shaken political and administrative structures, centers on claims of systemic failures and corruption related to the issuance of visit visas and illegal foreign employment.
Over the past 18 years, Nepal has seen 14 different individuals serve as Home Minister, many of whom now face scrutiny over policy decisions and administrative lapses during their tenure.
