Several investor associations in Nepal—including the Shareholders Association Nepal, Nepal Share Market Investors Association, Nepal Securities Investors Association, General Investors Association, and the Ordinary Investors Association—have jointly submitted a memorandum to the Nepal Stock Exchange (NEPSE) outlining their demands. The associations have criticized the recently amended Securities Transaction Operation (Fourth Amendment) Regulation 2082, claiming it was implemented without proper legal procedures and has caused unusual volatility in the market. They have demanded the immediate withdrawal of the regulation and called for its reintroduction only after proper consultation with all stakeholders. Additionally, they have urged authorities to suspend the IPO premium and book-building system until a related law is passed by the federal parliament. The investors also stressed that all stakeholders must be mandatorily involved in drafting securities-related laws as per the Legislation Act 2081, and called for an end to arbitrary lawmaking and amendments without adequate preparation, study, and legal compliance. The associations have warned that they will be compelled to seek legal remedies if their demands are not addressed promptly.
